Chennai commuters express concern as redevelopment work at 15 railway stations drags on

Chennai commuters and social activists have expressed concerns over delays and hardships caused by ongoing railway station redevelopment and track work. Currently, the Southern Railway is undertaking the redevelopment of 15 stations in Chennai division under the Amrit Bharat Station Scheme and is also constructing a fourth line from Beach to Egmore, and upgrading Egmore terminal and other passenger amenities.
As per the initial plans of the Southern Railway, the redevelopment of railway stations under various projects including ABSS was planned to be executed within eight to 12 months but normally the work gets delayed by several months. This execution of the construction work causes severe inconveniences to the commuters in the form of blocked accessways. The work also poses a risk of accidents to commuters, especially senior citizens, and causes inconvenience due to cancellations or curtailments of suburban train services.
Transport activist Dayanand Krishnan, referring to the new foot over bridge being constructed at the Tambaram railway station, complained about the contractor executing the work without putting in place safety measures. He also pointed out the delays involved in such redevelopment works.
Similar is the case of the delay in the execution of the redevelopment work in Egmore railway station and the fourth line project executed from Egmore to Beach. The redevelopment work of the Egmore railway station was initiated in 2022 but the work is moving slowly, complained several commuters.
S. Harish, a regular commuter from Avadi, the 4.5 km fourth line project was proposed to be completed within eight months but the work was completed only two years later. He also said the redevelopment work executed under ABSS project was not being completed on time.
M. Senthamil Selvan, Chief Public Relations Officer of Southern Railway, explained that projects like railway station renovations under ABSS are 'brownfield projects,' which involve remodelling existing structures, posing unique execution challenges. The Railways has to take extra precautionary steps to avoid any difficulties to commuters and at the same time continue operating the trains. He said the norm is that any brownfield project is likely to be delayed, while greenfield projects where work begins from scratch can be easily completed on time. He said directions have been issued to the contractor to barricade the area where new FOB work was being executed in Tambaram railway station to avoid any inconveniences to the commuters.

This translates to approximately Rs 1.8 crore at the current exchange rates to the next of kin. It is unclear whether the Tata offer is in addition to the mandatory payment of Rs 1.8 crore as per law. A few days before the tragic air accident, some passengers of Mumbai's infamous local trains fell off the overcrowded compartments and died. These were daily commuters struggling to make a living in one of the world's most prosperous cities. The Maharashtra government promptly announced a compensation of Rs 5 lakhs. Railways have remained silent so far, but as per the Railways Act of 1989, the Railways are bound to give a compensation of Rs 8 lakh. For this, the kin of the victim will have to file a claim with the Railway Claims Tribunal, and the compensation may take many years to be fruitful, if at all. On an average, the passengers in an international flights are wealthier than an average commuter in a Mumbai local. The disparity in compensation between the two sets of victims is glaring. All lives are equal, but some lives are more equal in our society. Life is so cheap in India. The victory celebration of the IPL champions claimed many lives in Bengaluru a few weeks ago. Many died in a stampede in Kumbh Mela; we don't even know how many actually died there. The accident in Mumbai local that claimed five lives are in headlines only because they happened together in one tragic accident. It is estimated that on an average seven people die every day in accidents related to Mumbai local. That is around three thousand victims a year. To put things in perspective, total number of terror victims in India last year was 87, including the terrorists killed. In other words, commuting to office or college in a Mumbai local is more dangerous than living in a terror-prone area.

Southern Railway General Manager R.N. Singh on Tuesday inspected various development works under way at Erode Junction railway station. He was accompanied by Panna Lal, Divisional Railway Manager of Salem Division and N. Ganga Raju, Chief Project Manager. Mr. Singh reviewed ongoing works, including platform shelter installation, platform renovation, construction of toilets on platforms 1 and 2, the newly established two-wheeler and four-wheeler parking stands, the improved circulating area, upgrades to waiting rooms, seating arrangements, drinking water facilities, and the extension of the portico. Officials briefed him on the status of each project, and the General Manager instructed them to ensure timely completion as per schedule. Erode Junction is among the stations being redeveloped under the Amrit Bharat Station Scheme of Indian Railways, which focuses on modernisation and enhanced passenger amenities.
