Oranga Tamariki report finds stark outcomes for Māori in state care system

The Independent Children's Monitor has found Māori children in the Oranga Tamariki system are overrepresented and being let down; and the outcomes for Māori adults involved in the system when they were younger "paint a stark picture", with higher mortality rates over time than those not involved.
Those same adults who had experience in custody or in care were nine times more likely to have used emergency housing as an adult and half as likely to be in employment, Children's Monitor chief executive Arran Jones said.
He said the report was a "story of consequence" and of needs not addressed by a system that could not always get the right support in place at the right time.
"The needs of tamariki and rangatahi then multiply as they escalate through the system."
The inaugural report in a new annual series, focused on whether the system was delivering outcomes for tamariki and rangatahi Māori, looked at the period between 1 July 2023, to 30 June 2024.
What this report did, compared to the usual monitoring of Oranga Tamariki operational activities, was "lifting up and looking at outcomes in terms of the life course for young people and their experiences", Jones said.
The report emphasised that most young Māori had no involvement in the Oranga Tamariki system. Jones said this context was important because narratives can "get away on us."
A third of those aged between zero and 18 in New Zealand were Māori - around 330,000 young people.

But when young Māori are involved in the system, "there are increasing levels of over-representations" Jones said.
The report stated the over-representation of Māori at every level within the care and protection system was a "clear indicator the system is not performing".
Around half of the reports of concern made to Oranga Tamariki were about tamariki and rangatahi Māori, the report showed. They also made up two-thirds of young people in state care, and more than three-quarters of those in youth justice custody.
In 2022, young Māori in care or custody achieved education qualifications at almost half the rate of Māori with no involvement in the system; those in the Oranga Tamariki system were significantly more likely to be hospitalised for self-harm than those not; those in care used mental health and addiction services at nearly five times the rate of those not involved, and rangatahi Māori in youth justice custody used those services at 15 times the rate.
"Considering 92 percent of these rangatahi had reports of concern made about their safety and wellbeing when they were younger, this is no surprise," said Jones.
When it came to involvement with the police, data showed a difference in the severity of proceedings against tamariki and rangatahi Māori in 2023/24:
Jones said the further these young people went into care, the worse their short- and long-term outcomes.
For older Māori between 27 and 30 who had been through the care and protection system, the report said their outcomes were "sobering".
"The data paints a stark picture of the consequence of the Oranga Tamariki system not doing more to help."
"Māori adults who had been in the system as children are less likely to be employed, less likely to have a driver licence, more likely to be on a benefit, more likely to be in emergency housing, and more likely to be hospitalised for self-harm than Māori who had no involvement.
"Mortality rates are double or triple those of Māori with no involvement in the Oranga Tamariki system for vehicle accidents and for self-harm (including suicide)."
Jones said 10 in 1000 of those young Māori will have taken their own lives by the age of 27 to 30.
And for Māori parents between 27 and 30 who had previously been in care themselves, 68 percent had children involved with Oranga Tamariki in some way and one in eight have had one or more children in care at some point.
It acknowledged some progress was being made, but "barriers" remained. Improving outcomes would require tough decisions on where to prioritise services and sharing power and funding, it said.

Other key findings:
The focus to date for the Independent Children's Monitor had been the experiences of young people in state care, but it was mandated to look at the whole Oranga Tamariki system, including youth justice and intervention services.
"Our legislation requires that we also do an annual report on outcomes for tamariki and rangatahi Māori and their whanau for the very reason that they are over represented in the system," Jones said.
He acknowledged some of this data had been reported about young people generally, but this was the first time a lot of it had been focused on young people with experience in the system. He said what was important was the extent of the disparity and outcomes.
The report looked at the aspirations of those in the system, and found those were not "that much different from all children in New Zealand", Jones said.
"They all want to aspire, to be healthy and happy, to have jobs, to be well-educated and to have children that they can keep safe and secure and go on [and live] happy lives."
The report showed that was not happening, he said, and made a strong case for investing early before the impact of what brought them to Oranga Tamariki's attention multiplied as they went through the system.
He acknowledged Oranga Tamariki had made progress in terms of frameworks and approaches to work better with tamariki Māori and their whānau, but there were operational barriers that remained preventing staff from working in the way they wanted.
The report also pointed to changes in funding and contracts impacting on relationships or the ability to maintain a trusted relationship. Jones said he had heard from families, providers and Oranga Tamariki's own staff about the cuts to funding and services making it harder for them to get the help that young people need.
"That's a message that's come through clearly."
Jones acknowledged Oranga Tamariki could not control the reports of concern that come to the agency, but once it became aware, "it's about what level of investment is made right across the system to support these families so things don't escalate, and hopefully that young people can go on and lead good lives".
He stressed the finding that 92 percent of young Māori involved in the youth justice system had concerns raised about their safety and wellbeing when they were younger, and said there was opportunity for the system to prevent some of the later behaviours that led to offending if the right support was put in place at an early stage.
"It creates this decision to be made about whether you build more ambulances at the bottom of the cliff and you deal with the harm that results, both to young people but also to communities, or whether there's an opportunity to invest much earlier."

It described Oranga Tamariki delegating powers and functions to Best Care (Whakapai Hauora) Charitable Trust - a subsidiary of the iwi authority for Rangitāne o Manawatū - since 2020, allowing for a youth justice social worker in this particular role.
The report said Whakapai Hauora worked to prevent rangatahi from reoffending. The Trust could facilitate FGCs, as well as engage rangatahi involved in youth justice in a range of initiatives. These included Mana Wahine (life skills for female rangatahi who have offended), Mana Taiohi (restorative FGC plans) and Whakapai te Waka (where rangatahi work to pay for their reparations).
Other wraparound services included gym visits or community-based clinical support for mental health issues and alcohol and drug use. Many of the programmes were run in groups, with whānau included, which the Children's Monitor heard were more successful than conventional approaches and led to better outcomes.
The report said it was hard to measure the impact of different approaches, but Oranga Tamariki said one marker of success for the youth justice delegation in Rangitāne was that for many years only one rangatahi referred to Whakapai Hauora had been proceeded to a court order.
Another example it gave was that some rangatahi who had completed youth justice programmes with Whakapai Hauora had returned as mentors. It also described the case of a young man who had committed retail crime, but was now employed by the company he had stolen from.
"This transformation is the result of the Whakapai Hauora whakaoranga process, where all parties met to hold the tāne accountable for his offending.
"We heard that this was made possible by "the aunties" who build and maintain strong community relationships and work in a te ao Māori way that meets the requirements of the Oranga Tamariki Act and Oranga Tamariki practice standards."
Wayne Blissett, executive director at Whakapai Hauora, told RNZ the devolution of those powers meant they carried on with the statutory obligations but were able to do so in a way that allowed "culture and meaning to be delivered in a conducive environment to healing and change".
"The opportunity for whanāu to take the chance for change is a lot more conducive in an environment which is supportive, acknowledging, and I think fair."
He said when those processes were delivered in a "mana-enhancing" way, it empowered whānau to make positive choices about some of the changes they wanted to make.
He referenced the example of the young man gaining employment where he had offended, saying when the victim saw the opportunity to be a part of the solution and work with the person that offended against them "that's pretty amazing".
Blissett believed the best way of improving outcomes for young Māori overall was to prevent them coming into care in the first place, which required earlier intervention and assessment, building communities, "as well as getting in sooner, better, faster, to create a wraparound support for whānau".
"Some of the challenges at the moment is that we're focusing on the individual, I don't like the word, but perpetrator, as opposed to looking at the whole whānau system, and what's created this environment."
He said the cycle had to be broken, and to do that required real opportunities with real solutions in a realistic setting for whānau.
"If we just keep working with the young people in isolation, we're not actually creating the chance for the whole whānau to break out of the cycle."

Iwi must deal with us 'whether they want us or not'

Photo: RNZ / Emma Andrews The head of a company that wants to mine millions of tonnes of ironsands from the seabed off the Taranaki coast says local iwi - which unanimously oppose the project - must engage with Trans-Tasman Resources "whether they want us or not", when it gets its consents. TTR has approval to vacuum up 50 million tonnes of sand annually from the South Taranaki seabed for 35 years to extract iron, vanadium and titanium, but the company still needs consent to discharge 45 million tonnes of unwanted sediment a year back into the shallow waters. The company has previously been thwarted through legal challenges right up to the Supreme Court and is currently going through the fast-track consenting process. TTR said it can mine the seabed environmentally safely, and its project would significantly boost the national and regional economies. Managing director Alan Eggers outlined the virtues of the project to councillors and members of the public - many of whom opposed it - for about an hour at a workshop last week. At the conclusion of his presentation, councillor Bryan Vickery asked Eggers why - despite his compelling case - did all eight Taranaki iwi oppose the project, and why was there a disconnect between TTR and iwi. In May, Ngā Iwi o Taranaki released a statement on behalf of the eight Post Settlement Governance Entity iwi of Taranaki, voicing their support for South Taranaki iwi in their opposition to seabed mining off the coast of Pātea. "Our iwi stand alongside our southern iwi to support them and amplify their concerns about seabed mining in their takiwā," said Ngā Iwi o Taranaki pouwhakahaere Wharehoka Wano. "We encourage all iwi to support our South Taranaki whānau in their deep opposition to TTR and seabed mining." Eggers told the workshop TTR had documented its interactions with iwi and they were extensive. "We're very disappointed at the lack of engagement that they have given us. They haven't engaged, they've refused to engage with us. "We would love to engage with them and, let me say this, we are going to be working with South Taranaki iwi when we get our consent, whether they like want us or not. "We're going to want them on board, and were going to want them to actually do a lot of this marine monitoring and research." After the meeting, Eggers told RNZ that iwi previously wanted to invest in the project. "We had a quite good relationship with South Taranaki iwi to start with and they were quite keen, in fact, to join us as perhaps an equity partner in the project, invest in the project. We'd welcomed that." Protect Our Moana group member and Parihaka uri Tihikura Hohaia said he didn't know who Eggers was talking about, when he said TTR had consulted with iwi. "He certainly hasn't come to consult with any of us grassroots whanau, hapū that are keeping our home fires burning on our marae... not at all, I can tell you that right now." Hohaia didn't hear anything in Eggers' presentation that made him think the project could go ahead in an environmentally safe way. "I don't believe it," he said. "It mustn't go ahead. "If it goes ahead, it's going to condemn our already impoverished, trampled uri to generations of protest." During his presentation, Eggers spoke to economic benefits and environmental credentials of TTR's project, while councillors and the public gallery maintained a steely silence. He pointed to the 3.2 billion tonne resource TTR had discovered in the South Taranaki Bight, saying it could generate export revenues of $1 billion a year, making it New Zealand's 11th or 12th largest exporter. The project would create about 1320 jobs nationally, and generate $190 million in government royalties and taxes per annum, Eggers said. Taranaki would benefit significantly. New Plymouth would be the operational headquarters, and Hāwera a training and logistics base. TTR would directly employ 305 people in Taranaki - 270 operational staff and 35 in administrative support. Eggers said 1125 jobs would be generated in the region in logistics, supplies, services and maritime operations. Port Taranaki and Whanganui Port would be upgraded, and TRR would spend $250 million annually in Taranaki. He brushed off concerns about the project disturbing marine mammals and rocky reefs, arguing - with supporting evidence - that there were no reefs in the project area and visits by blue whales anywhere near the mining site were extremely rare. Concerns about the plume created by dredging the seafloor were also dismissed, Eggers arguing that waters near the site would be no more turbid than during a stormy day and reefs would not be smothered. At the conclusion of his presentation, Eggers took about half a dozen questions from councillors, before Mayor Neil Holdom drew the meeting to a close. Eggers thought the meeting went well. "Well, I was pleased to have been given the opportunity, and hopefully I did give them some facts and figures around the project, and its benefits and effects." Hohaia remained unconvinced. "It felt very violent against a backdrop of a cultural upbringing in an area of land loss and so the pure focus on economics for us, the people in the room, sitting in the gallery, it seemed totally bereft of any wairua, of any spirit at all." He said proud opponents of the project sat through the address "with dignity". "These kinds of presentation, as you'd expect, are all about money, all about the supposed benefits through that perspective alone. We've seen enough environmental degradation, we've seen enough cultural degradation here in Taranaki to know better than to be lured by any more sliver coins." One of the brightest stars in the central North Island's pre-dawn sky led out this year's Matariki observance day, marking the beginning of the Māori new year. The theme for the national celebration was Matariki mā Puanga, highlighting the star Puanga, or Rigel. Puanga was honoured early on Friday morning from the tiny pā of Tirorangi in Karioi, southeast of Ohakune. A ceremony hosted at the foot of Ruapehu maunga by Ngāti Rangi was attended by around 500 people, including the Māori Queen Te Arikinui Kuīni Nga wai hono i te po and Ministers Paul Goldsmith and Tama Potaka. The rising of Puanga and the Matariki constellation (Pleiades) are part of an environmental calendar system and usher in the new year for many iwi. Puanga expert and Ngāti Rangi leader Che Wilson led the Hautapu ceremony. He said for tribes of the west, including Taranaki, Rangitīkei and Whanganui, Puanga gave a better read for the seasons ahead than Matariki and provided crucial weather insights in late autumn and early winter. 'So far it's looking positive,' Wilson said. The annual Matariki public holiday was legislated in 2022 and has since been celebrated nationally with a Hautapu ceremony honouring ancient tikanga (customs). The ceremony at Tirorangi pā was the first national Hautapu broadcast from a marae. The government's Chief Advisor Mātauranga Matariki, Professor Rangi Mātāmua, said Matariki mā Puanga was chosen as this year's theme to acknowledge regional and tribal variations in observing the Māori new year. 'The whole notion of Matariki mā Puanga is unity through diversity. Diversity is a strength,' Mātāmua said. 'We shouldn't look at the things that make us special and unique as things that should be polarised, because when they become polarised people become marginalised. 'For Māori, we've never ever looked at other's unique elements and seen them as an affront to the way we practice. It's the many flavours and many colours and many ideas that make us who we are as a nation.' Arts, Culture and Heritage Minister Paul Goldsmith said it was wonderful to have 'our own New Zealand indigenous New Year celebration'. 'It's cold – very cold – but it's a special time. It's about the drawing of people together, taking stock of where we are right now and thinking about what we're going to do next year. "This is the fourth national Matariki broadcast but the first time it has been hosted by a marae, and the first year Puanga is the star of national celebrations." Māori Development Minister Tama Potaka said the ceremony honoured the deceased and acknowledged the past, present and future. 'They are themes we can all embrace, and the Māori new year gives us time to pause and reflect on what's going right, what's going wrong and how we can re-set ourselves for the coming months.' Iwi member Tāwhiao McMaster saw Hautapu as 'our sacred state of re-set.' 'Last year we were quite clear on sending our burdens away so we could come back into this space of doing our work. 'This year, we need to be more aware of how we as a people in te Ao Māori can come together for our collective growth. This year, it's not just about kotahitanga, it's about whakapiki te ora – uplifting our lives.' Tracey-Lee Repia said observing Puanga was part of the push to revitalise cultural identity. 'What's beautiful is that we're able to reclaim our own stories and narratives pertaining to being Māori. 'It's really exciting because we're learning the things that our tūpuna knew and were just common knowledge.' Ngāputiputi Akapita attended the ceremony with her daughter, Te Whetu Matarangi Makea. 'Ahakoa ko te tau hou mō tatou te iwi Māori, he wā anō kia hono anō tātou te tāngata, ngā whānau, kia wānanga kia kōrero hei whakanui i tō tātou tuakiritanga,' Akapita said. [Although it is a new year for us Māori people, it is also a time for us to reconnect as individuals, families, to discuss and celebrate our identity.] Her one wish for the new year was 'for my family to be healthy'. Akapita's daughter said the morning had been special. 'To present our marae in this way, to host everyone, and for everyone to come together, the whakawhanaungatanga is actually really beautiful.' Kemp Dryden said the Hautapu was 'very grounding'. 'I felt the wairua this morning. I felt our old people here with us as the various rituals and incantations were done. I thought of my grandparents, other kaumātua who are no longer here. It was just special.'

Analysis: Tensions And Timing Test Luxon On First Official China Visit

, Deputy Political Editor in Beijing Analysis - Luck was not on Christopher Luxon's side for his first official trip to China. Even before the visit began, the prime minister was battling for control of the narrative, as a suite of former political leaders - including Helen Clark and Don Brash - accused the coalition of antagonising China through its embrace of the US. A clearly irritated Luxon batted away the warning - "maybe listen to fewer former politicians" - but the commentary persisted. In fact, the superpower struggle was given more prominence by events unfolding in the Middle East as Israel launched open warfare on Iran, with the US and China backing opposing sides. No surprise New Zealanders at home showed more interest in US President Donald Trump's "will-he-won't-he" contemplations than in Luxon's Shanghai sales pitch. Then came news of the Cook Islands diplomacy crisis right on the eve of Luxon's big sit-down with President Xi Jinping. Luxon had to have been cursing the timing, as his pre-meeting media conference was consumed by questions about the government's decision to suspend funding to the Pacific nation after its controversial agreements with China earlier this year. He tried valiantly to characterise New Zealand's issue as being solely with the Cook Islands government, but it was impossible to ignore China's contribution as one-half of the deals in question. That was evidenced by a pointed response from China's Foreign Ministry: that its cooperation with the Cook Islands "should not be disrupted or restrained by any third party". Was the trip a success? Such comments were not repeated, however, in the brief public parts of Luxon's high-level meetings at the Great Hall of the People. The leaders on both sides were direct in their opening remarks but not at all confrontational. President Xi Jinping acknowledged "ups and downs" in the relationship while Luxon pointedly noted the importance of "stability in our region". But both also stressed the value of their ties. Premier Li Qiang even welcomed the "candid" nature of the conversations. Certainly, there was nothing to suggest China is contemplating economic retribution, as some have suggested. Supporters of the government's approach will see that as proof its strategy is working. Its critics will caution it means only that there is still time to change course. To understand China's perspective, one can look to the state media for an indication. On Thursday, state tabloid Global Times hosted a piece by Qin Sheng, associate professor at the Chinese Academy of Social Sciences. Qin said the China-NZ relationship could provide an example of "healthy interaction" in a world of "rising geopolitical rivalry and pervasive uncertainty". At the same time, he warned that the US was "actively wooing" New Zealand to join its "small circles aimed at containing China" including AUKUS pillar two. "For New Zealand, it is important to see the broader picture and ensure that its choices align with the prevailing trend of history." From a personal perspective, the PM would've been thrilled that Xi had been "impressed" by him in their first meeting at APEC last year. Alas, that sentiment is unlikely to filter through to the NZ public in any meaningful way. All travelling media noted the paltry audience interest in the stories filed as they landed on the afternoon of the public holiday Matariki. More bad luck. Broadly speaking, business leaders in the delegation were enthused and positive about the China visit, but there were some quiet grumblings. Two particular gripes came up multiple times in conversations. The trip's length - just two nights in Shanghai and one in Beijing - was considered too brief from a business perspective. It was hard not to notice the extra empty seats on the 757 returning home with several delegates clearly deciding to stay on in Beijing a little longer. Several businesspeople also questioned Luxon's strategy for luring back Chinese tourists and his characterisation of the issue as a "marketing challenge". When speaking to reporters, Luxon repeatedly insisted the problem was that New Zealand lacked "share of mind" in China and simply needed more promotion. The blame, he said, lay with Labour for being too slow to come out of Covid-19. Never mind that China itself had been slower. Those spoken to by RNZ suggested the more pressing concern was cost - and pointed out the coalition had hiked visa fees and tripled the International Visitor Levy. What next? Luxon's focus will now shift to the NATO forum which is he due to attend in the Netherlands in the coming days. In his final media conference in Beijing, Luxon made clear he considered his attendance there to be quite separate from his China mission. But he must know the two are very much connected and will be viewed as such. In recent comments, NATO chief Mark Rutte has grouped China together with Russia, Iran and North Korea, as effective foes of the West. Asked about the remarks, Luxon said he had seen "no evidence" of those four powers actively working together against the West. One wonders how that "difference of opinion" - as Luxon put it - will go down when the PM arrives at the Hague. Just last week, China expert Jason Young told RNZ that one of New Zealand's biggest challenges over the next two decades would be navigating that tension between its Western security partners and its largest trading partner China. There can be no relying on luck for that.
