For China to be an education power, Hong Kong universities must stay free
China has laid out its most ambitious
education road map to date. The Education Power Construction Plan Outline aims to transform the country into a global education powerhouse by 2035. As the mainland's universities climb up global rankings and research output surges, Hong Kong's role in advancing this vision deserves greater attention.

Amid rising geopolitical tensions – exacerbated by moves such as US universities
cutting ties with select Chinese institutions – Hong Kong's globally connected,
academically credible universities stand out. They can serve as platforms for international cooperation that maintain legitimacy in both Chinese and Western contexts.
The University of Hong Kong, Chinese University of Hong Kong and Hong Kong University of Science and Technology feature among the
world's top 100 . But what sets them apart is their ability to operate bilingually, attract global faculty and forge research partnerships across ideological and geopolitical divides.
These capabilities have taken on new importance as governments elsewhere
reassess academic collaboration with China. Unlike most mainland institutions, Hong Kong's universities offer familiar legal protections, relatively autonomous governance and robust international networks. This makes them uniquely positioned as credible mediators in scientific, technological and cultural exchanges.
China's education strategy emphasises cultivating high-level talent and innovation capacity, especially in strategic sectors like
artificial intelligence
semiconductors and biotechnology. Hong Kong's institutions are already contributing.
HKUST , for instance, plays a key role in robotics and digital technology while
HKU advances biomedical research.

Their partnerships with Hong Kong Science Park and Cyberport create collaboration channels vital to the Greater Bay Area's ambition of becoming a global innovation hub.

The Hang Seng Index is up 15 per cent in the first quarter of this year, building on a surge of over 17 per cent in 2024. State policies aimed at maximising the use of Hong Kong's internationally connected financial and capital markets have helped, but local officials have not sat on their hands either. Taking advantage of the city's reformed legislative system, the government has taken action to bolster Hong Kong's position as a global financial hub.

Hong Kong must build on progress made as it enters latest chapter
The fifth anniversary of Hong Kong's national security law was marked yesterday with a high-level forum that reflected on the past but looked to the future. Xia Baolong, Beijing's top official overseeing the city's affairs, recognised the progress Hong Kong has made since 2020, noting it had entered a new stage of development. But he warned this is a critical period for the city, which needs to adapt, seize opportunities and rise to new challenges. Xia's five-day visit has included meetings with officials, politicians, business leaders, universities and foreign chambers of commerce. It is an important trip. When the national security law was passed by China's legislature, Hong Kong was a different place, facing unprecedented difficulties. Months-long anti-government protests in 2019 rocked the city. This was followed by the Covid-19 pandemic, which also battered the economy and restricted international engagement. Xia described the legislation as a good law that targeted a small minority, had restored order and provided the foundation for the city's recovery and renewal. Hong Kong has bounced back, attracting business, investment, tourists and talent, staging international conferences and a wide variety of 'mega-events'.

Hence, a cool future career that may emerge within the next 50 years is a space governing officer. This person would be responsible for overseeing matters such as trade and regulations for human settlements throughout the universe. I believe their job will be to ensure smooth and lawful travel between different planets and space habitats in the large Milky Way, as well as handling immigration and trade management. I mean, after all, someone has to patrol and see what is going on outside Earth to ensure all of us are able to travel and explore the Milky Way safely. Furthermore, I believe another crucial part of this job will be policing irresponsible behaviour committed in outer space. For example, littering can cause problems like damaging satellites and crucial space infrastructure. It could also harm other travellers. Although this idea may sound a bit far-fetched, given the space exploration industry's immense growth, I believe that space governing officers will become quite important in the next 50 years. Write to Win (Round 6): If everyone's thoughts were public, what societal laws would be necessary? London Scientists have already started to work on ways to control rainfall. As research continues, we may have total control over the weather in the next 50 years. As a result, a group of people will be needed to help manage the weather in different cities. Therefore, allow me to introduce – weather managers! Weather managers should have degrees in geography and mathematics, as well as sufficient knowledge of climate, as these skills are crucial. They will have total control over the weather; their job will be to choose a time slot for specific weather to occur and adjust it according to cities' needs. For example, if a city's temperature is above 25 degrees Celsius, a weather manager should allow rain to fall to cool the region down and irrigate plants. Or suppose a competition is going to take place at a sports ground. It will be a manager's duty to create suitable weather conditions to prevent delays. As we can see, if managers could control the weather correctly, it could benefit citizens, animals and even greenery! Weather managers could even significantly affect the quality of life in cities, making their jobs essential for society. As global warming worsens year by year, extreme weather events are predicted to become more frequent and intense. This would make weather managers even more important as they could ensure the safety of all living things.
