HANOI: Vietnam's stock market is on the brink of a significant transformation, with expectations mounting for an upgrade to emerging market status by September.
This ambitious goal was emphasised at the regular government press conference on Tuesday by Deputy Finance Minister Tran Quoc Phuong, who noted that the government is committed to achieving this milestone through a series of strategic initiatives.
The Finance Ministry (MoF) is actively implementing a comprehensive plan to enhance market capabilities and meet the stringent criteria set by international rating agencies such as FTSE Russell and MSCI.
While Vietnam has largely satisfied the necessary technical criteria, challenges remain in gaining the confidence of foreign investors and ensuring a transparent and accessible investment environment.
'However, this is merely a necessary condition.
'The sufficient condition hinges on the remaining processes and foreign investors' assessments of investment activities within the Vietnamese stock market,' Phuong said.
To address these challenges, the ministry has outlined six major strategic actions aimed at bolstering investor trust and facilitating the upgrade process.
Key among these initiatives is the effective deployment of the KRX system, a new technology platform designed to improve trading efficiency and risk management for foreign investors.
This system introduces advanced features for transaction processing and payment, streamlining the investment process.
Additionally, recent regulatory changes have removed significant barriers by allowing foreign institutional investors to place buy orders without requiring full upfront funds.
This reform is anticipated to enhance investment fluidity and attract more foreign capital.
The MoF is also reviewing and amending Decree 155 to clarify the timelines for public companies to report their foreign ownership limits, thereby increasing transparency for market participants.
Simplifying the procedures for opening indirect investment accounts is another focus, with the ministry collaborating with the State Bank of Vietnam to facilitate foreign capital inflows.
Furthermore, the introduction of omnibus trading accounts for foreign funds is set to simplify transaction processes, allowing fund managers to execute trades on behalf of multiple portfolios simultaneously.
This innovation aims to enhance operational efficiency for foreign institutional investors.
In addition to regulatory reforms, the ministry is focused on increasing the supply of financial products and improving the listing process for companies after their initial public offerings.
Developing new investment indices will also provide more benchmarks for fund managers, further enriching the investment landscape.
To ensure ongoing dialogue between regulators and market participants, a policy dialogue group will be established, comprising representatives from the State Securities Commission, investment funds, and securities firms.
This group will facilitate timely discussions on market needs and regulatory responses, a step many experts believe is crucial to making policy more responsive.
Despite the progress made, Vietnam's path to achieving emerging market status is fraught with challenges. FTSE Russell's recent report classified Vietnam as a frontier market, citing concerns about payment systems and market accessibility.
However, the introduction of non-pre-funding models for foreign investors has been recognised as a positive development, indicating that improvements are underway.
The government's determination to elevate Vietnam's stock market is evident, with clear political will demonstrated in various regulatory meetings.

Pham Thu Hang, a spokesperson for Vietnam's Ministry of Foreign Affairs, said she hadn't received any information about the visit when asked about it at a regular press briefing Thursday (June 19). The White House declined to comment. Negotiators are close to a framework agreement under which Vietnam is pushing for tariffs in the range of 20% to 25%, Bloomberg News previously reported. The US is demanding stricter enforcement against the transshipment of Chinese products and the removal of non-tariff barriers. The two sides held more talks in a virtual meeting on Thursday, attended by US Commerce Secretary Howard Lutnick and US Trade Representative Jamieson Greer, Vietnam's trade ministry said in a statement. Trade Minister Nguyen Hong Dien told the officials Vietnam seeks "to develop practical and harmonious' rules with the US to deter fraudulent exports. He also welcomed the proposals from Lutnick and Greer "to advance the negotiation process,' according to the statement. Vietnam has engaged in weeks of intense trade diplomacy since Trump imposed a so-called reciprocal tariff rate of 46% on imports from the country. He then postponed the duties until July 9, temporarily setting a 10% import tax on trading partners to allow time for talks. In recent weeks, top officials from Vietnam have gone to the US to rally support. The agriculture minister secured US$3 billion worth of provisional deals during a tour of US states. The trade minister met with executives from Nike Inc, Gap Inc, and Walmart Inc to encourage key industry players to get behind negotiation efforts. Vietnam is a critical industrial base for these companies, which count on the nation's factories to manufacture goods ranging from T-shirts and jeans to basketball shoes. Brands raced to move manufacturing to Vietnam over the past decade as US-China tensions escalated, helping turn the country into one of the world's biggest production hubs. Minh, who is also Head of the Steering Committee for the National Press Festival 2025, said that the forum has become a remarkable highlight in the series of events commemorating the 100th anniversary of the Vietnam Revolutionary Press Day, drawing special attention from the press community and the public over the past two days. He appreciated the dedication, enthusiasm, and strong commitment of nearly 70 speakers who contributed to the forum, affirming that the active participation of hundreds of delegates, including journalists, media agency leaders, press managers, journalism students, and media enthusiasts, resulted in 12 high-quality sessions. Notably, the 10 thematic panel discussions were well-organised and methodically conducted, featuring highly topical themes and rich content that captured strong interest from both the press circle and the wider public. Amidst a rapidly transforming world driven by digital technology, artificial intelligence (AI), and globalisation, Vietnamese journalism is facing unprecedented challenges, yet also tremendous opportunities, provided it can proactively adapt and innovate. One of the most pressing challenges is the rise of social media video content and individually generated news, which poses a direct threat to mainstream media outlets. This new era presents journalism with chances to reaffirm its leadership role. In the context where AI dominates and produces vast volumes of content, the only sustainable path forward for journalism is to focus on high-quality content and core values. Journalism must redefine its mission - not to report the fastest, but to provide the most profound and trustworthy value. These pressing concerns were at the heart of discussions at this year's National Press Forum. The forum served not only as a space for intellectual exchange and dialogue among journalists nationwide but also as a platform for exploring innovative approaches to transform Vietnamese journalism, aiming toward a truly professional, modern, and human-centered journalism in this era of the nation's rise, Minh added. At the first session 'Vietnamese journalism in the new era: Vision for creating development space,' delegates and experts discussed challenges, opportunities as well as key solutions for the sustainable development of Vietnamese journalism. Meanwhile, the session on AI and digital transformation strategy of Vietnamese newsrooms attracted many managers, experts, and journalists. They shared the view that AI opens up unprecedented opportunities for the Vietnamese press and media industry from improving the content quality to increasing social impacts, helping newsrooms adapt to the digital era and meet the increasing information needs of the public. At the fifth session on revenue in the digital age, speakers stressed that newsrooms must focus not only on producing quality content but also on securing sufficient funding to sustain operations. Other sessions covered topics such as female leadership in journalism, strategies to engage Gen Z, how television is adapting to the new media landscape, and mechanisms to develop radio in the current context. Notably, the 10th session on Resolution 18 and the requirement for innovation in press personnel attracted the public and journalists. The resolution, aimed at streamlining the political system, called for a leaner press sector to enhance its effectiveness. However, streamlining is not just about mergers, downsizing, or staff cuts. It's also about optimising resources, minimising waste, and improving operational efficiency.
