Employees under Unified Pension Scheme now eligible for retirement, death gratuity benefits
New Delhi, All central government employees part of the Unified Pension Scheme will now be eligible for retirement and death gratuity benefits available under the Old Pension Scheme , Union Minister Jitendra Singh said on Wednesday.
Responding to this long-pending demand by a large section of government employees, he said, the move addresses a significant demand of government staff and brings parity in retirement benefits.
Singh, the Minister of State for Personnel, said the new provision reflects the government's commitment to ensure social security for all categories of employees under the National Pension System .
Addressing a presser on the "transformational" journey of the Ministry of Personnel, Public Grievances and Pensions over the last 11 years, he highlighted a series of reforms aimed at simplifying governance, empowering citizens, and humanising administration.
Central government employees covered under the UPS will now be eligible for retirement and death gratuity benefits, as per the provisions of the Central Civil Services Rules, 2021, Singh said.
The Department of Pension and Pensioners' Welfare , under the Personnel Ministry, on Wednesday issued an order on the "options to avail benefits under Old Pension Scheme on death of government servant during service or his discharge from government service on account of invalidation or disability for central government servants covered under Unified Pension Scheme".
"The order gives an employee the option to revert to OPS in case of death in service. It is progressive in nature and addresses the clarifications being sought by employees," DoPPW Secretary V Srinivas told PTI.
President of the All India NPS Employees Federation, Manjeet Singh Patel, welcomed the order and termed it a historic and much-needed move by the government.
Patel said the inclusion of death-cum-retirement gratuity in UPS will remove all the misconceptions of the employees.
He said, the inclusion of OPS benefits in case of death or disability of any employee during the service under UPS is a great justice.
"Therefore, a lot of employees will opt for the UPS now," Patel said.
The DoPPW had notified the Central Civil Services Rules, 2021, to regulate service-related matters of central government employees covered under the NPS.
Under these, Rule 10 provides for the option to be exercised by every central government employee covered under the NPS for availing benefits under the NPS or the Old Pension Scheme in the event of death of a government servant during service or his discharge on the ground of invalidation or disablement.
"UPS has been notified as an option under the NPS. Therefore, it has been decided that the central government civil employees who opt for UPS under the NPS shall also be eligible for option for availing benefits under UPS or the CCS Rules, 2021 or the CSS Rules, 2023 in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement," the order said.
The finance ministry, on January 24, issued a notification regarding the introduction of UPS as an option under the NPS for recruits to the central government civil service with effect from April 1, 2025. It gives a one-time option to the central government employees covered under the NPS for inclusion under the UPS.
Every central government servant who opts for the UPS under the National Pension System shall, at the time of joining the service, exercise an option in Form 1 for availing benefits under the UPS or under the CCS Rules, 2021 or the CCS Rules, 2023 in the event of his/her death or boarding out on account of disablement or retirement on invalidation, the order said.
"Existing government servants, who have opted for the Unified Pension Scheme under the National Pension System, shall also exercise such option as soon as possible after the notification of these clarifications," it said.
In the case of the death of a government servant while in service, the last option exercised by the deceased employee before his death shall be treated as final, and the family shall have no right to revise the option, said the order issued to all central government departments.
The DoPPW also issued another order on Thursday to clarify that the central government employees covered under the UPS shall also be eligible for the benefit of retirement gratuity and death gratuity under the provisions of the Central Civil Service Rules, 2021.
DoPPW Secretary Srinivas said this order "brings parity between the NPS and UPS pensioners and they will be eligible for ₹25 lakh gratuity also".
Both these orders were released by Singh during the conference.

New Delhi: North East Delhi has emerged as the worst-performing district in the capital in terms of school safety and academic outcomes, according to the latest Performance Grading Index for Districts (PGI-D), released by the Union education ministry on Wednesday. Among Delhi's districts, North East Delhi scored the lowest overall — 307 out of 600 — in 2022–23, giving it a place in the 'Prachesta-1' grade. It retained the same grade in the 2023–24 cycle, confirming no year-on-year improvement in the district's standing. What stands out sharply is North East Delhi's dismal performance in the 'child safety' category, where it scored 23 out of 35 points — the lowest among the capital's districts alongside West Delhi. This domain includes indicators such as deployment of counsellors, availability of separate toilets for girls and the presence of functional grievance redressal mechanisms. In addition, the district scored only 93 out of 290 in learning outcomes, again the lowest in the city, indicating significant deficits in foundational and grade-level proficiency across primary and secondary education. The combined shortfall in both safety and academic indicators paints a worrying picture for North East Delhi, especially in the context of its post-2020 riot recovery, which had impacted several educational institutions in the area. Experts say these figures demand targeted intervention. "The low scores in safety and outcomes are not just numbers — they reflect deep-rooted systemic challenges," said an education researcher familiar with the PGI framework. As per the PGI-D methodology, scores above 90% place a district in the topmost grade of 'Utkarsh' and those between 81–90% in 'Uttam-1'. North East Delhi's score, translating to just above 51%, underscores the urgency for corrective policies at the district level, the researcher added.

Amit Shah 1st to be told about cash at judge Varma's residence
Union home minister Amit Shah NEW DELHI: Home minister Amit Shah was the first to be informed by Delhi Police commissioner Sanjay Arora about "four or five half-burnt sacks" of cash at Justice Yashwant Varma's official residence within hours of its chance discovery following a fire on the night of March 14 at the bungalow's storeroom. Responding to a fire emergency call, firefighters and police reached Justice Varma's Tughlaq Crescent bungalow a little after 11.30pm on March 14. The first responders, who stumbled upon the bags stuffed with cash, shot videos of half-burnt currency notes of Rs 500 denomination around midnight. They left after dousing the fire around 1am on March 15. Delhi Police chief Arora first informed the home minister on March 15 and, later, briefed Delhi HC Chief Justice D K Upadhyay about the cash. Delhi Police chief Sanjay Arora also shared "certain still photographs and video" of the storeroom fire with the Delhi HC CJ, who in turn informed then CJI Sanjiv Khanna, triggering a chain of events which led to setting up of an inquiry into the sensational episode. PM Modi targets RJD, Cong in marker for Bihar elections
Prime Minister Narendra Modi, in a meeting in Siwan, Bihar, targeted the Rashtriya Janata Dal and the Congress, talked up his National Demoratic Alliance's development credentials , and inaugurated projects worth ₹ 11,000 crore from a stage replete with eight Union ministers, the state's chief minister and two deputy chief ministers, providing a curtain raiser to assembly elections due later this year. 'Ambedkar was against dynasty rule. But they (RJD and its allies) do not like it. So they have his portrait placed at their feet. On my way, I saw posters demanding an apology for this insult to Babasaheb,' said Modi. 'But there has been no apology. This is because they hold Dalits in contempt. In contrast, Modi has Babasaheb in his heart and would like to keep his portrait close to his chest,' he added. According to the RJD, the controversy arose because of the camera angle at Prasad's residence. The party has said Prasad had his feet on a sofa because of 'medical advice', and a supporter stood close carrying the portrait of India's first law minister. Modi said that the panja (or hand – the Congress's symbol) and the lantern (the RJD's symbol) worked with a motive of 'Parivar ka Saath aur Parivar ka Vikas' (Support to family, growth to family), while the NDA works for Sabka saath, Sabka Vikas (inclusive development for all). He warned that those who brought 'jungle raj' to Bihar were looking for an opportunity to repeat their old deeds. 'You have to be very cautious for the bright future of your children. People who are ready to put the brakes on Bihar's developmental journey have to be kept at bay, as a prosperous Bihar is important for a prosperous India,' he added. Remembering Rajendra Prasad, Lok Nayak Jai Prakash Narayan, and social reformer Braj Kishor Prasad, Modi said Siwan was the land that lent strength to democracy and the Constitution and played a big role in the freedom movement. 'We are trying to take the same spirit forward with inclusive growth so that nobody is discriminated against and even the world recognises India's growth journey to be the third largest economy. I have faith in your abilities, as you are the ones who ended jungle Raj and then worked with the NDA to put the state on track,' he added. The PM said that the Marhowra rail factory was an example of the kind of Bihar the NDA striving to create. 'With the export of locomotives, Saran, which was abandoned by the RJD as backward, has made its place on the global map. Jungle Raj had stalled the growth engine, but now Bihar's engine will run in Africa. Bihar will be a big centre for Make in India and contribute to the nation's growth,' Modi said. The PM said in the last 10-11 years, over 55,000 kms of rural roads were built, 15 million houses got power connection and tap water, 45,000 common service centres were started and now there was a wave of start-ups in towns and cities. CM Nitish, who has been critical of the RJD over its governance track record, took potshots at the main rival, without naming the party. 'Did the ones in power until we took over care for governance? People were scared of stepping out of their homes because of the law and order situation. Such a contrasting sight today when we have boys, girls, and so many women moving freely,'he said. Leader of Opposition in the state assembly Tejashwi Yadav blunted the PM's attack and asked him to stop misleading the people. 'Why is Bihar still grappling with poverty, unemployment, migration, pitiable state of health and education, gross nepotism in appointments, poor state of industrialisation? He[Modi] has no answer, but he can only mislead. The crowd was forcibly assembled for the rally,' he said.
