
School Education Dept. told to ensure forming of Student Safeguarding Advisory Committees
The Madurai Bench of the Madras High Court has directed the School Education Department to ensure constitution of Student Safeguarding Advisory Committees in schools across Tamil Nadu.
The court was hearing a public interest litigation petition filed by G. Shabna of Theni district, who sought a direction to the department to ensure constitution of the Student Safeguarding Advisory Committees in government schools, create awareness of the committees among the students and ensure teaching and non-teaching staff complete an annual mandatory orientation programme on the POCSO Act.
The counsel for the petitioner submitted that a G.O. was issued by the School Education Department in 2021 providing guidelines to protect and safeguard the students from sexual harassment. The Student Safeguarding Advisory Committees are to be constituted to create awareness among the students.
The State submitted that in Coimbatore, Dharmapuri, Dindigul, Kallakurichi, Krishnagiri, Madurai, Mayiladuthurai, Theni, Tiruppatur, Tiruppur and Sivaganga districts, 11,820 government schools had reconstituted the committees. In 2023-24, these schools conducted 42,126 meetings and in 2024-25, 42,194 meetings were conducted.
Annual orientation training on the POCSO Act awareness to the teachers and the staff members was conducted in 11,820 government schools in 2023-24, in which 68,245 teachers and 46,281 staff members participated. A total of 70,105 teachers and 49,974 staff members were given training in 2024-25, the State submitted and sought time to compile the data for the remaining districts.
A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that the Student Safeguarding Advisory Committees had been constituted in several areas, but yet to be constituted in some areas across the State. The court directed the authorities to collect the data in respect of the districts where the committees had not been constituted and initiate action to constitute them as per the G.O. in eight weeks. It posted the matter for reporting compliance to August 5.

Minor girl escapes kidnap by jumping off bike in traffic jam
Indore: A minor girl, who was being kidnapped by three bike-borne youths from a crowded market in Bori area of Alirajpur, escaped by jumping off the two-wheeler during heavy traffic jam. The incident took place on Thursday, but it came to light only on Friday night when a video surfaced on social media. In the video, the three accused are seen forcefully pulling the minor on a motorcycle while her sister tries to stop them and pull her back. During investigation, police identified the accused as Ijesh Amliyar, Chhotu Amliyar, and Satia alias Santosh—all residents of Kakoda village under Tanda police station area in Dhar district. The SP said, "Two teams have been formed under the supervision of the SDOP to arrest the accused and a reward of Rs 5000 has been announced for information leading to the arrest of each of them. 2 get 20-yr jail for sexually exploiting minor girl
Kota: A POCSO court in Jhalawar Saturday sentenced a man and a woman to 20 years in jail for sexually exploiting a minor girl in Jhalawar's Kamkheda police station area four years ago in March 2021. The court also imposed a fine of Rs 20,000 on each accused. The accused have been identified as Hanif (49) and his partner Sonu alias Sugna (38), residents of Manhorethana police station area, public prosecutor Deepesh Bhargav told TOI. The minor survivor's father had filed a report with Jhalawar SP on March 17, 2021, alleging that Hanif and Sugna abducted his minor daughter on March 12 and Hanif sexually exploited her while Sugna assisted him. On the directions of the then SP, the police registered a case against Hanif and Sugna under sections of the IPC and POCSO Act in Kamkheda police station and began an investigation. However, the police gave the two accused a clean chit and submitted a Final Report (FR) to the court on Nov 23, 2022. The survivor, on the same day, filed a protest petition against the FR, following which the court ordered the resumption of the trial and statements of witnesses, Bhargav said. POCSO Court-2 found the two guilty and passed the sentence. The convicts have been in jail since their arrest following the trial's resumption in Nov 2022.

Man gets life term for raping 8-year-old girl
Agra: A Pocso court in Aligarh has sentenced a man, in his late 30s, to life imprisonment for raping and physically assaulting an eight-year-old girl on Nov 16, 2020, near a brick kiln, where he worked and the survivor's family lived. The court of judge Pradip Kumar Ram found Shailesh Manjhi, from Bihar's Nalanda district, guilty under IPC sections 376 (rape), 323 (voluntarily causing hurt) and relevant sections of the Pocso Act. The judge also imposed a fine of Rs 50,000 on him. The survivor, who was eight years old at the time, testified that she was playing near her hut at the kiln around 6 pm when Manjhi lured her with a story about burying toffees. He took her under a neem tree, removed her clothes, and "did bad things", she told the court. When she screamed, he punched her in the face, injuring her eyes, and strangled her before fleeing. The girl returned crying to her hut and narrated the ordeal to her parents. Her father, also a migrant labourer from Bihar, approached police the next day and lodged a complaint. The police registered a case and arrested Manjhi.
