As the waqf portal is set to go live, TG Waqf Board ‘waiting for clarity'

With the Union government all set to launch the Unified Waqf Management, Empowerment, Efficiency, and Development (UMEED), a portal that seeks to collate documents connected to waqf properties, purportedly for managing them better, the Telangana State Waqf Board (TGSWB) is still awaiting clarity.
'We are aware that the portal is going to be launched tomorrow. But we are still waiting for clear guidelines from the Ministry of Minority Affairs about what all documents are required, and which ones will be accepted. As far as we know, the portal will accept document uploads for the next six months,' TGSWB Chairman Syed Azmatullah Hussaini told The Hindu.
A key concern, Mr. Hussaini said, that still remains, is the documentation of old places of worship such as those belonging to the Qutb Shahi period. 'We are yet to see what how to deal with documents connected to such masjids. With the portal going live from tomorrow, and in the absence of documents of a large number of Qutb Shahi masjids, we have to check as to how we should proceed,' he said.
Meanwhile, others from the TGSWB pointed out that the portal is likely to have a three tier system. First, the mutawalli (manager of a waqf institution) will have to upload documents, for instance, a gazette notification. This is then verified by an officer at the TGSWB. The final approving authority would be the Chief Executive Officer.
'The previous online management system – the Waqf Asset Management System – will not be in use. Moreover data from this will not be migrated to the new portal. Ideally, it would have been better had the Central government waited for the Supreme Court judgment before going ahead with the portal,' an official said.
Meanwhile, the TGSWB is continuing its efforts to strengthen documentation of properties in its custody. The board's CEO, Mohammed Asadullah, wrote letters to government agencies, such as the Chief Commissioner Land Administration, and the Telangana State Archives and Research Institute, and sent staff to obtain copies of documents of properties considered waqf.

To ensure smooth movement and aesthetic appeal, authorities are focusing on key areas including the stretch from Lal Bahadur Shastri International Airport to Hotel Taj and the roads leading to both temples. Thematic display boards are being installed along the Varuna bridge, while road dividers are being freshly painted. Work on enhancing street lighting and greenery is also nearing completion, with multiple agencies working in coordination. On the security front, Commissioner Agrawal said a multi-layered deployment plan has been finalised. Security personnel will be stationed at the venue and across the VIP routes. Measures include rooftop surveillance, deployment of officers in plain clothes, drone monitoring, and route diversions. Traffic diversions will remain in effect from Monday evening until the dignitaries' departure on Tuesday. CM Yogi during his visit to the venue on June 16, had reviewed the arrangements and instructed officials to ensure the timely completion of all pending work. With issues from multiple departments expected to be discussed, senior officials from Union ministries and departments of the four participating states have already started arriving in the city.

Panaji: The Goa State Pollution Control Board (GSPCB), at its recent meeting, approved GIS mapping of River Sal and the Ponda nullah to identify the source of pollution in these water bodies. The board noted that it received a number of complaints about pollution in the Sal and the nullah. Besides this, the board said that a writ petition was also filed in the high court, where it was also told to find the source of pollution in these water bodies. The board has accordingly decided to invite e-tenders to carry out the work. Meanwhile, the board approved the issuance of a work order to a selected service provider through e-tendering, chosen to set up a digital portal and dashboard for an online continuous environmental data monitoring system. This dashboard will collect real-time pollution monitoring data from all industrial units in Goa. The server will be operational within six months, the GSPCB told the service provider, who will be paid Rs 85 lakh for the work. 'This portal will enable highly scalable systems that can connect more than 2,000 or all available industries/units of Goa, engaged in online monitoring with all the sites simultaneously in real-time with a non-proprietary, highly scalable back-end database suitable for storing time series data,' the board said in the minutes of its meeting. The Union ministry of electronics and information technology, under the National Air Quality Monitoring Programme and the National Water Quality Monitoring Programme, requires states to carry out continuous noise monitoring, ambient air quality monitoring, effluent monitoring, and emission monitoring. All this data is to be deployed on the empanelled cloud server of the ministry and managed by a bidder under the ownership of the GSPCB. Accordingly, a work order will be issued to create a digital portal and dashboard for a continuous online monitoring system for Goa.
