PAC uncovers irregularities in HEC operations
The Public Accounts Committee (PAC) of parliament on Wednesday discovered several discrepancies and irregularities while reviewing the audit paras of the Higher Education Commission (HEC).
During the meeting, it was revealed that many students who received HEC scholarships for higher education abroad did not return. Additionally, buildings were constructed at Quaid-e-Azam University without obtaining approval from the authorities concerned.
The meeting was held with PAC Chairman Junaid Akbar Khan in the chair. The meeting was informed that 89 out of 92 Fulbright scholarships in the US were cancelled, while the HEC Executive Director said that 96 scholars remained in their host countries instead of returning.
The chair directed authorities to take action against students who travelled abroad on HEC scholarships but failed to return, stating that instead of studying, they took up jobs. He said that cases should be lodged against such students and their passports cancelled.
The PAC chairman also raised concerns about students being blackmailed for better marks, stressing the need for discipline in the grading system. He suggested that the same teacher who prepared the examination paper should not be responsible for grading it, as this practice enabled blackmailing.
Audit officials told the meeting that three buildings, including a girls hostel, were constructed at Quaid-e-Azam University without the approval of the building plan by the Capital Development Authority (CDA).
On the audit objection regarding the delay in the establishment of the engineering facility at the Karakoram University, the auditor general told the committee that the cost of the project increased by Rs2.10 billion because of the delay.

K-P budget to be approved only after Imran's nod, says CM's aide
Khyber-Pakhtunkhwa Chief Minister's Advisor on Information Barrister Dr Saif has said that the provincial budget will not be approved without consultation with Patron-in-Chief Imran Khan. He noted that people voted for the vision of the Patron-in-Chief therefore all key decisions, including the budget, should reflect the public mandate. Speaking to the media, Dr Saif warned that people would not tolerate any disrespect to their democratic mandate. He further cautioned that any attempt to impose an emergency in the province would be short-lived, adding, "A fake government will not survive even a day." The advisor clarified that the authority to dissolve the provincial assembly rested with the Chief Minister, who could exercise it at his discretion. K-P is the only province where a genuine government has been formed based on Form 45. In contrast, the federal and other provincial governments rely on Form 47 - which is based on a "false foundation" and can be toppled with the slightest push, said the K-P CM aide. He reiterated that the people of K-P voted for the ideology of Imran Khan thus all significant decisions must be made in consultation with him. He urged the federal government to refrain from "petty tactics". He accused the federal government of relentlessly trying to undermine the K-P government, adding that the people of the province were being punished for supporting the Patron-in-Chief. "Khyber-Pakhtunkhwa is a vital unit of the federation, and weakening it is tantamount to weakening Pakistan itself," said Saif. He warned that any conspiracy against the province would have serious repercussions. Under the vision of the Patron-in-Chief and the leadership of Chief Minister Ali Amin Gandapur, the province is witnessing rapid development, which is hard to digest by the federal government. He termed K-P a stronghold of Pakistan Tehreek-e-Insaf (PTI), adding the movement for the release of the Patron-in-Chief will gain full momentum from the province. He alleged that false cases had been registered to confine the Patron-in-Chief, but assured that all such fabricated cases would soon be dismissed.

Streetlight meters: Punjab seeks functionality verification survey
ISLAMABAD: The government of Punjab has requested a comprehensive survey to verify the functionality of existing streetlight meters and to ensure the installation of separate energy meters for all unmetered streetlight connections maintained by local governments. The province has also called for a special electricity tariff for streetlights, citing inflated billing practices by distribution companies (Discos). According to the Secretary for Local Governments, Punjab, there are currently 229 Local Governments providing municipal services across the province. Under Section 21(1)(s)(iii) of the Punjab Local Government Act, 2022, the responsibility for the installation and maintenance of street lighting lies with these Local Governments. Despite facing limited financial resources, Local Governments have been striving to maintain street lighting infrastructure. However, the rising cost of electricity—exacerbated by inflated bills—has made it increasingly difficult to sustain these essential services. A major contributing factor to these high bills is the prevalence of unmetered streetlight connections. Currently, Punjab has a total of 177,495 streetlights, of which 99,288 are metered while 78,207 remain unmetered. Due to the lack of proper metering, Discos often bill Local Governments based on average consumption or lump-sum estimates. This results in payments for electricity that is not actually consumed, placing a heavy financial burden on already stretched municipal budgets. Audit reports from the Municipal Corporations of Rawalpindi and Sialkot, presented before the Public Accounts Committee-III (PAC-III) of the Punjab Assembly, flagged significant overpayments. The audit cited unjustified payments of Rs. 69.048 million in Rawalpindi and Rs. 70.667 million in Sialkot for streetlight electricity bills. After reviewing the audit findings and the responses of the concerned departments, PAC-III issued the following directive to the Local Government and Community Development Department: 'The Committee directed the Administrative Department to prepare a comprehensive reference for submission to the Federal Government, emphasizing the rationalization of electricity tariffs, installation of separate meters, and exploration of alternate solutions.' In a letter addressed to the Secretary of the Power Division, the Secretary for Local Governments, Punjab, requested that in light of the PAC directions, necessary instructions be issued to all relevant Discos in Punjab to: (i) conduct a comprehensive survey to verify the functionality of all already-installed streetlight meters and ;(ii) expedite the installation of separate energy meters for all unmetered streetlight connections maintained by Local Governments. The letter also urges to take up the matter with the National Electric Power Regulatory Authority (Nepra) to introduce a special electricity tariff for streetlights, given that these services constitute a vital public utility.
