The impact of Trump's tariffs on South Africa's automotive industry

US President Donald Trump's frightening import duties into that country are already pushing down sales of cars made locally for the export market and his moves effectively nullify benefits under the African Growth and Opportunity Act (AGOA).
However, South Africans are nothing if not resourceful and are already planning how best to target alternative auto markets.
The National Economic Development and Labour Council (Nedlac) provides figures that indicate that more than local 360,000 vehicles 'set sail' for more than 150 countries across the world in 2023.
Of these, the best sellers were the Volkswagen Polo, followed by the Mercedes C-Class, the BMW X3, and then what it called a 'bakkie' tussle between the Ford Ranger and the Toyota Hilux, with the former winning out.
Most locally produced vehicles for export go to Europe, where sales are already under threat due to that bloc's increasingly strict carbon emission requirements. Nedlac added that Isuzu and Nissan are also slowly making inroads into African markets.
In 2024, however, exports dropped some 22.8%, which could be likely linked to the fact that 2023 was an all-time high, figures from NAAMSA (the Automotive Business Council) showed.
Of South Africa's top export destinations in this sector, OEC noted that most vehicles produced in 2023 went to Germany, followed by the US, and then the UK. Now South Africa's exports to America are under threat, with Trump's sweeping tariffs already having an adverse impact.
Smart Procurement stated that the South African automotive sector 'is particularly vulnerable' to tariffs. Its figures show that vehicles account for about a fifth of all exports to the US each year, amounting to about R33 billion annually.

Although Trump walked back many of these taxes in the coming days and is in talks with several countries to negotiate better trade conditions, the local automotive industry has already been hit with a 25% export tax, and there could be more in the wings depending on which way the US President moves.
Dr Paulina Mamogobo, the Automotive Business Council chief economist at NAAMSA said that US tariffs already had a rather pre-emptive impact on first quarter sales as exports to the US reduced from 6% in 2024 to 2% in the first three months of the year.
Before the implementation of the new regulations, 99% of vehicles and automotive components from South Africa entered the US under the AGOA agreement, benefiting from duty-free treatment.
Jenny Tala, director for Southern Africa at Germany Trade & Invest, said that the US' tariffs effectively nullify the benefits of AGOA, which poses a threat to South Africa's automotive manufacturing competitiveness. Tala said the solution is to diversify export markets by expanding regional and international trade relations.
'As we navigate shifting trade agreements, tariffs, and international relations, South African automotive businesses are actively seeking new partnerships and market opportunities," said Michael Dehn, MD at trade fair company Messe Frankfurt.
Local companies are 'repositioning themselves within evolving trade frameworks' such as withing the African Continental Free Trade Area (AfCFTA) and other BRICS+ countries: Brazil, Russia, India, China among others, said Dehn.
Mamogobo stated that the AfCFTA is a strategic response to many challenges, and it has opened up access to a $3.4 trillion economic market across 44 African countries by eliminating tariffs and boosting intra-regional trade. Yet, infrastructure gaps remain a significant challenge to fully realising this potential, she said.
Ronel Oberholzer, head of sub-Saharan Africa Economics at S&P Global Market Intelligence, explained that the global automotive landscape is further complicated by China's oversupply of vehicles, especially EVs, potentially getting into African markets, creating direct competition for South African manufacturing, while India's low-cost advantage intensifies competitive pressures.
As a result, she believes that BRICS countries may not be new markets so much as a source of further investments into Africa.

Musk claimed Starlink was barred from operating in South Africa because he is not black, an allegation South African officials refuted. Policy direction In May, Communications and Digital Technologies Minister Solly Malatsi published a policy direction to provide alternatives to pave the way for the Starlink satellite internet service in the country. Malatsi issued the directive two days after President Cyril Ramaphosa met Trump in Washington to 'reset' strained relations following false claims of 'white genocide' and attacks against Afrikaner farmers in South Africa, a statement also made by Musk, who attended last week's meeting in the White House's Oval Office. 'It is the lack of competition in the market that appears to be the greatest impediment to lower prices for consumers'. Work around South Africans have found ways around the current Starlink restrictions by registering the kit and services in other nearby nations that allow the service and then using the roaming option to access it in their home country. The Independent Communications Authority of South Africa (ICASA)'s chairperson, Mothibi Ramusi, said they have instituted an investigation into the matter. With its wide coverage and increasing affordability, Starlink presents a chance to close the connectivity gap in rural areas while also appealing to urban users. ‘Hijacked' by the ANC? Maimane issues National Dialogue warning
The government has yet to confirm the details of the financial costs associated with the national dialogue. The government says it is still finalising details of a controversial National Dialogue that some fear may be hijacked by the ANC. The dialogue will give South Africans an opportunity to comment on the kind of country they want to live in and their concerns about the direction the country has taken. Speaking to The Citizen about preparations for the dialogue, presidential spokesperson Vince Magwenya said the government will give full details once they have been finalised. 'Preparatory meetings are underway to finalise various details. The Eminent Persons Group will be meeting the president soon,' Magwenya said. There has been a public outcry over the alleged proposed R700 million budget for the National Dialogue event. Fix SA, not the ANC Build One South Africa (Bosa) leader, Mmusi Maimane, told The Citizen that the dialogue should be treated as an occasion to respond to the country's problems and not those of the ANC. Talks about a national dialogue first surfaced during the election season last year, when some polls suggested that the ANC would lose the elections for the first time since 1994. 'National dialogues occur post a significant crisis, be it a war or pandemic, so ideally we should have had one post the Covid-19 pandemic. Now, what is needed is efficacy in governance. 'So, our call is that the dialogue must depart from the National Development Plan (NDP) and build on from there. The crisis is not the ANC's electoral losses, it is our economy and lack of jobs.' Maimane said. He said a plan should come out of this dialogue on how South Africa should be governed over the next 30 years. 'My suggestion is that a number of parties have a prior dialogue, explore realigning politics and offer a different model of how SA can be governed in the next 30 years. 'If we don't have the alternative, then a dialogue will be ANC hijacked and the outcomes will be the same,' he said. 'To listen to the pain beneath the accusations; today's prayers prepare us for that dialogue,' he said. He described South Africa as a 'wrangling' nation in need of transformation and 'true reconciliation'. 'The fact of the matter is that we are a wrangling family. The recent events that have dominated our public conversation, the exodus of some citizens claiming persecution, the debates about the land and genocide, the accusations flying back and forth, those are not just political disagreements, they are the symptoms of a family that has never learnt how to be a family,' he said. Sipuka said black South Africans are unhappy about the slow pace of economic transformation and redress, while white citizens expressed anger about corruption and the collapse of ethical governance. 'We hear, 'Where is the acknowledgement of corruption that has become endemic and is destroying this country? 'Where is the accountability for the collapse of structures and systems that once worked for municipalities that no longer function, and infrastructure that crumbles, and for services that fail the very same people they were meant to serve?'' he said. National Dialogue can become act of self-healing

Its outcomes should influence the next three elections if we are serious about it. If we get it right, we should have one every ten years. The problem is that South African politicians and bureaucrats continually devise ways to spend money yet consistently fail to devise methods for determining whether the outcomes of those expenditures have been achieved. In his opposition to the proposed cost of the national dialogue, DA leader John Steenhuisen said the recent elections were South African conversations. The problem with that statement is that South Africa, with 63 million people and 28 million registered voters, only had 16 million people turn up to vote. That's just under 27% of our total population. If we include the demographic capacity for participation, then our elections are essentially a case of the middle and upper classes doing all the talking. The National Dialogue is a call to all South Africans to share their views on the kind of country they wish to live in. During elections, its politicians and party loyalists doing all the talking. Any opposing voices are usually shouted down. Our elections prove that many poor people are too discouraged to vote. But they do have a voice. But the DA leader is right: it still doesn't have to cost R700 million. South Africa has just over 49 million people aged 6 and older. This puts the unit cost at just over R14 per person if we include every citizen aged 6 and up. As someone who has done several conversations with communities across the country, the unit cost can be arrested at R2 per person. How? By allowing these conversations to be organically facilitated by local people over many days in their own geographic spaces. Eliminate catering other than water. Eliminate flying people in to host conversations. Eliminate the need to accommodate people in expensive locations. No one gets paid to serve as a local community facilitator for the national dialogue. Don't print any T-shirts. Allow conversations to take on diverse forms. Allow teachers to host conversations in their classrooms and feed this into the national dialogue feedback depository. Allow companies to hold national dialogue conversations. Appoint skilled, locally based, non-aligned community people to facilitate these local conversations. What skills are required? Not to interrogate inputs but to allow for the mature, free flow of conversations and to record it all in a non-judgmental way, and to protect the process. The Eminent Persons Group should prepare is a list of twenty core questions which can be used as conversation starters. Then allow people to talk. Don't judge their input. Just record it. Then thank them for coming. Within five days of every conversation, the community receives a verbatim transcript of all the inputs they have made to the national dialogue for their records. This ensures the integrity of the process. The worst thing that has already happened is that the Eminent Persons Group has been formed without thoroughly exploring the diverse concepts of a national dialogue. Because the default – a room filled with food and important people with t-shirts and security in over-priced facilities – will now dominate their minds. We have the opportunity to establish a dynamic process in which a country engages in conversation with itself as a regular and organic part of its democratic identity. In a country as filled as it is with generational trauma and constant violence, this process could become an act of immense self-healing. This is not an election. It's not a grandstand for public office. Nor is it the opportunity to launch personal attacks on others or to settle community or political scores. The most empowering and non-judgmental conversation starter for the national dialogue is, "If I had it my way, I would …." Cape Argus
