Cyclist jailed a week over collision with jogger who suffered serious injuries

SINGAPORE: A man who was cycling at East Coast Park failed to see a jogger in front of him and crashed into her, causing her to suffer serious fractures with neurological consequences.
Edmund Kwek Jun Wei, 34, was given a week's jail on Friday (Jun 20), after he pleaded guilty to a charge of causing grievous hurt through a negligent act.
The incident happened in the early morning of Oct 22, 2024.
At around 6.20am, Kwek was riding at about 22kmh along a cycling path with a speed limit of 25kmh. The lights were still lit.
Kwek was looking down at one point and failed to see the jogger, 48-year-old Tan Jo-Ann. When he looked up, he saw Ms Tan's back before colliding into her.
Kwek was flung off his bicycle, while Ms Tan fell to the ground. When Kwek attended to the victim, she was unable to respond to his questions.
He called for emergency services.
Ms Tan was taken to Changi General Hospital where she was found to have serious injuries, including fractures on her right skull, the base of the skull and a possible fracture behind her nose.
She was discharged on Nov 6, 2024, 16 days later.
The injuries affected her sense of smell, taste and left ear hearing, and Ms Tan reported experiencing vertigo when bending forward.
An examination showed that she had partial hearing loss in her left ear. Her sense of smell was still lacking as of January this year.
Ms Tan attended around 19 sessions of speech therapy until March this year and her speech has improved, with no residual motor deficits, court documents stated.
Kwek's lawyer Bozy Lu from Han & Lu Law Chambers told the court that her client had been training for a marathon when the incident occurred.
Ms Lu said Kwek tried to offer compensation to Ms Tan, but she declined.
The defence lawyer added in mitigation that Kwek was remorseful and pleaded guilty at the earliest opportunity he had.

Italy salvages superyacht that sank off Sicily killing seven

PORTICELLO, Italy: Salvage workers on Friday (Jun 20) raised a superyacht that sank off Italy during a pre-dawn storm last year, killing UK tech mogul Mike Lynch and six others. The luxury 56m "Bayesian" was struck by a storm on Aug 19 when it was anchored off Porticello, near Palermo in Sicily. It sank within minutes, killing Lynch, his 18-year-old daughter Hannah and five others. The yacht, which was hit by something akin to a mini-tornado, was raised from the seabed - some 50m below the surface - on Friday, according to an AFP photographer. TMC Marine, the salvage company overseeing the operation, cut off the yacht's mast before lifting the vessel using a crane barge. The Bayesian had an exceptionally tall mast, measuring 72m. Investigators from the Marine Accident Investigation Branch (MAIB) - a UK government agency - said last month its profile "produced a degree of effective lift" that increased the boat's lean in the wind. When the yacht sank, there were 22 people on board, including 12 crew members and 10 guests. Lynch, the 59-year-old founder of software firm Autonomy, had invited friends and family onto the boat to celebrate his recent acquittal in a huge US fraud case. Italian prosecutors have launched investigations into the captain and two others on suspicion of manslaughter and the crime of negligent shipwreck.

Dog breeder at Sungei Tengah fined S$4,000 for various lapses

SINGAPORE: A dog breeder in Sungei Tengah was fined S$4,000 (US$3,100) on Friday (Jun 20) for regulatory breaches of terms and conditions for breeding dogs. Among these lapses, Lismore Pet Enterprise was convicted of failing to sterilise breeding dogs within six months of their retirement from breeding. Lismore Pet Enterprise is located at The Animal Lodge and was bound by regulations relating to breeding dogs as a licensed pet farm, the National Parks Board (NParks) said in court. Officers from the Animal and Veterinary Services (AVS) found the contraventions when they inspected the company's premises at several units in two blocks on Nov 1, 2023. During the inspection, AVS officers found kennels with multiple gaps and holes in the flooring that could trap feet or paws. Two kennels where three and five dogs were housed had multiple such gaps. This breached a condition that required flooring for dogs to be firm and safe. In relation to the sterilisation of retired breeding dogs, in one instance, officers found a female Japanese spitz that was not sterilised despite being eight years and 11 months old. Lismore failed to sterilise the dog within six months after its retirement at the age of six. Apart from these lapses, the company failed to keep a register for the movement of dogs in its care. It did not have such a system, NParks said. Regulations require a licensee to maintain a register to record the movement of dogs to other premises such as homes, farms, pet shops and salons. In total, Lismore pleaded guilty to four charges, while another 22 charges of a similar nature were considered for sentencing. NParks sought a fine of S$6,000. Lismore's lawyer Victor David Lau said that his client's business had been one of the largest pet farms in Singapore for decades, having been in business for a long time. He added that Lismore has a clean record with no instances of animal cruelty. Since then, Lismore has taken steps to rectify its lapses, said Mr Lau. The company has had genuine reasons for failing to comply with some regulations, said Mr Lau, adding that Lismore's usual supplier of flooring was no longer in business, resulting in a delay in procuring replacements.
