Latest plans to transform what was once the biggest public sector housing scheme in Wales

An application for 150 houses as part of plans to regenerate what was once the largest public sector housing scheme in Wales could be submitted this month.
Housing association Trivallis intends to submit a planning application in June for what they call phase 1A of the Penrhys regeneration proposals in the Rhondda which involves an area in the northwest of the site with this phase involving the construction of up to 150 new homes with a mix of affordable housing, including new homes for existing residents, and homes for sale with demolition of existing buildings in this area already underway.
It is expected that an outline planning application for the development of the wider masterplan area will be submitted in early in 2026.
A report to cabinet on Wednesday, June 11 also recommends that authority be given to the director of corporate estates to negotiate the sale and transfer of the land within the existing estate area that is currently in council ownership to Trivallis.
It is also recommended that cabinet members agree that the council owned land to south is included in the wider masterplan now and also be transferred at an appropriate time.
The Penrhys Estate was first developed in 1966 as a modern housing development and on opening in 1968 with 951 new homes was at the time the largest public sector housing scheme in Wales.

The report says that during the late 1970s and 1980s, for a range of reasons, the estate gained a poor reputation and has been in decline ever since but a strong, small community still exists in Penrhys.
In 2007 the site transferred ownership from the council to RCT Homes, now Trivallis.
As of today, there are around 230 tenanted homes left at the site, there are several streets where the housing condition is poor and current estimates show that a repair programme to acceptable standards is likely to be uneconomical. The report said that the 'high level of voids impacts adversely on the overall environment at the estate.'
In 2021, cabinet agreed the principle of developing a regeneration plan for Penrhys and since then Trivallis has assembled a design team and has carried out site investigation work with a view to developing a site-wide masterplan that will feed into future planning applications.
In March this year, cabinet received an update on the council's Sustainable Communities for Learning (SCfL) nine year rolling programme and the latest strategic outline programme which included approval for a new school at Penrhys to replace the poor quality existing buildings on the Penrhys Primary School site.
The cabinet report said that the spend on the new school will act as 'a major facilitator in the wider regeneration aspirations for the site.'
Trivallis has already held a series of engagement sessions with residents to explain their ideas and gather the views of the community and it is expected that these sessions will continue as plans develop.
The report says that the council will also engage with the community as part of its normal process for developing the new school at the site.
The regeneration of Penrhys is a key site in the development of the council's new local development plan (LDP) and the site is set to be included in the council's preferred strategy for the revised LDP and will be taken forward to the next stage of the preparation of the plan.
The report said that Trivallis and their agents are currently in the process of procuring a development partner/housebuilder for the wider regeneration proposals and it is expected that the majority of the new homes will be advertised for sale on the open market with the remainder being offered as affordable housing and new homes for the existing community.
The council still owns several parcels of land throughout the estate and the wider masterplan area, including a significant area of land to the south of the main roundabout.
The report says: 'Taking a comprehensive and coherent approach to the development of the site should result in a successful and sustainable outcome and to this end it is considered that this will be best achieved with all the available land within the existing estate area sitting with Trivallis and their development partner.
'As such, it is recommended that this report gives authority to the director of corporate estates to negotiate the sale/transfer of the land within the existing estate area that is currently in council ownership to Trivallis, subject to our usual legal and financial procedures.
'It is also recommended that members agree to the council owned land to south being included in the wider masterplan now and also be transferred to Trivallis/developer at an appropriate time in the best interests of the council and the wider community.'
On the new school, the council has carried out a feasibility and options appraisal to build the new school on the existing school site, and further work to take this project forward will happen over the next few months.
It is currently expected that the planning process for the new school will start next year.
The report said: 'Works will be developed in collaboration with the school and local community to make sure that this project remains at the heart of the wider regeneration proposals, making it a true community school.

Shop shut down after selling illegal vapes to children The business kept selling illicit vapes and cigarettes even after getting caught Inside Vape Land (Image: Neath Port Talbot council ) A vape shop has been shut down after trading standards officers found it was selling illegal tobacco and vapes. A district judge at Swansea Magistrates' Court approved Neath Port Talbot council's application for a closure order against Vape Land in Commercial Road in Taibach, Port Talbot. Council officers caught the business selling counterfeit and illicit (non-tax paid) tobacco and cigarettes as well as oversized vapes "on a number of occasions" since last June. The council said a test purchase on June 12 last year revealed pouches of counterfeit Amber Leaf hand-rolling tobacco were being sold. And last August an inspection of the premises led to vapes, tobacco and cigarettes being seized. The court heard further complaints were then received over the sale of non-compliant single-use vapes, cigarettes and tobacco — including to customers aged under 18. In April this year, council and police officers raided the shop seizing vapes, cigarettes and tobacco. All the single-use vapes seized were found to contain far more fluid than allowed for such products. The judge agreed to the closure order at a hearing on June 12 after hearing arguments from the council that unless the shop was closed the nuisance would not stop. This ban — which applies to all businesses regardless of whether the vapes contain nicotine — is aimed at protecting children's health as well as stopping environmental damage from the littering of single-use vapes. The Port Talbot closure order comes after a Swansea shopkeeper admitted eight criminal offences after WalesOnline caught him selling illegal cigarettes and vapes. Peshawa Zada, the 23-year-old owner of Bob Marley Vapes, is awaiting sentence. A Neath Port Talbot council spokesperson said: "Non-compliant single use vapes of the type found at Vape Land are often in colourful, child-appealing packaging and flavours. "The consequences to the mental health of the impressionable children purchasing these vapes can be long term and very serious." The council's cabinet Member for nature, Cen Phillips, said: 'I commend our trading standards officers for achieving this closure order and I would urge anyone who cares about their community and their children's health to report any information they have relating to illegal tobacco or vape sales.' Trams are seen as a more sustainable form of transport (Image: The Urbanists ) Wales Online readers are somewhat sceptical about plans for Cardiff to welcome its first trams in decades and the opening of a new railway station off Newport Road. The city council has unveiled five images depicting the initial phase of Cardiff's new tram system, which is slated to open in 2028. The Welsh and UK governments have agreed to fund the £100m first phase of the project, dubbed Cardiff Crossrail, which will see tram-trains running from Central station down to the Bay. The plans involve some traffic re-routing around Callaghan Square, which is the path the trams will take from the central station down to the Bay. The hope is to construct a short piece of linking track that would allow tram trains to continue onto the existing rail network, enabling services to run further afield. However, these long-term visions hinge on future funding, which is not believed to be included in the Chancellor's £445m spending commitment announced in last week's spending review. The Chancellor's announcement did include funding for a junction at Cardiff west, which is crucial to the future plans by allowing an increase in the number of services able to run on the City and Coryton lines to four an hour. The aim is for the first phase of the new tram link, running from Cardiff Central Station to Cardiff Bay, to be operational by the summer of 2028. Dan Tipper, Chief Infrastructure Officer at Transport for Wales, expressed his hopes for the new tramway: "Our ambition is that the new tramway will contribute towards a more sustainable transport network for Cardiff, which will encourage more people to leave their cars at home and instead choose more sustainable ways to travel." Surely, since the money has been allocated, the whole project can be finished in 5 years?' Taf1956 agrees: '"Will" will soon change to "probably won't" as the planning process drags on for a decade or so, at great expense of course. With loads of money going to "consultants" before the whole idea is shelved.' IronPaws writes: 'This will just be serving empty office buildings. Jackambition agrees: 'Any chance we could have a tram from Swansea Marina to Mumbles to replace the Mumbles train or does Wales finish in Cardiff?' Littlenell adds: 'Can we have the Carmarthen to Aberystwyth line re-instated please, as the good people of Cardiff can probably walk or cycle the length of the tram line?' Ilco feels it is: 'Totally nauseating for the majority of people in Wales whose transport services are so bad that they could not get anywhere close to Cardiff without a car.' Barrian asks: 'Why not just buy loads of buses which can go anywhere in Wales (and beyond)? All this money just so the AMs don't have to walk a couple of hundred metres from Cardiff Bay station.' Davebuses agrees: 'The 'ambition' is to extend from Bute Street to Pierhead Street - a five minute walk. Surely up Saint Mary Street to the castle would be far more useful?' Scarsdaleblue wonders: 'Are the roads wide enough to cope with cars, bike lanes and trams?' Bobbythegunner replies: 'Cars will be banned. It's the next step. Migwan points out: 'The bottom line is - people will leave their cars at home if there's reliable and affordable public transport. Something that the trains are not.
