Hanoi pilots special mechanisms to develop urban railway network

HANOI: Hanoi has issued a resolution introducing a pilot programme for a number of special mechanisms and policies aimed at developing the city's urban railway system.
According to the plan accompanying the decision, the city has set clear objectives for fully, strictly and effectively implementing the conclusions of the Politburo and Resolution 188.
The plan outlines seven key focus areas, notably including the drafting of specific legal documents to firm up the provisions of the resolution, the planning of the urban railway network and transit-oriented development (TOD) areas, and the preparation and implementation of major investment projects for the 2026-2045 period.
Regarding legislative work, the city will establish an inter-agency task force, issue guidance and detailed regulations on route selection, project location, technology transfer mechanisms, design standards and establish criteria for selecting organisations and enterprises to participate in the urban railway sector.
The planning efforts will focus on reviewing current land use along railway routes, updating the planning of TOD areas and integrating these into transport and electricity master plans for the capital to ensure sufficient land and energy resources for the projects.
For project preparation and implementation, the People's Committee has requested the development of a funding mobilisation plan for the medium-term periods 2026-2030 and 2031-2035.
This will involve the flexible use of local budget to advance funds for ODA loan agreement procedures, allocation of public investment capital for certain pre-investment activities and thorough preparation of land clearance, compensation, resettlement and technical infrastructure relocation.
Specifically, the city aims to complete the underground section and begin full operation of the Nhon-Hanoi Station line by 2027.
In October this year, construction is set to begin on two lines of Line 2 (Nam Thang Long – Tran Hung Dao section) and Line 5 (Van Cao – Hoa Lac section).
Between 2026 and 2030, additional sections will be developed, including Line 3 (Hanoi Station – Yen So), Line 2 (Tran Hung Dao – Thuong Dinh), Line 2 (Nam Thang Long – Noi Bai), and the extension of Line 2A to Xuan Mai.
Subsequent phases will continue implementing lines as per the master plan to 2045.
The People's Committee has instructed relevant departments, agencies, units and local departments along project routes to organise and allocate staff to implement the plan with the highest sense of responsibility.
The Hanoi Metropolitan Railway Management Board (MRB) has been assigned as the standing agency to oversee and coordinate the entire implementation process. — Vietnam News/ANN

The PM emphasised the "four on-the-spot" approach, i.e., on-the-spot command, on-the-spot manpower, on-the-spot supplies and on-the-spot logistics, to reduce damage, especially human casualties. Heads of provincial and municipal governments are held accountable for all disaster response operations in their jurisdictions. The Ministry of Agriculture and Environment will oversee weather monitoring and accelerate digital transformation in forecasting and early warning systems. It must also coordinate with other ministries to finalise flood management plans for key river basins and ensure safe reservoir operations. The Ministry of Industry and Trade will be responsible for hydropower safety and electricity supply, while the Ministry of Construction must tackle urban flooding, particularly in major cities. The Ministry of National Defence is finalising a decree to implement the Civil Defence Law and will lead efforts to mobilise resources during emergencies. The Ministries of Public Security; Education; and Finance are also directed to prepare safety measures for vulnerable communities, schools and ensure funding for disaster recovery. Meanwhile, national media outlets are tasked with raising public awareness and providing timely, accurate updates on disaster situations. National Press Festival celebrates 100 years of Vietnamese Revolutionary Press
HANOI: The 2025 National Press Festival officially opened on Thursday (June 19) at the National Convention Centre in Hanoi under the theme 'Vietnamese Press – Loyalty, Creativity, Bravery, Innovation for National Construction and Defence'. The event marks a major political and cultural milestone as the country celebrates 100 years of revolutionary journalism (June 21, 1925–2025). Speaking at the opening ceremony, Nguyen Trong Nghia, Politburo member and Head of the Party Central Committee's Commission for Information, Education and Mass Mobilisation, said that the Vietnamese revolutionary press had always fulfilled its sacred mission – to accompany the nation, serve the Fatherland, and speak for the people. Journalism, he said, had long been a trusted voice of the Party and State, a vital bridge between Party ideology and public sentiment, and a mirror reflecting the aspirations of society. "It is a key platform for spreading humanistic values, promoting what is good and just, and firmly defending the Party's ideological foundation against distorted and hostile views." Nghia praised this year's festival as a vivid symbol of continuity and progress, from traditional print to digital, from pen and paper to artificial intelligence and big data. The exhibits and technology applications demonstrate how the press has evolved across formats: print, radio, television, online, and multi-platform journalism. As Vietnam embraces rapid technological change and administrative reform, journalism must also adapt. Nghia urged journalists and news agencies to foster professional growth, strengthen political integrity, and embrace digital transformation to innovate content creation and distribution. 'Innovation must be the engine, technology the tool to elevate Vietnamese journalism,' he said. 'We must boldly rethink leadership models, editorial processes, and public engagement strategies.' Organised by the Vietnam Journalists Association in coordination with the Ministry of Culture, Sports and Tourism and other central and local agencies, the 2025 festival is a special event commemorating the centennial of Vietnamese revolutionary journalism. This year's edition features over 130 display booths from more than 124 media outlets nationwide. A major highlight is a dedicated centrepiece exhibition titled '100 Years of Revolutionary Journalism in Vietnam: Achievements and Development Trends in the New Era'. More than 500 digitised artefacts, photographs and historical documents have been curated to trace the profession's century-long journey. Vietnamese, Malaysian News Agencies Eye Opportunities To Strengthen Ties: Bernama CEO
KUALA LUMPUR, June 19 (Bernama-VNA) -- The Vietnam News Agency (VNA) and Bernama - the national news agency of Malaysia - can co-develop AI tools for multilingual news summarisation and voice generation in Bahasa Melayu and Vietnamese, according to Bernama CEO Datin Paduka Nur-ul Afida Kamaludin. In an interview with VNA correspondents in Kuala Lumpur on the occasion of the 100th anniversary of Vietnam Revolutionary Press Day (June 21), Nur-ul Afida suggested the two agencies initiate cross-training programmes, allowing editors and journalists from both sides to exchange expertise on AI utilisation, share articles through digital platforms, and exchange information. Both VNA and Bernama are members of the Organisation of Asia-Pacific News Agencies (OANA). bootstrap slideshow VNA joined the organisation in 1969 and is an active member currently serving on its Executive Board. Nur-ul Afida said VNA has been a consistent and reliable partner in OANA, contributing actively to the regional media landscape through content sharing, coordination, and policy discussions. Their coverage of ASEAN and Indochina issues adds valuable perspectives. "Bernama appreciates the collaboration with VNA," she emphasised. The CEO also proposed that the two agencies should share a content platform through a cloud-based news hub for fast and secure content exchange between OANA members. During Party General Secretary To Lam's official visit to Malaysia in November 2024, the two countries upgraded their relationship to a comprehensive strategic partnership, which, Nur-ul Afida said, creates greater opportunities for both VNA and Bernama to play a more significant diplomatic communication role.
