Centre issues Census notification, to be held in two phases

Registrar General of India
(RGI) on Monday issued a notification for conducting India's 16th census with
caste enumeration
in 2027. Top sources have indicated that the primary focus of the exercise will be on capturing caste, rather than class. Each person may have to mention his/her religion and caste, they added.
Sources suggested there is no unified single list of Other Backward Classes (OBCs) as it varies from state to state as one caste may be under OBC category in one state and in the general category in another. "And there are two separate lists of OBCs maintained -- one by the Centre and another by the state," a top official added.
The census would include a variety of questions to find out economic disparity so that this census could be used for selecting beneficiaries for various centrally-sponsored welfare schemes and may replace the Socio-Economic Caste Census (SECC) 2011, according to multiple people involved in the exercise. There are also indications that preparation of a detailed questionnaire could start as early as next month. According to the RGI notification, the census will be carried out with a reference date of October 1, 2026 in snow-bound areas like Ladakh and March 1, 2027 in the rest of the country.
"The reference date for the said census shall be 00.00 hours of March 1, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and Himachal Pradesh and Uttarakhand," it said. The massive exercise will be carried out by around 34 lakh enumerators and supervisors and around 1.3 lakh census functionaries armed with digital devices. A provision for self-enumeration would also be made available.
The census will be conducted in two phases. In phase one -
Houselisting Operation
- the housing conditions, assets and amenities of each household will be collected. In the second phase -
Population Enumeration
- the demographic, socio-economic, cultural and other details of every person in each household will be collected.
Stringent
data security measures
would be followed to ensure data security at the time of collection, transmission and storage, according to the home ministry officials.

'During UPA rule, the main headlines in all newspapers used to be on corruption in the government. But in the last 11 years, the Modi-led NDA government has been free of corruption,' he said. Kishan, who is also the president of the state BJP unit, said: 'In the past, terrorist attacks and bomb blasts used to be the norm. But in the last 11 years, there has been no such terror attack. With surgical and air strikes as well as several other operations, the country, under Modi's leadership, has succeeded in curbing terrorist activities. We responded to the recent Pakistan-sponsored terrorist attack in Pahalgam with Operation Sindoor.' The Union minister also said that the Modi government was moving forward with a development agenda. 'The country is currently witnessing all-round development. Funds are being allocated for rural development, women empowerment, for improving road infrastructure and railway stations,' he said, adding that 32 out of 33 districts in Telangana have now been connected to national highways. He also said that the Union government was distributing PDS rice for 80 crore people in the country. Kishan, meanwhile, slammed the Revanth Reddy-led Congress government for 'failing' to fulfil promises made to the people. 'The Congress is also following in the footsteps of BRS and encouraging corruption,' he alleged. Stating that the BJP is the only party that will be able to protect the interests of Telangana people, he exuded confidence in the saffron party forming the government in the state by winning the next Assembly elections.

Bengaluru: The Social Democratic Party of India (SDPI), Karnataka unit, has strongly criticised the Union government for reportedly denying political clearance to State Minister Priyank Kharge's proposed visit to the United States. The party termed the move as politically motivated and detrimental to the interests of the state. In a statement issued on Saturday, SDPI Karnataka State President Abdul Majeed condemned what he described as a 'vindictive step' by the Centre. He alleged that despite Karnataka's leading role in the fields of technology, entrepreneurship, and economic growth at the international level, the Union government continues to display hostility towards the state's initiatives. Kharge was scheduled to travel to Boston and San Francisco to participate in global technology summits and explore collaborations for Karnataka's thriving tech ecosystem. The denial of clearance, the SDPI said, not only amounts to a 'national embarrassment' but also hampers developmental opportunities for the state. 'This is a clear case of political arrogance and central overreach that undermines the federal spirit of the Constitution,' the statement said, adding that such actions are in violation of democratic principles. The party demanded that the Union government explain the reasons behind the denial of permission and urged it to refrain from taking similar decisions in the future. 'The Union government must acknowledge that Indian states are not colonies but constitutional entities with their own rights and autonomy,' SDPI said. The party further warned that any attempt to curtail Karnataka's autonomy would be met with strong resistance from the state.

Hyderabad: Union Minister and BJP State Chief G Kishan Reddy has urged party leaders and activists to hold meetings with the party's primary members at polling booth levels across Telangana. This initiative aims to strengthen the party's organizational structure and involves planting saplings as part of the 'Ek Ped Maa Ke Naam' campaign, set to take place on Monday. BJP State General Secretary Gujjala Premender Reddy stated on Sunday that this call to action is in honor of 'Balidan Diwas' (Martyrdom Day), which commemorates the sacrifice of Bharatiya Jana Sangh (formerly BJP) founder Dr Shyama Prasad Mukherjee. He added, 'The party has planned various programs starting from Dr Mukherjee's martyrdom day on June 23, continuing until his birth anniversary on July 6.'
