
After L&T's challenge, MMRDA scraps tenders for 14k cr road projects

Supreme Court
vacation bench that it has in public interest scrapped its tenders for the Thane-Ghodbunder- Bhayandar twin tunnel and elevated road projects — estimated together at Rs 14,000 crore — and that it would possibly reissue fresh ones, but added it is for the state govt to take a call on, reports Swati Deshpande.
The matter reached SC after L&T challenged MMRDA's decision to reject its technical bids for the projects. Megha Engineering and Infrastructure, which was a prominent purchaser of electoral bonds prior to being scrapped by SC, was declared the successful bidder.
CJI B R Gavai remarked Friday this is the era of transparency and that the court was concerned with the larger public interest. The bench had Thursday also expressed surprise that technical bids of a firm which had built Central Vista and Atal Setu were rejected.
After a Supreme Court bench of CJI B R Gavai and Justices A G Masih and A S Chandurkar was informed Friday about scrapping of the bidding process for the two projects, the SC disposed of the L&T's appeal as infructuous. "It is for the Maharashtra govt to take a call on whether to invite fresh tenders for the two projects," said MMRDA counsel solicitor general Tushar Mehta and Mukul Rohatgi.
The elevated road project proposed a 9.8km overbridge along Vasai Creek and is part of an extension of Mumbai Coastal Road Project.

The Road Tunnel Project involved design and construction of a five-km long twin road tunnel from Gaimukh to Fountain Hotel junction on Thane Ghodbunder Road.
The Supreme Court in its order noted both Mehta and Rohatgi for MMRDA "fairly submitted that the state has decided to scrap the entire tender process in the larger public interest and will take such steps, as are advised". The SLPs were thus rendered infructuous, said SC.
L&T went to the high court on May 13, the day the financial bids were to be opened for the second-largest road project after Atal Setu. It said MMRDA was flouting instructions to bidders and PWD and CVC guidelines of informing bidders of the technical bid round outcome, which precedes the opening of price bids. In court, MMRDA said L&T and two others of the five bidders were found "non-responsive" or disqualified, and it was not mandatory to intimate the results to the bidders before the final winning or lowest bidder (L1) was selected post the last and financial round.
L&T senior counsel A M Singhvi and Kapil Sibal informed the Supreme Court the difference between the L1 and its client was over Rs 3,100 crore. No other bidders were made party by L&T to its petitions. Before the Bombay High Court, L&T senior counsel Janak Dwarkadas also said "hypothetically" if in one project there were two tenders—one for the tunnel and one for the elevated road—the difference was over Rs 2,000 crore, would the public exchequer not suffer?
The high court vacation bench dismissed the L&T petitions on May 20, citing MMRDA's argument of it being a large public infrastructure project which could brook no delay and the fact that the company participated in the bidding process and did not challenge the terms of the tender.
L&T immediately challenged the high court order before the SC. On Monday, the Chief Justice-led bench wondered aloud in court how L&T could have been found technically disqualified and asked MMRDA to consult the state and see if it was willing to re-tender the project, else it would pass orders on Thursday. On Thursday, MMRDA counsel, Solicitor General Tushar Mehta and Mukul Rohatgi, informed the high court that it was in touch with the govt top brass and sought a deferment to Friday.
Last Oct, after L&T moved HC, MMRDA extended the tender deadline by 60 days for its two mega projects.

Advance tax collection growth slows to 3.9%, income tax mop-up lower than FY25 level
Advance direct tax collections from the first installment in the current financial year 2025-26 grew by 3.87 per cent to Rs 1.56 lakh crore as on June 19 this year, slower than the growth of 27.34 per cent seen in the same period a year ago, data released Saturday by the Income Tax Department showed. While advance tax collections during April 1-June 19 for corporate tax grew 5.86 per cent to Rs 1.22 lakh crore, personal income tax or non-corporate tax collections recorded a slowdown, with advance collections falling by 2.68 per cent to Rs 33,928.32 crore. The advance tax collections for personal income at Rs 33,928.32 crore are lower than the first installment collections of Rs 34,863.78 crore seen in the previous financial year 2024-25 (as on June 19, 2024). The slower growth in advance tax collections for personal income tax seems to be more pronounced, a possible indication of the impact of the income tax cuts undertaken in the Budget as well as slowing income growth. Non-corporate tax includes taxes paid by individuals, Hindu Undivided Families (HUFs), firms, Association of Persons (AoPs), Body of Individuals (Bols), local authorities, artificial juridical persons. Every person, whose estimated tax liability for the financial year is Rs 10,000 or more, is required to pay his or her taxes in advance in the form of 'advance tax'. The advance tax has to be paid in four installments during the year. The first installment has to be paid on or before June 15 with payment of not less than 15 per cent of the advance tax. The second installment has to be paid on or before September 15 with 45 per cent advance tax as reduced by the amount paid in the earlier installment. The third installment requires 75 per cent to be paid on or before December 15, followed by 100 per cent payment on or before March 15. Overall, growth in net direct tax collections so far until June 19 also slipped into negative territory, declining 1.39 per cent to Rs 4.59 lakh crore from Rs 4.65 lakh crore in the corresponding period of the previous financial year. The net collections were lower as refunds increased by 58 per cent to Rs 86,385 crore until June 19 this year. Gross direct tax collections, however, rose 4.86 per cent to Rs 5.45 lakh crore this fiscal. Net corporate tax collections slowed to Rs 1.73 lakh crore, down 5.13 per cent from the year-ago period. Personal income tax or non-corporate tax collections increased marginally by 0.7 per cent to Rs 2.73 lakh crore. Securities Transaction Tax (STT) increased by 12 per cent to Rs 13,013 crore during the period. UP plans Rs 1L cr urban revamp in five years
1 2 Lucknow: The UP govt has outlined an ambitious Rs 1.29 lakh crore urban rejuvenation roadmap for 2026-2031, aimed at modernising infrastructure, enhancing urban mobility and promoting environmental sustainability across cities. A senior state govt official said the proposal was recently submitted to the central finance commission and focuses on developing clean, safe and inclusive urban environments. "This roadmap is not just about infrastructure — it's about improving quality of life, integrating technology into governance and ensuring that urban development is both socially inclusive and environmentally responsible," the official said. A major portion of the funding — over Rs 50,000 crore — has been earmarked for strengthening integrated road networks and upgrading stormwater drainage systems. This includes Rs 30,000 crore for road infrastructure and Rs 27,500 crore for drainage, intended to improve traffic flow and reduce flooding risks in urban areas. In line with sustainability goals, Rs 3,120 crore will be spent on improving air quality in 17 municipal corporations and three NCR cities. Additionally, Rs 1,265 crore has been set aside for urban greenery and horticulture, and Rs 990 crore for electric crematoriums to encourage eco-friendly practices. KTR showcases Telangana's transformative journey at Oxford India Forum in UK

Speaking on the theme 'Governing Innovation - A Telangana Case Study', KTR articulated how India's youngest state has emerged as a beacon of inclusive development, resilience, and economic transformation. In his address, KTR emphasised that Telangana was not created by chance but was the result of decades of peaceful democratic struggle. He referred to it as 'the most successful startup state of independent India' and proudly stated that Telangana has shown not only promise but also consistent delivery of development goals across sectors. He underscored that the formation of the state in 2014 was the culmination of decades of aspiration, and in just a short span, it has transformed into a model state admired across India and globally.
