
Livingyards partners with Decipher Egypt to launch NOIR project in New Cairo
Egyptian real estate developer Livingyards has announced a strategic partnership with Decipher Egypt, a leader in commercial space management, to launch its latest commercial and administrative project, NOIR, in New Cairo.
Under the agreement, Decipher Egypt will provide end-to-end consulting for NOIR, including strategic planning, leasing strategy, and design advisory services. The aim is to optimize space utilization, enhance commercial value, and align the development with international benchmarks.
The collaboration will also focus on attracting top-tier investors and renowned retail brands to the project, enhancing both market value and return on investment.
Founded by Faisal Abdel Akher, Decipher Egypt brings more than 20 years of expertise in commercial asset management, with a proven track record across Egypt—from Cairo to the North Coast and the Delta. The firm's comprehensive services include strategic leasing, design consultation, and long-term commercial asset oversight.
NOIR is Livingyards' most recent foray into the commercial real estate market since its founding in 2018. The project represents a total investment exceeding EGP 2bn, with projected revenues surpassing EGP 3bn. It is one of six developments currently underway by Livingyards in East Cairo.
Spanning a land area of approximately 3,137 sqm, NOIR offers over 15,000 sqm of leasable space. The ground floor is designated for premium retail units, while the upper four floors house modern administrative offices.
The development will feature an exclusive mix of luxury retail stores, gourmet restaurants, cafés, bank branches, pharmacies, and car showrooms—all arranged around a central plaza that ensures high visibility and accessibility for all units.
Administrative spaces at NOIR will be delivered fully finished to global standards, with units ranging from 40 to 2,000 sqm. Several offices will include private terraces with direct views of the central plaza, providing ideal workspaces for international brands seeking high-end office environments.
Additional features include a two-level underground parking garage for up to 150 cars, a central cooling system for energy efficiency, and a smart building management system to optimize operations and reduce overhead costs.
Construction progress is well underway, with 80% of the structure completed, including all concrete work for the first four floors. Interior finishing is ongoing, and unit handover is scheduled within 18 months, by the end of 2026. Flexible payment plans and exclusive cash discounts are currently available.
Designed in collaboration with renowned firms YBA and SSE, NOIR reflects Livingyards' vision of blending architectural innovation with market-driven functionality.
This partnership with Decipher Egypt supports Livingyards' broader mission to establish itself among Egypt's top real estate developers, with a focus on delivering high-quality, value-driven residential and commercial projects. The company's total investments have exceeded EGP 32bn, supported by an expansive land portfolio.

He also noted the potential to expand its scope and remove remaining barriers to trade to further enhance economic cooperation. Welcoming the rising volume of Turkish investments in Egypt, Abdelatty expressed Egypt's commitment to attracting more Turkish capital by leveraging its extensive network of trade agreements and the investor-friendly environment of the Suez Canal Economic Zone. He also pointed to the incentives and facilities available to foreign investors, affirming the government's resolve to address any challenges facing Turkish businesses. In this context, he cited the recent decision by the Egyptian Prime Minister to establish a dedicated unit to support Turkish investments and ensure smooth business operations in the country.

Union of Arab Banks names Hassan Abdalla ‘Governor of Year 2025'
Hassan Abdalla, Governor of the Central Bank of Egypt (CBE), has been named 'Governor of the Year 2025' by the Union of Arab Banks. The award was presented during a high-profile ceremony in Paris, on the sidelines of the Arab International Banking Summit, held under the patronage of French President Emmanuel Macron. The award recognises Abdalla's significant contributions to maintaining the stability of Egypt's banking sector, his prudent management of monetary policy, and his active support for economic reform. It also reflects the increasingly prominent status of the Egyptian banking system—both regionally and internationally—and its key role in advancing economic growth and supporting the goals of the 2030 Sustainable Development Agenda. The Union of Arab Banks bestows this honour annually on distinguished Arab banking leaders whose achievements have made a lasting impact on the banking sector at both national and regional levels. Abdalla was unanimously selected by the Union's Board of Directors, which includes representatives from 20 Arab countries, during its meeting in December last year. Headquartered in Beirut, the Union of Arab Banks operates as a key regional institution and is a member of the Higher Coordination Committee for Joint Arab Action within the League of Arab States. Its mission is to strengthen ties among Arab banks, foster cooperation, coordinate activities, and promote a shared Arab identity in the financial sector. The Union currently includes over 360 financial and banking institutions across 20 Arab countries, as well as in Europe, Africa, and Turkey. It also counts 16 Arab central banks as observers, alongside several national banking associations. The Union's influence on the regional and global stage has expanded in recent years. United Bank rises to 7th among Egypt's mortgage lenders with EGP 3.2bn portfolio
Ashraf El-Kady, Chairperson of United Bank, announced that the bank's mortgage finance portfolio for low- and middle-income housing surpassed EGP 3bn in May 2025. With total financing reaching EGP 3.225bn, United Bank has become the seventh largest provider of mortgage finance in this segment, according to the Social Housing and Mortgage Finance Fund. El-Kady noted that more than 16,500 clients have benefited from financing for social and middle-income housing units nationwide. He highlighted the bank's role in supporting government and Central Bank efforts to promote social justice and eliminate informal housing areas by expanding access to subsidised mortgage finance. 'Mortgage finance plays a vital role in stimulating the economy, particularly through the provision of affordable housing to low- and middle-income citizens,' El-Kady said. United Bank currently provides mortgage finance services in 28 governorates, with a special focus on Upper Egypt, as well as active operations across the Canal cities and Delta region. The bank also extends mortgage financing to luxury housing projects. El-Kady underscored the bank's commitment to digital transformation, pointing to 24/7 digital services that enhance processing efficiency and improve customer experience. Clients can make installment payments via 225 ATMs spread across the country, or through the bank's 68-branch network. Salary transfers and interbank transfers can also be arranged digitally, without the need to visit a branch. He concluded by highlighting that United Bank's nationwide infrastructure—including services in areas without physical branches—has been essential in extending mortgage finance accessibility and supporting inclusive housing development.
