Japan and the U.S. face challenges in economic security discussions

Economic security has been an ever-present element in trade talks between Japan and the United States, and an area of broad agreement between the two countries. They both want to work toward ensuring a steady supply of critical materials, and cooperation is seen as a way to achieve that.
Beyond the basics, not much progress seems to have been made. Details remain scarce despite frequent references to the theme of economic security by Japanese and U.S. negotiators.
Observers say that any initiatives will take years to materialize. Importantly, they note, an agreement on economic security does little to get Japan what it really wants, which is a full removal of the heavy duties imposed by Washington since March.
'It will take time, but I think this is the part where there's the least disagreement,' said William Chou, deputy director of the Japan Chair at Hudson Institute. 'It's just a question of how quickly we can move together to find a good solution in cooperation from both sides.'
To a great extent, economic security is about rare earths and about China's dominance of the mining and processing of them.
Japan imported nearly 60% of its rare earth materials from China in 2022, down from over 80% in 2009. When it comes to heavy rare earths crucial to the manufacturing of defense equipment and electric vehicles, the reliance remains 100%, according to economy ministry data .
Japanese negotiators are careful not to single out any country or any specific material in discussing economic security, preferring to limit what they say to general comments about building resilient supply chains.
Informed observers argue that the target and the concerns are obvious.
'I think the trade talks — at least when it talks about economic security — have been with China very much in the foreground,' said Chou.
In 2012, researchers discovered a vast trove of mud rich in rare earths 6 kilometers underwater in Japan's exclusive economic zone off of the Ogasawara Islands. But the technology needed to tap the resources is still under development.
'So, ultimately, the dependence on China doesn't change much. That's why we have to develop mining and processing capabilities outside of China,' said Kazuto Suzuki, a director at the Institute of Geoeconomics and a professor at the University of Tokyo.
Efforts have been well underway since the 2010s, with Sojitz Corp. and Japan Oil, Gas and Metals National Corp. making several investments in heavy rare earth production projects in Australia.
In 2023, the two companies signed a supply agreement with Lynas Rare Earths, under which they will receive up to 65% of the heavy rare earths — dysprosium and terbium — produced from the Mount Weld mine in Western Australia. This output will cover an estimated 30% of Japan's domestic demand.
The United States is adapting a different approach, and one that might not bode well for cooperation with Japan.
'Basically, the U.S.'s current economic security policy is very self-centered — it assumes the U.S. can handle all production on its own. But in reality, it can't. Yet it continues to impose tariffs, trying to create a self-contained supply chain within the U.S.,' Suzuki said. 'This is no longer about U.S.-Japan cooperation. The U.S. is not seeking partnership — it's aiming for 100% self-reliance in its supply chains. That leaves very little room for collaboration.'
'There's a huge disconnect between what the U.S. is demanding and the actual reality, so there are a lot of problems — honestly, too many,' Suzuki added.
Last Wednesday, China and the United States reached a framework trade deal in London. The deal restores U.S. access to China's rare earths, which had been suspended due to growing trade friction.
Chou listed five ways in which Japan can contribute to solving the broader supply-chain problems: investment in U.S.-based mining and processing projects via Japanese trading houses; partnerships with third countries to diversify the supply chain; offering processing capacity in Japan; acting as a 'canary in the coal mine' to signal China's economic coercion; and exploring deep-sea mining as a future area of cooperation.
'I do think that the Trump administration does have a larger economic strategy where tariffs, economic security, foreign investment and technological innovation all are playing, are all interacting with each other,' Chou said. 'It's not just about tariffs.'

Thailand, Sri Lanka, Tonga, East Timor and Papua New Guinea are expected to become the newest recipients of Japanese military aid as Tokyo looks to double the number of countries involved in its official security assistance (OSA) program this fiscal year to eight. The Foreign Ministry is currently in discussions with these countries, as well as with earlier recipients Indonesia, Malaysia and the Philippines, a government source told The Japan Times on Monday. The move, the official added, is part of an incremental push to gradually include more countries in the program 'to help maintain stability in the Indo-Pacific region.' It also comes after parliament approved a 60%, or ¥3 billion, year-on-year increase in OSA funding, raising the budget to ¥8 billion ($54.6 million) for fiscal 2025, as Japan seeks to strengthen the security capabilities of 'like-minded' countries amid growing concerns over the regional security environment. The hike in OSA spending was the third straight since the program was launched in 2023 with an initial ¥2 billion budget. The program marked a break with Tokyo's previous policy of avoiding the use of development aid for military purposes. As OSA funds increase, so too will Japan's efforts to boost the number of countries it assists, with those already part of the program expected to receive larger grants going forward, the official added. Asked which types of equipment will be provided this year, the official said this is still being worked out with candidate countries. 'What I can say at this point though is that overall there are growing requests for drones, larger vessels for rescue missions and heavy construction machinery for use in humanitarian assistance and disaster relief operations,' the official added, without specifying countries. The OSA expansion comes after Fiji recently became the first-ever recipient of equipment provided through the military aid framework. The South Pacific island nation received on May 26 the first of three batches of equipment requested in fiscal 2023, including an underwater camera unit, a rescue boat and a water-rescue training doll. The second batch, which includes a rescue boat, is slated for delivery later this year, as are surveillance drones requested by Malaysia and coastal surveillance radars sought by the Philippines the same year. Next year will see Japan provide the third batch of equipment to Fiji, comprising one rescue and three patrol boats, while Bangladesh is due to receive patrol boats. First announced in December 2022's revised National Security Strategy, OSA has been promoted as an expansion of Japan's foreign aid frameworks, but it is separate from the Foreign Ministry's official development assistance program. It is designed to cover projects 'for the benefit of armed forces and other related organizations.' That said, OSA cannot be used to provide just any military equipment, as the program must also abide by Japan's strict arms export controls. Contracts for OSA projects have so far all gone to Japanese companies, and this is likely to remain the case unless they are unable to provide specific equipment or parts. While the program provides grants for equipment, infrastructure and initial training, maintenance or repair costs must be covered by the partner country. Although not OSA's top priority, there are also hopes that the program could inspire partner nations to eventually purchase Japanese defense products.

Honda supplier rethinks China relationship as trade war bites

As the U.S.-China trade war expands into the auto, steel and rare earths sectors, few companies are feeling the pressure more than top Japanese car parts supplier Daido Steel. The supplier to Honda and other major marques is facing a trio of headwinds: a 50% tariff on U.S. imports of steel, a 25% duty on foreign-made cars and a levy on parts, and China's tightening of exports of rare earths — minerals critical to make magnets for car motors. "They've started putting up walls,' CEO Tetsuya Shimizu said in an interview at Daido Steel's headquarters in Nagoya. "This will have a massive impact on the stability of the global economy.' It's also having major implications for the sprawling network of specialty manufacturers that are critical to the global automotive industry and now find themselves stuck between feuding superpowers. For Daido Steel, the trade war has meant renewing a push to build rare earth supply routes outside of China, which accounts for almost 70% of mined material and about 90% of global refining of the metals. Some new routes are already starting to form, mainly from Australia, and Shimizu said there's potential in the United States, Canada and Brazil. But progress has been slow due to high costs and low supply, he said, underscoring the immense challenge facing the world's efforts to wean from dependence on China. Daido Steel's struggles also signal the true toll of the trade war on the auto sector will be magnitudes more than the billions of dollars forecast by top carmakers including Ford and Toyota. And the constant roller coaster of escalating, then deescalating, tensions has left companies scrambling to maintain business ties under a cloud of uncertainty. When U.S. President Donald Trump initially imposed 25% tariffs on steel imports in March, Shimizu was able to reassure clients in the U.S. that business could continue as normal. Customers value Daido Steel's products enough to wait months for shipments to arrive and, if they could buy comparable goods domestically in the U.S., "they'd already be doing it,' he said. But his confidence vanished earlier this month when duties doubled. "At some point it stops making sense as a business,' Shimizu said. "Asking customers to pare back orders or lean on inventory or lower production could negatively impact the entire enterprise, but that risk might be unavoidable.' Daido Steel CEO Tetsuya Shimizu | Bloomberg Daido Steel earns most of its money supplying products to Japan's automakers — many of which sell cars in the U.S. that are manufactured or assembled elsewhere. Collectively, the top Japanese auto brands are bracing for a $19 billion hit from tariffs. Several Japanese carmakers have already started to shift or lower U.S. production, leaving suppliers like Daido Steel at the mercy of their customers' rapidly changing plans. In May, the steelmaker withheld full-year profit guidance for the current fiscal year and forecast a 34% drop in first-half net income. "It comes down to how carmakers respond,' said Mikine Kishi, general manager of the company's corporate planning department. "If they decide they're not going to manufacture in Japan anymore, or that they'll lower total production volumes, that would have an extremely big impact on our business.' The U.S. and China appear to have reached a detente, and Trump has signed an order that prevents multiple tariffs from piling on top of each other. But rare earths are proving to be a particular sticking point in trade negotiations. China's export controls on seven individual elements, and magnets that contain even tiny amounts of them, left sectors from auto to defense urgently trying to find workarounds. Uncertainty over supply lingers, though Beijing said this month it is accelerating the review of rare earth export license applications and has approved some requests. Daido Steel had a head start in diversifying its supply chain. Back in 2010, China briefly imposed a de facto ban on exports of rare earths to Japan following a maritime dispute, kick-starting industry efforts to break their reliance on the nation. Success has been limited though: Japan depends on China for 60% of its rare earths supply, down from 80% to 90%. As well as seeking alternative supplies, Daido Steel focused on new technology to use fewer rare earths. One of the company's key products is a neodymium magnet that doesn't include heavy rare earths, including dysprosium or terbium, which has been used by Honda since 2016. Daido Steel also supplies magnets indirectly to automakers by way of Aisin and Denso — two of Japan's biggest suppliers. Daido Steel wants to expand production and industrial use of those magnets, betting that customers will increasingly look for non-Chinese supply. It also plans to build a manufacturing plant in the U.S., though Shimizu didn't specify when or where that will happen. It would be a major disappointment if the U.S. should slide into authoritarianism, Shimizu said, because that would mean the global economy will eventually have to revolve around America. "I'm not sure there's enough time for supply chains to transition if the goal really is to produce everything in America for America,' he said.
