DIG C. Vamsi Krishna appointed as Joint Commissioner (West), Bengaluru
Deputy Inspector General of Police (DIG) C. Vamsi Krishna, a 2009-batch Indian Police Service (IPS) officer, has been appointed as Joint Commissioner (West), Bengaluru, to replace Vikash Kumar Vikash, who was suspended on June 6 over the stampede at M. Chinnaswamy stadium that killed 11.
The post was earlier held by an Inspector General of Police (IGP) rank officer — which is still the case in the East division. However, with the appointment of a DIG rank officer in Mr. Krishna, the post has now been downgraded. This has created a situation where the East division has an Additional Commissioner of Police, while the West division has a Joint Commissioner of Police.
The posts of Deputy Commissioner of Police (DCP), Central Division, Assistant Commissioner of Police (ACP) and Police Inspector, Cubbon Park — also suspended, are yet to be filled.
Rowdy parade held in city
Meanwhile, after a long break, the city police held a rowdy parade in all divisions of the city on Friday. This comes days after there has been a change of leadership in the city police.
Bengaluru City Police Commissioner Seemanth Kumar Singh told media persons that after taking charge, he had instructed the department to ensure the rowdy sheeter lists and their activities are updated.
Campaign on women and child safety
The new police chief on Friday held a meeting with all women police personnel in the city above the rank of a sub-inspector, to draw up strategies for women and child safety — which the commissioner said would be a top priority. He added that a lot of new initiatives had been taken up under the Safe City project, and that the police would encourage the public to visit the command centre and apprise themselves of these initiatives.

Pratapgarh police to investigate Lohada village ‘fake rape' case
Prayagraj: Additional DG (Prayagraj zone) Dr Sanjeev Gupta has transferred all three FIRs registered with Saini police station of Kaushambi district, in connection with the Lohada village incident, to Pratapgarh police for further investigations. This incident involved an alleged rape of minor girl, arrest of alleged accused and suicide of accused father. In the meantime, the father (a farmer) of the alleged accused ran from pillar to post to prove his son's innocence and consumed poison on June 4, resulting in his death. On June 4, the elder son of the deceased farmer lodged an FIR with Saini police against the father of the minor girl and others, accusing them of fabricating fake rape charges against his younger brother. A massive crowd also protested against the police on the national highway on June 5. In 22 hours, cops reach out to almost 1.5 lakh with anti-narcotics message
Nagpur: After a whirlwind 22 hours, CP Ravinder Singal's anti-narcotics campaign touched 1.5 lakh lives, with almost 10,000 citizens — ranging from Union ministers and IAS officers to sports figures and shrine devotees — pledging to combat the devastating grip of drugs as part of 'Operation Thunder'. Commencing from Friday's mass pledge-taking ceremony at 4pm at Mankapur Indoor Stadium, where 4,000 citizens, including CP Singal, minister Ashish Jaiswal, hordes of IPS officers, and others took the pledge, the commissionerate's spokesperson API Amol Daound informed that almost 1.5 lakh people were reached by 2pm on Saturday through various programmes, competitions, street plays, and debates on the anti-narcotics theme. On Saturday, the mission gained popular leverage with Union minister Nitin Gadkari, MLA Pravin Datke, and others, along with municipal commissioner Abhijeet Choudhary, taking part in a pledge-taking ceremony at Yeshwant Stadium, where around 6,000 vowed to fight against drugs and their cartels. The digital footprint of the programme was registered across the nation, with the city police officials, political personalities, and other associates sharing and posting content related to the ongoing campaign. "We targeted repeat offenders and peddlers specifically," said DCP (crime) Rahul Maknikar, noting that while over 300 suspects were on their radar, the focus was on those actively fuelling the trade. The rounded-up peddlers were addressed by Jt CP Navinchadra Reddy and Addl CP Vasant Pardeshi at the crime branch. The senior cops are now set to target the supply chain's endpoints — the consumers or the addicts — to frustrate the trade. Assam court frames charges against IPS officer in 2019 sexual harassment case
A Special Court in Assam's Karbi Anglong recently framed charges under the Protection of Children from Sexual Offences Act (POCSO) and for sexual harassment against IPS officer Gaurav Upadhyay in a six-year-old case from the time when he was the Superintendent of Police (SP) of the district. In an order issued on June 18, R. Lal., the Special Judge, POCSO of Karbi Anglong framed charges under section 354 and 354A of the Indian Penal Code – provisions that pertain to criminal force to a woman 'with intent to outrage her modesty' and sexual harassment – and Section 10 of the Protection of Children from Sexual Offences Act against Upadhyay and set July 21 as the next date of hearing. On that day, the court is scheduled to inquire whether he pleads guilty or intends to face trial. The incident, involving a minor girl, allegedly took place in 2019 and a police case was registered in January 2020. The Criminal Investigation Department (CID) had probed the case and subsequently submitted its chargesheet against the IPS officer in 2021. The court has recorded that there are two alleged incidents from 2019. In its order, the court noted that the case has been in the pre-trial for several years. On the June 18 hearing as well, the counsel for the accused had sought directions of the court to call for the investigating officer to produce statements of 13 witnesses not relied upon at the time of submitting the chargesheet. 'The chargesheet is for an offence under the Protection of Children from Sexual Offences Act. The legislature has mandated a time-bound completion of trial in such cases. Judicial precedents also direct the trial courts to expedite such cases, placing them on the fastest track possible. It is noted that this case has remained at the pre-trial stage for several years and further adjournment runs the risk of infringing Article 21 of the Constitution, a right available to the victim with equal vigour,' states the order. Upadhyay, is an IPS officer of the 2012 batch. He is currently the additional secretary of the state transport department, the state project director of the Assam Inland Water Transport Development Society, and the project officer of Assam Integrated River Basin Management. Bringing on record the statement of the victim, the court stated, 'The court has perused all relevant materials furnished by the prosecution side, including the statement of the victim. This court has also heard both sides. Based on the materials, there is ground for presuming, under section 288 CRPC, that the accused has committed an offence under Section 10 of the POCSO Act. IT is pertinent to mention here that there were two incidents of sexual assault on the victim. The first assault occurred in SP Bungalow in Diphu. The second assault took place in the hotel room where the victim was staying with her mother and brother'.
