Abu Dhabi National Energy Company, better known as Taqa, has signed a 24-year power purchase agreement with Emirates Water and Electricity Company, to build and operate a one-gigawatt open-cycle gas turbine project in Al Dhafra as part efforts to support the UAE's technology needs. Taqa will both own and manage the plant, including its operation and maintenance. The company's subsidiary, Taqa Transmission, will build the grid connections to distribute the generated power, the companies said on Thursday. Open-cycle gas turbines are typically employed for short-term power boosts, not constant operation, to meet peak electricity needs. The projects will support the UAE's $6 billion 'round the clock' renewable energy facility announced by Masdar in January, which will combine 5 gigawatts of solar capacity with 19 gigawatt hours of battery storage to produce 1 gigawatt of clean power. The partnership between Ewec, Taqa and Masdar will drive investment of about Dh36 billion ($9.8 billion) in Abu Dhabi's energy infrastructure, with about 75 per cent allocated to renewable and conventional power generation and the remaining 25 per cent to funding grid infrastructure, the companies said. 'Providing reliable low-carbon power plays an important role in enabling the global energy transition,' said Jasim Thabet, group chief executive and managing director of Taqa. Ewec currently supplies more than 55 per cent of Abu Dhabi's power through renewable and clean energy sources and plans to raise it to 60 per cent by 2035. Last year, Ewec said there was urgent need for an additional 5.1 gigawatts of gas capacity in the emirate to support the integration of renewable energy projects and provide flexibility during peak demand, state news agency Wam reported. This includes 2.6 gigawatts of flexible and cost-effective open-cycle gas turbine capacity, expected to be available by 2027, along with about 2.5 gigawatts of combined-cycle gas turbine capacity by 2028, the company said at the time. 'By creating a future-ready energy framework that integrates next-generation renewable energy technologies and advanced transmission solutions, this collaboration is setting a new global benchmark for sustainable energy systems,' said Ahmed Al Shamsi, chief executive of Ewec. Under the updated objectives of the UAE Energy Strategy 2050, the country will invest between Dh150 billion and Dh200 billion by 2030 to ensure energy demand is met while sustaining economic growth in the Emirates. Projects under the plan include the 1.8-gigawatt sixth phase of the Mohammed bin Rashid Al Maktoum Solar Park, the second phase of Dubai's waste-to-energy project, and two major photovoltaic projects – the 1.5-gigawatt Al Ajban plant and the 1.5-gigawatt Al Khazna – both in Abu Dhabi. Masdar alone aims to reach 100 gigawatts of renewable energy capacity by 2030, up from about 20 gigawatts at present.

Meanwhile Mubadala, the Abu Dhabi sovereign investor, and Abu Dhabi National Energy Company (Taqa), one of the largest listed integrated utilities in Europe, the Middle East and Africa have completed the acquisition of a gas-fired power generation plant at the Talimarjan Power Complex in Uzbekistan. Mubadala and Taqa each hold a 40 per cent stake in the 875 MW TPP1 combined-cycle gas-fired plant through a newly established project company, Talimarjan Power Plant 1 LLC. Both Taqa and Mubadala also hold a 40 per cent stake in the Talimarjan Operations & Maintenance LLC (O&M), which was established to operate the plant. Uzbekistan's JSC 'Talimarjan Issiqlik Elektr Stansiyasi' (TIES) holds the remaining 20 per cent stakes in both the project company and the O&M entity. This transaction supports investments into the privatisation of Uzbekistan's power sector. It follows a strategic partnership between the Governments of Uzbekistan and the United Arab Emirates whereby Mubadala and Taqa will bring their global power sector expertise to the local power market in Uzbekistan. The 875 MW TPP1 plant has a Power Purchase Agreement (PPA) with JSC 'Uzenergosotish' (UES) (successor power purchaser to JSC 'National Electric Grid of Uzbekistan') for 25 years and plays a critical part in meeting demand for electricity in Uzbekistan as the country continues to experience rapid population and economic growth. Hammad Rahman, Head of Asia Pacific Infrastructure at Mubadala, said: 'Mubadala is committed to supporting countries across the world to meet their energy needs while reducing carbon emissions. Efficient natural gas-fired powered plants such as TPP1 will play an important part in enabling the transition to cleaner sources of energy.' Dr. Sultan Bin Ahmed Al Jaber, Minister of Industry and Advanced Technology, Managing Director and Group CEO of ADNOC, and Executive Chairman of XRG, called for energy, technology, finance and policy sectors to work in sync to meet the once-in-a-generation investment opportunity of artificial intelligence (AI). Delivering a keynote address in Washington DC at the ninth edition of the Atlantic Council Global Energy Forum to an audience of policymakers and industry leaders, Dr. Al Jaber described AI as the next stage of human evolution and emphasised that meeting its demands will require an equally transformative shift in energy policy, investment and infrastructure. 'The race for AI supremacy is not just about code-it's about gigawatts,' he said. 'Every AI breakthrough consumes more power. And right now, global energy systems are not ready.' He noted that the US alone may require 50-150 gigawatts of new capacity by 2030, dependent on the energy source - equivalent to the total consumption of dozens of major cities. To meet that challenge, Dr. Al Jaber outlined a system-wide roadmap-developed in partnership with XRG, MGX and the Atlantic Council-calling for fast-tracked permitting, modernised grids, and strategic investment in gas, nuclear, and renewables. 'You can't run tomorrow's technology on yesterday's grid,' he said. 'Permitting delays and supply chain bottlenecks are now threats to progress. Policy must help, not hold back.' Dr Al Jaber highlighted that the size of the opportunity is huge and the key to unlocking it is partnership. He explained that this is why the UAE and the US are enjoying a 'powerhouse partnership' across every sector. 'For us, the United States is not just a partner-it's an investment imperative,' Dr. Al Jaber added. 'US companies are among the UAE's largest concession partners, active from upstream to downstream. Currently, the UAE energy sector works with US companies across 18 states and 50 facilities, from gas to chemicals to energy infrastructure and energy solutions.' 'XRG is an anchor partner in the largest LNG facility in Texas. We produce specialty chemicals across the country. And our renewable energy company, Masdar, has developed 5.5GW of operational capacity from coast-to-coast. And we are just getting started. To help harness that ambition, we opened a joint XRG/Masdar office right here in Washington DC.' He highlighted that a single new data centre can consume as much electricity as a city the size of Pittsburgh. 'Meeting this demand is not just a technical challenge - it is a once-in-a-generation investment opportunity. One that requires a system-wide shift, with energy, technology, finance and policy operating in sync,' he said. Dr. Al Jaber argued that 'in the age of hyperscalers, we must hyperscale energy,' calling for reliable baseload sources such as gas and nuclear, backed by renewables, energy storage, and emerging solutions like small modular reactors (SMRs) and fusion. He also advocated for a 'pragmatic pause' on early retirements of existing power plants while expanding nuclear capacity.

It will also reduce processing times by up to 70%, streamlining workflows while allowing users to monitor the status of their requests through TAMM As part of the official launch of the "Binaa" digital platform, powered by artificial intelligence technologies, the Department of Municipalities and Transport signed a multi-party cooperation agreement on the sidelines of the Abu Dhabi Infrastructure Summit at the Abu Dhabi Energy Centre, organised by the Abu Dhabi Projects and Infrastructure Centre. The agreement was signed between the Department and key entities, including Abu Dhabi Civil Defence Authority, Abu Dhabi National Energy Company (TAQA), and e& (formerly Etisalat). The parties committed to streamlining procedures for issuing building permits and related services, aiming to expedite approvals and authorisations. Additionally, they agreed to coordinate the exchange of data, documents, and technical reviews, as well as other services associated with building construction processes. Binaa is the first of its kind in the region, representing a fundamental shift in how construction plans are submitted, reviewed, and approved for both new and existing developments across the Emirate. This multifaceted system will reduce processing times by up to 70%. Furthermore, it identifies 'over-designs', such as using unnecessarily complex construction methods or heavy materials for smaller buildings like villas. This helps avoid redundancy, needless costs, and minimises environmental impacts, without compromising structural safety and integrity. Commenting on its launch, His Excellency Mohamed Ali Al Shorafa, Chairman of the DMT, said: 'We are pleased to launch Binaa alongside our strategic partners. This platform is a transformational step forward for Abu Dhabi's construction sector, and supports our goal of providing smart, AI-enabled services that streamline the permit issuance process while setting a new global benchmark for efficiency and transparency in government services.' Binaa will be rolled out in phases to give architects, contractors, and developers ample time to adjust to its features. In line with the Year of Community, Phase 1 will focus on new private villas, for which about 20,000 applications are received each year. It will also provide all stakeholders, including individual villa owners, their consultants, and contractors with the ability to simultaneously monitor the project's progress through the system. On his part, His Excellency Abdulla Mohamed Alblooshi, Acting Executive Director of the Planning and Infrastructure Sector at DMT, said: 'Abu Dhabi's construction and building regulatory frameworks are poised to set global standards as a result of the Binaa's rollout. We call on architects, engineers, project owners and everyone operating in the sector to embrace this development as we are all set to benefit from the considerable opportunities it provides.' The platform incorporates artificial intelligence, Building Information Modelling (BIM) — introduced in 2024 and showcased at GITEX Global that same year — along with virtual and augmented reality technologies to improve efficiency and ensure building-codes compliance. Through its advanced features, Binaa introduces an innovative approach to construction reviews. Its virtual interface allows users to remotely explore and navigate construction sites, while tagging areas that require additional development or attention. On-site, augmented technology enhances inspections by overlaying 3D design data onto physical structures and spaces, enabling inspectors to mark zones for closer examination. Moreover, it incorporates an advanced AI review tool capable of analysing 2D models of current or older buildings requiring adjustments or improvements, ensuring precision, adherence to regulations, and alignment with Abu Dhabi's building standards. Currently, all new and existing 2D building plans will continue to be reviewed manually, with AI gradually introduced into the process. DMT highlighted that the system enables relevant government entities to access blueprints and other relevant documents – creating a unified platform for contractors, project owners, and consultants to secure certifications and permissions. Binaa also offers a comprehensive view of each project's progress, from initial design to final completion, ensuring seamless coordination at every stage.
