The report offers a balanced, evidence-based analysis of both the risks associated with AI misuse and the opportunities it presents to strengthen counter-extremism from a review of 52 academic publications and insights from five expert roundtables involving stakeholders from government, academia, the tech industry and civil society, the research maps out the evolving landscape of AI-enabled extremism and corresponding policy its key findings, the report notes that extremists are already testing AI tools such as multilingual translation, content adaptation, and deepfake technology to spread disinformation and accelerate radicalisation. While much of the existing research focuses on predicting future threats, there has been less emphasis on understanding current applications of AI and its role in eroding public trust within the broader information the prevention side, AI's use has primarily centred on content moderation. However, Hedayah identifies broader opportunities, including improved strategic communications and enhanced messaging campaigns aimed at fostering social resilience against extremist ideologies. The report also flags a pressing need to address systemic biases in AI systems, warning that such disparities risk marginalising already vulnerable communities and exacerbating social support effective and ethical deployment of AI in counter-extremism, Hedayah recommends promoting greater diversity within AI development teams to ensure inclusive design. It calls for prioritising 'safety by design' and integrating human oversight into AI processes. The report advocates for robust collaboration between sectors and disciplines to ensure diverse perspectives are incorporated and urges the inclusion of AI literacy in broader media literacy programmes. Sheikh Mohammed said on Friday, June 20, that the National Artificial Intelligence System will join the UAE Cabinet as an advisory member from January 2026. The Ruler of Dubai wrote on X, "We also announce that the National Artificial Intelligence System will be adopted as an advisory member of the Cabinet, the Ministerial Development Council, and all boards of directors of federal entities and government companies, starting in January 2026." European Commission regulators have launched an in-depth inquiry into the corporate restructuring of X following its $33 billion acquisition by Elon Musk's AI venture, xAI in March. Officials have issued formal information requests probing whether the deal reshaped the obligations and liabilities under the Digital Services Act, which could trigger fines of up to 6 per cent of global turnover or even a suspension of operations within the EU. At stake is not merely compliance but scope. Brussels is examining if revenue from Musk's wider corporate empire—including xAI, SpaceX, Neuralink and The Boring Company—should be aggregated with X's earnings when calculating any DSA penalty. Such consolidation would dramatically increase the financial stakes, positioning the potential fine among the largest ever under the regulation. This intensified scrutiny builds upon a probe initiated in December 2023 over allegations that X failed to curb harmful content and employed deceptive design.
