Qatar participates in meeting to review draft Arab guiding law for protection of IDPs

CAIRO: The State of Qatar, represented by the Ministries of Justice and Interior, participated in the third meeting of the joint committee of experts and representatives from the Ministries of Justice, Interior, and other relevant bodies in Arab countries to review the draft Arab guiding law for the protection and assistance of Internally Displaced Persons (IDPs) in Arab countries.
The meeting began on Wednesday at the headquarters of the League of Arab States in Cairo.
This two-day meeting is being held in implementation of the decision issued by the Council of Arab Ministers of Justice during its 40th regular session, held on Nov 28, 2024, which called for a final meeting of the joint committee of representatives from the Ministries of Justice, Interior, and relevant bodies in Arab countries to study the draft Arab guiding law for the protection and assistance of IDPs in Arab countries.
During the meeting, the committee is expected to finalise its review of the articles of the draft law, which was originally proposed by the Ministry of Justice of Iraq, and for which the Council of Arab Ministers of Justice approved the formation of a joint committee to conduct the review.

CAIRO: A group of Arab and Islamic countries have issued a joint statement affirming the need to cease Israeli hostile actions against Iran, which come at a time when the Middle East is witnessing increasing levels of tension, while highlighting the importance of working to de-escalate tensions and achieve a ceasefire and comprehensive calm. The joint statement was issued by the foreign ministers of the State of Qatar, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Islamic Republic of Pakistan, the Kingdom of Bahrain, Brunei Darussalam, the Republic of Turkiye, the Republic of Chad, the Republic of The Gambia, the People's Democratic Republic of Algeria, the Union of the Comoros, the Republic of Djibouti, the Kingdom of Saudi Arabia, the Republic of The Sudan, the Federal Republic of Somalia, the Republic of Iraq, the Sultanate of Oman, the State of Kuwait, the State of Libya, the Arab Republic of Egypt, and the Islamic Republic of Mauritania. It emphasized the importance of working to reduce tensions in pursuit of a ceasefire and comprehensive de-escalation. It also affirmed its rejection and condemnation of the Israeli attacks against the Islamic Republic of Iran, which began at dawn on June 13, 2025, as well as any practices that constitute a violation of international law and the principles and purposes of the United Nations Charter. It also asserted the need to respect the sovereignty and territorial integrity of states, the principles of good neighborliness, and the peaceful settlement of disputes. In the statement, the foreign ministers expressed deep concern over this dangerous escalation, which threatens to bring serious repercussions for the security and stability of the entire region. They also emphasized the importance of freeing the Middle East of nuclear weapons and other weapons of mass destruction, in accordance with relevant international resolutions and without selectivity. They also stressed the need for all countries in the region to quickly accede to the treaty on the non-proliferation of nuclear weapons. The joint statement emphasized the need not to target nuclear facilities subject to International Atomic Energy Agency safeguards in accordance with relevant IAEA and UN Security Council resolutions, as this constitutes a flagrant violation of international law and international humanitarian law under the 1949 Geneva Convention. It also stressed the need to return to the path of negotiations as soon as possible, as this is the only way to reach a sustainable agreement on Iran's nuclear program. The foreign ministers stressed the importance of respecting freedom of navigation in international waterways in accordance with relevant international law and refraining from undermining international maritime security. They affirmed that the only way to resolve crises in the region is through diplomacy, dialogue, and adherence to the principles of good neighborliness in accordance with international law and the UN Charter, and that the current crisis cannot be resolved through military means.

CAIRO: The General Secretariat of the League of Arab States, the Arab Labor Organization, and the Arab Council for Childhood and Development have jointly affirmed that the children of Gaza are enduring one of the gravest humanitarian tragedies, with their fundamental right to life being flagrantly violated. They stressed that the ongoing situation in Gaza places the international community before an urgent moral and legal responsibility to protect Palestinian children and safeguard their rights to health, education, and a safe and dignified life. In a joint statement issued on the occasion of the World Day Against Child Labour, observed annually on June 12, the organizations revealed that recent statistics indicate the martyrdom of nearly 18,000 children in Gaza, while thousands of others have been deprived of the most basic necessities of life. The statement emphasized that the forthcoming Second World Summit for Social Development, scheduled to take place in Qatar this November, represents a pivotal opportunity to address mechanisms for promoting decent work and combating poverty, the primary driver of child labour. The summit's outcomes are expected to contribute to the deliberations of the Sixth Global Conference on the Elimination of Child Labour, to be held in Morocco in 2026, thereby strengthening the synergy between national, regional, and international efforts. The statement urgently called on all relevant stakeholders to act swiftly to protect children from all forms of exploitation and to uphold their rights as enshrined in international charters and agreements. It particularly underscored the plight of working children, who have been stripped of their childhood and innocence, subjected to harm both physically and psychologically, and denied their basic rights to education, development, and a life of dignity, humanity, and justice. The statement further called for intensified Arab and international attention and reiterated the need to reinforce regional and global commitments to eliminating all forms of child labour. It also pointed out that this year's observance of the World Day Against Child Labour comes while the global goal of eradicating child labour in all its forms by 2025 remains far from reach. It noted that the latest global estimates, issued in 2021, revealed that approximately 160 million children are engaged in child labour worldwide, 63 million girls and 97 million boys. This alarming figure is attributed to a succession of global crises, including the COVID-19 pandemic, climate change, ongoing conflicts and wars, rapid technological advancement, and widening social and economic disparities. The joint statement affirmed the unwavering commitment of the participating organizations to continue collaborative efforts to combat child labour and to support international movements and UN-led initiatives in this regard. It is worth noting that the International Labour Organization (ILO) designated June 12 as the World Day Against Child Labour in 2002, aiming to raise global awareness about the prevalence of child labour and to mobilize efforts towards its eradication.

Tribune News Network Doha Qatar Chamber took part in the 113th session of the International Labour Conference, which commenced on June 2 in Geneva, Switzerland, and will continue until June 13. Representing the chamber at the global gathering was a high-level delegation led by EngNasser Ahmed Al Meer, advisor to chairman of Chamber for Labour Affairs. Other members of the delegation included Abdulaziz Al Kuwari, director of the Legal Affairs Department, Hamad Al Marri, director of Committees and Business Councils Affairs, Al-Anoud Al Mohannadi, director of membership affairs and Mohammad Al Mohannadi, director of Director General's Office. In his address at the conference, Nasser Al Meer reaffirmed Qatar's unwavering commitment to upholding workers' rights, describing it as both a legal obligation and a humanitarian responsibility. He highlighted that Qatar, guided by the principles of Qatar National Vision 2030, has implemented substantial reforms in collaboration with employers, workers, and the government to improve labour conditions and ensure a fair, safe, and inclusive work environment. These measures, he noted, have positioned Qatar as a regional model for progressive labour policies and practices. Al Meer underscored that Qatar's reforms have gone beyond legislation, encompassing innovative initiatives and programs that support entrepreneurship and the development of the private sector. 'Our goal is not only to safeguard rights but to empower people and cultivate a thriving economic ecosystem,' he said. He further stressed the importance of global collaboration, noting that exchanging experiences and knowledge with international partners is essential for building sustainable development pathways. On the sidelines of the conference, the chamber's delegation engaged in discussions with international counterparts and representatives of labour organisations to share Qatar's experiences and explore potential areas of cooperation. The delegation also expressed Qatar's readiness to participate in joint initiatives that reinforce decent work standards globally. Eng. Al Meer also welcomed the decision by the International Labour Organization (ILO) to grant Palestine the status of 'observer state,' a move that he said reflects the spirit of fairness and inclusivity. He lauded the efforts of the ILO's Director-General in facilitating this achievement, calling it a landmark moment in the organization's history. Additionally, he acknowledged the consistent support and follow-up by the Director-General of the Arab Labour Organization in championing the rights of Palestinian workers and strengthening Arab representation on the global stage. Qatar Chamber's participation in the conference affirms its active role in international labour discourse and reiterates its support for initiatives that enhance worker welfare, boost economic inclusion, and encourage international cooperation in line with Qatar's development goals. In addition to its official engagements, the Qatar Chamber delegation attended several side events and panel discussions focused on the future of work, digital transformation, gender equality, and sustainable employment. These sessions provided valuable insights into global labour trends and offered a platform for Qatar to showcase its achievements in modernising labour laws, enhancing occupational safety, and promoting diversity in the workplace. The delegation also explored emerging challenges such as artificial intelligence in the workforce and the need for continuous upskilling and reskilling of workers. The chamber reiterated its dedication to maintaining strong relations with international labour institutions and pledged to continue its efforts in aligning Qatar's labour market with international standards. It emphasised that a resilient labour ecosystem is critical for economic diversification and long-term prosperity. Through its ongoing reforms and strategic partnerships, Qatar Chamber aims to contribute meaningfully to regional and global discussions on labour rights, sustainable development, and inclusive economic growth.
