KZN Premier announces R86 million funding for Zulu Royal House Trust

KwaZulu-Natal Premier Thamsanqa Ntuli stated that the KwaZulu-Natal Zulu Royal House Trust (ZRHT) will receive R86 million in the financial year (FY) 2025 and 2026 from the Office of the Premier (OTP) budget of R817 million.

This was revealed by KZN Premier Thamsanqa Ntuli who delivered his budget vote for the OTP on Thursday. Ntuli said the OTP has also embarked on developing a centralised Provincial Forensic Framework that will ensure that all Forensic Investigations Units in the Province are centralized under the KZN OTP. Ntuli said that currently, some departments have their own Forensic Units and this duplicates resources spent in the province while leading to a lack of objectivity in reporting.
Ntuli said the Medium-Term Development Plan (MTDP) outlined three key priorities: to drive inclusive economic growth and job creation
to reduce poverty and tackle the high cost of living
to build a capable, ethical and developmental state
Ntuli said his vision was for KZN to take its place as a leading province, with its people exhibiting unmatched excellence and exemplary leadership
The structures of the OTP and budget allocation include: Administration (R237 million); Institutional Development (R362 million) and Policy and Governance (R217 million).
The OTP provides active support to the ZRHT. Ntuli said they will continue to explore medium-to long-term revenue-generating projects prioritising property development to ensure the long-term financial sustainability of the Zulu Royal Family.
'The trust will consider public-private partnerships, but private-sector participation will be prioritised in raising funds for medium to long term. The trust will continue to explore opportunities in commercial farming and create partnerships with provincial entities specialising in agriculture.
Ntuli said the planning and co-ordination of a fundraising event to celebrate Zulu cultural heritage is underway, and the event is expected to take place in the 2025/ 2026 FY.
There will be a focus to strengthen the Premier's Coordinating Forum (PCF) as the uppermost Inter-Governmental Relations (IGR) structure of co-ordination of all spheres by the Premier.
'The Operation Mbo project will continue to be the priority area to ensure the speedy finalisation of disciplinary cases. This includes continuous deployment of a multi-disciplinary crack team, training interventions and constant monitoring and monthly reporting,' Ntuli said.
Ntuli said the OTP will intensify the implementation of the results of the skills audit focusing on catalytic training programmes such as the digital skilling of public servants, as well as interventions to address gender disparities especially in management positions across all government departments.
'To bolster our efforts to position our province to be a smart province, enormous strides have been made in implementing key components of the provincial digital transformation strategy. A major milestone in this journey has been the automation of essential tools, such as Operation Sukuma Sakhe's case management system, household profiling and war room functionality audit, which has improved service delivery by streamlining case handling and response times,' Ntuli said.
The Forensic Investigations and Integrity Management will receive R44 million. Ntuli said the OTP was committed to the fight against fraud and corruption and will embark on numerous initiatives to curb this plague. This will be done through an approved forensic investigations framework.
'There are plans to intensify collaboration with law enforcement agencies on matters under criminal investigation. Consistent liaison will be conducted to assess the progress of the top priority cases and criminal investigations within the province which emanate from provincial forensic investigations,' Ntuli said.

AGSA's damning report, presented to Parliament's Standing Committee on Public Accounts (Scopa) on June 11, exposed: R152 million lost to fruitless and irregular spending in 2023/24, with R136 million dismissed without repercussions. A dismal 13% achievement rate on performance targets, despite a R381m bailout from the Unemployment Insurance Fund (UIF) for staff salaries. R86 million paid to business rescue practitioners (BRPs) and advisors since 2023, with little progress to show. No stable leadership, severe staff shortages, and repeated violations of the Public Finance Management Act (PFMA). AGSA officials delivered a stark verdict: Sapo is being propped up by taxpayer funds. 'Costs keep outstripping income. Debts are mounting, and the organisation isn't earning enough to survive,' said AGSA's Makhai Motshekga. ActionSA's Alan Beesley was more blunt: 'It's time to pull the plug. Sapo cannot be saved.' The BRPs, brought in July 2023, have already burned through R86m, including payments to consultants, tax experts, and lawyers. The theme for the Youth Parliament 2025 was: Skills for the Changing World: Bridging the Gap through Education, Skills Development, and Entrepreneurship. Mmabatho Tembe, the Deputy Speaker of the KwaZulu-Natal Legislature, called on the youth of the province to rise to the challenges of the present by equipping themselves with skills, strategy, and innovation. Tembe said: 'This Parliament is not just a date on the calendar; it is a platform for voices that are often sidelined. Lethani Ndumo, of the uMkhonto weSizwe Party (MKP), said that equipping people with the relevant skills will contribute to the economy of the country. He said there was limited access to quality education, limited job opportunities, and skills were not matching employment demand. According to Ndumo, the lack of jobs led to frustration and high levels of crime. He stated that for 30 years, the government has consistently mentioned inadequate budgets to address challenges facing the youth, yet has spent millions of rand on renting buildings instead of investing in its infrastructure. Ndumo said there were challenges facing students in higher education systems, including not being accepted into universities or being allowed to receive in-service training. Zandile Ndlovu, of the IFP, called for a curriculum review that is substantial and in touch with the needs of the social and economic demands. 'It should be transformative and progressive, equipping young people with skills that are of national importance and meet global demand. We see the need for innovative learning and entrepreneurship as a valuable career path. Incorporating entrepreneurship into the curriculum can foster creativity and innovation,' Ndlovu said. Representing the Democratic Alliance, Daniel Mea said the YP is meant to be a platform of serious engagement, and young people were not a tick box exercise to be acknowledged once a year. 'Graduates stay home while their qualifications gather dust. Enough of the ceremonial forums and youth formations being silenced after a photo is taken. If this Parliament can meet weekly, why does the Youth Parliament meet once a year?' he asked. Nkokhelo Msomi, a National Freedom Party (NFP) member, said the world is changing at a fast rate with technology, climate change, and a global shift in economies, and yet South African education and training institutes remain stuck in the past. He stated that the bridge to the future must be built on three strong pillars: education, skills development, and entrepreneurship. 'This has left many of us, especially in rural areas, unemployed, underqualified, and overlooked. Education must evolve, and we need to learn what is relevant. Rural youth are leaving school with certificates that cannot connect them to the economy. We need clear guidance and digital literacy introduced from Grade 8 and more colleges in rural towns like Nongoma,' he said.

KwaZulu-Natal premier Thami Ntuli has vowed to continue a clampdown on businesses that flout labour laws by employing undocumented foreigners. He was speaking after a raid at Westmead Mining, a Durban-based logistics company where law enforcement officials arrested several workers without documentation. 'We will not tolerate the employment of undocumented nationals or anyone employed without due processes. It must be legal, ' said Ntuli. The visit follows an outcry from local drivers who complain undocumented workers accept lower wages, he said. An informer put the number of truck drivers working at the company at 85, said Ntuli. The owner was arrested More than 135 people were arrested in a crackdown by police for a wide range of crimes in the past two days, he said.
