He also said that the socio-economic and educational survey , better known as the caste survey, was over a decade old and needed to be re-enumerated even though his core support base of Backward Classes groups have been pressuring him to release the data.
'Already 10 years are over (and) according to section 11, clause 1 of the Backward Classes Act 1995, it is very clear that after the 10 years (sic) period, a new survey is to be conducted,' Chief Minister Siddaramaiah said Thursday.
Bengaluru: A day after the Congress tried to mask its decision to scrap the findings of the 2015 caste survey, Karnataka government Thursday cited clauses from the Karnataka State Commission for Backward Classes Act, 1995, to justify its high command's directive to do away with the report.
'In 10 years, the population has gone up, socio-economic and educational changes have happened. In the Backward Classes Commission Act, it is clearly mentioned that after 10 years a new survey needs to be undertaken,' he added. He was addressing the media after a special cabinet session was convened in Bengaluru to discuss the caste survey.
On Tuesday, the Congress high command tried to find middle ground between Siddaramaiah and members of his cabinet opposed to the decision to release the findings of the 2015 survey.
Political analysts and observers ThePrint spoke to suggested this decision reflects the party leadership's careful manoeuvring to reconcile differing–and confrontational–viewpoints within Karnataka, effectively diverting attention from the Chinnaswamy stadium stampede and prevent the Centre from taking credit for initiating the nationwide caste census.
Congress general secretary in-charge of organisation K.C. Venugopal said Tuesday that the party accepts the 2015 caste survey in principle but also called for re-enumeration. The decision was viewed as a setback to Siddaramaiah who has advocated for long to address the dominant status enjoyed by groups like Lingayats and Vokkaligas.
Insistence on conducting the entire exercise again is also perceived as a political maneuver for upstage Prime Minister Narendra Modi's announcement for a nationwide caste census.

'New survey to be conducted in 90 days'
In 2015, during his first term as chief minister, Siddaramaiah formed a single-person panel comprising then Karnataka State Commission for Backward Classes (KSBCC) chairperson H. Kantharaj, which initiated work on the caste survey on 11 April that year.
It completed the survey on 30 May, 2015—having put forth 54 questions to a total of 5.98 crore people or 94.17 percent of the state's population. But the report, which cost roughly Rs 190 crores, was never accepted as political leaders and seers from dominant communities are believed to have pressured the government to shelve it.
Siddaramaiah did not accept the findings and the Congress was ousted from power three years later in 2018. He also did not pursue its coalition partner, Janata Dal (Secular) or JD(S), to do the same in 2019.
The Bharatiya Janata Party (BJP) did not want to accept the report since its then chief minister, B.S. Yediyurappa, was leading the agitation to scrap the findings.
'Let H.D. Kumaraswamy, B.Y. Vijayendra and R. Ashoka call for a press conference and announce they are in favour of the earlier caste census. They are making a lot of comments, we will respond to them in the Assembly session. The media must highlight contradictions in the stand of Opposition over caste census. They are trying to politicise it,' Shivakumar said Thursday.
In February last year, Siddaramaiah accepted the report but did not open the files until earlier this year. When he did do it, and some of the findings were leaked, protests by so-called dominant communities intensified as the population numbers of these groups were shown to be significantly lower than what was projected earlier.
Caste plays a very important role in Karnataka's politics and society.
BJP is believed to have the backing of Lingayats while JD(S) depends on the Vokkaligas. The Congress under Siddaramaiah has been backed by AHINDA (Kannada acronym for minorities, Backward Classes and Dalits). Caste trumps party affiliations as Siddaramaiah's own cabinet ministers, including Shivakumar, M.B. Patil, S.S. Mallikarjun, Lakshmi Hebbalkar, Eshwar Khandre and several others opposed the release of the report.
Siddaramaiah is from the backward Kuruba community and his support base took aim at Shivakumar every time the latter would try to broach the unwritten pact that he would replace the former halfway through the term. Siddaramaiah camp further complicated matters for the party by promoting a narrative that replacing a chief minister from Backward Classes with Shivakumar, who is from a dominant community, could be politically unfavorable.
'Siddaramaiah and Congress used the Backward Classes for their political agenda and then sacrificed the latter. Siddaramaiah claims that he became CM with the support of AHINDA but has today shown that he will cheat the backward classes to remain in power,' R. Raghu Kautilya, president of Karnataka BJP's OBC morcha said Thursday.
Shivakumar said the Congress was carrying out the survey again to further its objective of achieving social justice and not for the sake of politics. The state government said the new survey will be completed in 90 days of it being commissioned.

"Even after such an exorbitant cost, several sections of the DPR were allegedly copied from another report," he said. Calling the tunnel an 'unscientific solution' to Bengaluru's growing mobility challenges, Surya warned that the project could end up becoming a massive drain on public funds. He pointed to the proposed 40 per cent Viability Gap Funding, under which the state government would cover an additional ₹ 7,200 crore to compensate for the project's projected losses. Taking a direct swipe at Deputy Chief Minister DK Shivakumar, Surya posted on X (formerly Twitter), 'Thank you, @DKShivakumar, for neglecting crucial civic issues such as potholes, underfunding public transport, delaying Metro projects, withholding Fare Fixation Committee reports, and pushing forward with an unscientific project.' Surya's remarks came in response to a post by Shivakumar, who promoted the tunnel project on X, calling it a game-changer for Bengaluru's traffic woes. 'Your time matters. We're building with you in mind,' Shivakumar wrote, outlining the project's key promises — the ability to skip over 25 traffic bottlenecks, save more than 45 minutes of daily commute time, enjoy 16.75 km of seamless, signal-free travel, and get direct access to the IT corridor. Mandya (Karnataka) [India], June 23 (ANI): In a blistering attack on the Congress-led Karnataka government, Leader of the Opposition (LoP) R Ashoka on Sunday accused the state-run Housing Board of turning into a hub of corruption, claiming that the government was prioritising profit over public service instead of addressing the basic needs of the people. Speaking to reporters in Mandya, the Karnataka LoP said, 'This Congress government, when asked to provide food for the poor, has dug holes into their homes. In this government, the Housing Board has become a Collection Board. They've coined a new slogan: 'Pay money, get a house.' Blood-sucking leeches have infiltrated the Housing Department. Instead of providing homes to the poor, they are selling them,' he alleged. Following the Excise and Valmiki Corporation scams, Ashok claimed that corruption in the Housing Department has now come to light. He pointed to the recent controversy surrounding Congress MLA BR Patil, who admitted that the viral audio clip discussing graft was indeed his voice and has demanded an investigation. 'The issue of 'money for houses' is being widely discussed. Congress MLA BR Patil himself has made serious allegations about corruption in the Housing Department. He has admitted that the statements in a viral audio clip are his own and has demanded an investigation into the corruption. Therefore, the truth behind this must come out,' he said. 'The Housing Department is not meant to allot sites to the wealthy and moneylenders. Instead, its job is to provide shelter to the poor, homeless, and destitute. Homes should be given to the backwards classes. However, blood-sucking leeches have infiltrated the Housing Department, and instead of providing homes to the poor, they are being sold,' he alleged. Criticising the government's recent resolution meeting in Ballari, Ashok alleged it was not development-focused but rather a 'resolution to destroy the poor.' He added, 'No application is needed to get a house; the Chief Minister's approval is enough.' 'This is a 60 per cent commission government. I can provide documents if needed. In the Housing Department, a 15 per cent reservation has been introduced for Muslims and 15 per cent for Tipu's descendants, while our people are charged a 60 per cent commission. This is the achievement of this government,' he said. Ashok also slammed BR Patil's remark, 'If I open my mouth, this government won't last three days,' calling it the biggest insult to the government. 'If the Chief Minister and Deputy Chief Minister have the courage, they should take action against Patil, who has made serious allegations against the government, or they should resign,' he said. He further alleged that Congress, which had accused the previous BJP government of being a 40 per cent commission regime, had failed to take any action even after two years in power. 'They are immersed in a 60 per cent commission racket,' he alleged. He also claimed that funds were being raised in Karnataka to influence the Bihar elections, warning of large-scale corruption and accusing the government of failing to deliver on its guarantee schemes. 'No milk incentive has been provided for six months,' said, adding that this issue would be raised in the upcoming Assembly session. Ashok demanded a CBI probe into the alleged corruption in the housing scheme. If not, he said a judicial probe headed by a High Court judge should be initiated. 'Chief Minister Siddaramaiah should not remain silent but speak up. Those who speak against Modi at every opportunity should now talk about the flaws in their own government,' he demanded. R Ashok also alleged that in Mandya's beedi workers' colony, houses built for Tamil Colony residents were being allotted to minorities without legal process. 'This is all a conspiracy by the district's Congress ministers and MLAs. At their instigation, Muslims are trying to take over vacant houses. How can Muslims occupy vacant houses without the approval of MLAs?' he questioned, urging immediate government action. On the state's plan to conduct Kaveri Aarti at KRS, Ashok alleged corruption in the Rs 100 crore project. 'In the name of Kaveri Aarti, they are trying to gain fame. The government is snatching the livelihoods of people there. Why are they spending Rs 100 crore on the aarti? Congress will spend only Rs 30-40 crore, and the rest will go into their pockets. We will fight legally against the corruption of the Congress government. We are fighting both inside and outside the Assembly,' he said. (ANI)
