Mutiara Line LRT construction to start in Q4 2026

GEORGE TOWN: Large-scale construction of the Mutiara Line Light Rail Transit (LRT) project is set to begin in the fourth quarter (Q4) of 2026, said Mass Rapid Transit Corporation (MRT Corp) chief executive officer Datuk Mohd Zarif Hashim.
He said that based on current progress, the contractor will soon commence soil investigation work along the proposed LRT alignment, before finalising the design.
'Soil investigation had been done before, and the data already exists; this isn't entirely new. However, there may be certain conditions or locations which require updates by the contractor,' he said.
'This is because the previous soil investigation was conducted around 2018, which was some time ago. So now, the contractor needs to carry out a fresh round of soil investigation,' he told reporters at the Mutiara Line LRT's Aidilfitri Open House, here, today.
Also present were Chief Minister Chow Kon Yeow and state Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari.
Elaborating further, Mohd Zarif explained that the design must take into account the latest soil conditions, as well as existing underground utilities which may require relocation.
'So, naturally, some utilities along the road reserve will need to be relocated first. That process must happen as well. So, in terms of construction activity, you'll start to see signs, like small machinery moving in to begin utility relocation, within the next six months,' he said.
He said it is normal that during the initial years, projects like the LRT line follow an S-curve trajectory, where progress picks up significantly after reaching a certain critical stage.
'It won't be an immediate spike; progress will be gradual until sometime next year. The S-curve trajectory will likely become more visible around 2027 or 2028, where you can see the slope of the curve.
'By 2029, we'll likely hit the peak of the S-curve, and that brings us another two years until the end of 2031,' he said.
The 29.5 km Mutiara Line, featuring 21 stations, aims to boost connectivity across Penang Island and the mainland, easing congestion and improving access.
It will connect Penang South Reclamation's Island A with both Penang Sentral and Komtar Station in George Town, with trains running alternately on both routes, for wider coverage.

He said his earlier proposal to have 20% of revenue collected from Penang returned to the state was not taken up by Putrajaya. 'I think it is an appropriate time for the federal government to consider (this request) seriously and not just push it aside. If not 20%, we can start with 10%,' he told reporters at Komtar today. Chow said while federal funding for infrastructure was welcome, the state needed resources for social and welfare programmes. He had told the state assembly on May 19 that Penang's finances were under pressure, citing a projected deficit of over RM100 million. He said despite perceptions of Penang as a wealthy state, most tax revenue from investors flowed to federal coffers, not the state. Chow's push for sales and service tax revenue sharing comes as pressure mounts on Putrajaya to address imbalances in revenue sharing between the federal and state governments. He said Penang was the second highest contributor to the nation's approved manufacturing investments in the first quarter of 2025, securing RM6.7 billion or 22% of the country's total. He said 90% of the investments in the first quarter of 2025 came from foreign sources, led by the US (RM2.4 billion), Hong Kong (RM1.3 billion) and Taiwan (RM1.1 billion), mostly in the electrical and electronics and machinery sectors. He said Penang continued to attract investor interest despite global uncertainty, including the recent US tariff announcements. However, the Q1 figures likely reflected decisions made before the tariffs, and that the true impact would only be seen in later quarters. 'The numbers we have in Q1 are about 40% of what we got last year. We expect to get equal or better than last year's numbers,' he said, noting that Penang recorded RM17.3 billion in total investments in 2024. InvestPenang to meet Intel Asked about chipmaker Intel's reported pause in plans to expand in the state, Chow said InvestPenang would meet the company 'this or next week' for updates. 'Their facility is close to completion. I was invited to visit the facility a few months back to see the progress. And now it has progressed even further, nearing completion,' he said. In 2021, Intel announced a US$9 billion (RM38.5 billion) investment to build an advanced chip packaging and testing facility in Penang, its first such plant outside the US. However, the company placed the project on 'indefinite hold' in late 2024 following poor financial results and capital expenditure cuts. Investment, trade and industry minister Tengku Zafrul Aziz later said he had met with Intel to discuss its reinvestment plans. He said the firm's long-standing presence since 1972 reflected its continued confidence in the country as a key base outside the US.

Chief Minister Chow Kon Yeow said he had taken the initiative last year to request a 20 per cent share of tax revenue collected within Penang, but the proposal was neither approved nor taken up by the federal government. 'We always welcome approval and allocations from the federal government for infrastructure projects, but we also require funding to implement other state-related projects as well as welfare and social programmes. 'If 20 per cent is a burden, why not start with 10 per cent? We can understand their (the federal government's) position as well, but I think it is an appropriate time for them to consider this seriously,' he told a press conference on Penang's approved manufacturing investment for the first quarter of 2025 (1Q 2025), here today. Chow added that every state faced constraints in terms of getting sufficient revenue to run operations, and that he is mulling the decision to lobby other Menteri Besar and Chief Ministers to raise this matter as a group. Commenting on the state's investment prospects, he said Penang remained optimistic about its short- to medium-term outlook despite ongoing external uncertainties, including the global tariff uncertainty. 'Despite these uncertainties, InvestPenang continues to report strong investor inquiries from various countries every month, signalling sustained interest in both new investments and reinvestments,' he said. In 1Q 2025, the state secured RM6.7 billion in approved manufacturing investments, representing 22 per cent of Malaysia's total, positioning Penang as the second-highest contributor among all states. These investments, stemming from 36 approved manufacturing projects, are expected to create 4,577 new job opportunities, further strengthening Penang's position as an economic powerhouse. Significantly, he said 90 per cent of the total investment, amounting to RM6.1 billion, came from foreign direct investments, reaffirming Penang's position as a trusted global hub for advanced manufacturing and innovation. 'The breakdown further reflects our industrial strengths, with 79 per cent directed to the electrical and electronics sector, and 15 per cent into machinery and equipment. The United States led foreign investments with RM2.4 billion, followed by Hong Kong (RM1.3 billion) and Taiwan (RM1.1 billion). 'As we look ahead, Penang remains firmly committed to unlocking new frontiers of economic opportunity by cultivating innovation, empowering our workforce and building a resilient ecosystem that welcomes high-impact, transformative investments,' he added.
