
CDA green-lights key initiatives

The CDA Board has decided to hire landscaping experts to further beautify Islamabad, along with the appointment of a Managing Director and three Directors for the Islamabad Water Agency. Additionally, the monthly rent for the petrol pump in Sector F-6 has been increased from Rs292,000 to Rs4.5 million, while the approval for hiring consultants for the restoration of the Parliament Lodges and Government Hostels has also been granted.
On Friday, the third CDA Board meeting was held at the CDA Headquarters under the chairmanship of Chairman Muhammad Ali Randhawa, with the participation of all board members. Various agenda items were discussed during the meeting.
The CDA Board approved the appointment of a Director of Finance to manage the financial affairs of CDA Hospital efficiently. It was also decided to implement the SAP (System, Applications, and Products in Data Processing) system for CDA's financial matters. In this regard, it was decided that the Government of Pakistan's accounting system, SAP, would be introduced for CDA's financial transactions.
During the meeting, the Board approved a running contract for the provision of various kits in the Health Services Wing. The board was briefed that the monthly lease of the petrol pump in Sector F-6 has been raised from Rs292,000 to Rs4.5 million, with a 10% annual increase on the lease amount.
Chairman Randhawa emphasised that data should be compiled for all assets under the administration wing. The board also decided to hire landscaping experts to beautify Islamabad further. Additionally, it was decided to hire a Managing Director and three Directors for the Islamabad Water Agency. Similarly, the recruitment of an Urban Developer and Carbon Credit Expert was also approved.
The board decided to take action against officers and employees on deputation who had taken House Building Advances from CDA but had not made deductions. In this regard, it was decided to request the Establishment Division to take action against such officers. The meeting also decided that the last salary certificate of any deputation officer or employee would not be issued until they returned the advance taken from CDA.
Chairman Randhawa stated that efforts would be made to facilitate CDA officers and employees in obtaining easy loans from other banks in addition to the house building and car advances provided by CDA.
The CDA Board also approved the upgradation of the nursery located on Park Road and considered the proposal for establishing a Carbon Credit Centre within the nursery. Furthermore, the board approved the hiring of a Transaction Advisor for the Green Fortier Data Centre. The approval for e-payment gateways for the My Islamabad App was also granted. Lastly, the CDA Board authorised the hiring of consultants under section (F)42 for the restoration of the Parliament Lodges and Government Hostels.

FPCCI's BMP says budget lacks strategy to revive economy
LAHORE: The Federation of Pakistan Chambers of Commerce and Industry's Businessmen Panel (BMP) has raised strong concerns over the Federal Budget, calling it a document full of theoretical optimism but lacking the concrete execution strategy required to address Pakistan's deep-rooted economic and industrial challenges. The BMP leadership said the government missed a critical opportunity to push forward structural reforms and provide the private sector with practical relief to overcome prevailing financial hardships, rising production costs, and export stagnation. BMP Chairman and former FPCCI President Mian Anjum Nisar said the budget failed to outline any viable roadmap for industrial expansion, job creation, or meaningful growth in the manufacturing sector. He regretted that instead of facilitating businesses, the budget has prioritised tax revenue goals without fixing fundamental issues affecting productivity and competitiveness. He stressed that Pakistan's economic revival is not possible without the active engagement and support of the business community, which continues to feel sidelined despite repeated promises of stakeholder-driven policy. Nisar criticised the government's excessive reliance on indirect taxation and short-term fiscal tools, warning that such an approach will only widen inequality and hinder long-term economic planning. He pointed out that the government has introduced aggressive tax measures without corresponding reforms in documentation and enforcement, creating fears of harassment among already compliant businesses. He strongly opposed granting tax authorities unchecked powers, such as freezing business accounts without prior notice, terming them anti-business and contrary to the spirit of voluntary compliance and trust-building. He said that the Rs1,000 billion earmarked for development spending is inadequate to meet the pressing infrastructure needs of Pakistan's economy, especially in industrial zones, ports, logistics corridors, and power transmission lines, adding unless these funds are used transparently with strict project prioritisation, they will have minimal impact. He urged the government to revive long-stalled industrial and transport infrastructure projects, which are essential to improving supply chains and reducing the cost of doing business. He also expressed serious disappointment over the continued neglect of value-added sectors, particularly textile, apparel, and light engineering, which are the backbone of Pakistan's export economy. Nisar reiterated the BMP panel's longstanding demand for the revival of the zero-rated regime and the removal of procedural hurdles in sales tax refunds. He noted that working capital remains stuck in refund cycles, which creates a liquidity crisis for exporters already struggling with thin margins and delayed shipments. He called for a complete rethinking of the country's tax strategy. Instead of placing more burdens on the formal sector, the government should broaden the base by targeting untaxed segments and expanding documentation through rational incentives. The business community has long urged for a simplified and predictable tax regime with reduced compliance costs, which remains unmet in the current budget. The panel emphasized that a true economic turnaround can only be achieved through structural reforms, reduced dependency on IMF programs, and the formulation of a long-term industrial policy. It pointed out that over reliance on remittances, foreign loans, and import-based revenues is unsustainable and exposes the country to repeated cycles of crisis. BMP urged the government to shift from short-term fire fighting to institutional capacity-building, export diversification, and innovation-led growth. BMP reaffirmed its commitment to standing with Pakistan's business community and offering constructive solutions, but stressed that the government must match its words with action and work hand in hand with stakeholders to lift the economy from stagnation toward sustainable, inclusive growth. Land price mismatch mars auction
The Faisalabad Development Authority (FDA) has failed to auction more than 569 amenity plots over the last two and a half years due to a significant mismatch between official land rates and prevailing market prices. Facing repeated setbacks, FDA officials have now sought assistance from the district administration and the Federal Board of Revenue (FBR) to rationalise land valuations in line with current market dynamics. Sources reveal that the vacant residential and commercial plots — 69 within city limits and over 500 in the FDA City Housing Colony on Sargodha Road — were initially mortgaged by private developers as part of layout plan approvals. These plots were earmarked for public utility sites, including schools, mosques, dispensaries, and parks, with FDA responsible for their development and disposal. Director Estate Management FDA, Junaid Manj, said that in an auction held on May 21, 2025, the authority managed to sell only two utility plots out of 71 due to the stark disparity between market rates and those fixed by the Deputy Commissioner (DC) and FBR. "For example, while the market price in Madina Town is around Rs7 million per Marla, the official DC and FBR rate is Rs12.5 million. This discourages buyers from participating in the auctions," he said. Manj further noted that despite having prime properties available in locations like Madina Town, Gulistan Colony, Ahmad Nagar, Iron Market, Millat Town, Truck Stand Jhang Road, and Gulistan Plaza, public response has remained lukewarm due to unrealistic pricing and additional government-imposed taxes — up to 6% — on buyers. "We've reached out through official correspondence and direct meetings with the concerned authorities, but the disparity persists. Every effort to sell these valuable plots has ended in disappointment," Manj lamented. Sohail Maqsood Punnon, Project Director of the FDA City Scheme, shared that another auction exercise conducted on June 18, 2025, also failed as no participants turned up — despite prior confirmations from at least 12 interested parties. "In FDA City, the market rate is Rs450,000 per Marla, yet the official DC rate is Rs800,000. It's simply impractical to expect successful auctions under such conditions," Punnon explained. He added that the failure to auction these plots is depriving the FDA exchequer of vital public funds. FDA Director General Chaudhary Muhammad Asif confirmed that letters have been sent to higher authorities requesting urgent rationalization of official land rates to bring them in line with market conditions.

Sanitation workers get cash rewards
A special ceremony was organised in Rawalpindi to honour sanitation workers from the Rawalpindi Waste Management Company (RWMC) for performance during Eidul Azha under the "Suthra Punjab" campaign. According to a statement, at the event, 1,000 sanitation workers were each given a cheque of Rs10,000 along with a meal, in a gesture of solidarity from the government. Special Secretary for Local Government Punjab, Asia Gul; MNAs Tahira Aurangzeb and Raja Qamarul Islam; former mayor Sardar Naseem Khan; Deputy Commissioner Hasan Waqar Cheema; and RWMC CEO Rana Sajid Safdar were present to distribute the cheques. Also in attendance were Municipal Labour Union President Raja Haroon, Chairman Changez Bhatti, Khan Majeed, Bilal Khawar, Bilal Niazi, Amir Naik, Hassan Sardar, Nasir Mahmood, and others. Special Secretary Asia Gul described sanitation workers as the "true heroes of Punjab," emphasising the government's commitment to recognising their service. MNA Tahira Aurangzeb noted that no system can function without sanitation workers and vowed government efforts to resolve their issues and secure permanent employment for them.
