
Taxation system needs fundamental reform
EDITORIAL: Reportedly, the World Bank (WB) deferred the approval of additional International Development Association (IDA) credit equivalent to $70 million for the Pakistan Raises Revenue (PRR) project. It is concerning that official documents reveal Pakistan's tax system raises little revenue, creates economic distortions, and imposes a disproportionate burden on the poor — largely due to systemic inefficiencies.
Alarmingly, the World Bank's analysis shows that Pakistan's fiscal policies have a more pronounced effect on increasing poverty and a weaker impact on reducing inequality compared to other lower-middle-income countries.
The WB analysis reflects ground realities. Pakistan's taxation system is heavily skewed towards indirect taxes, while even a significant portion of direct taxes is collected through indirect mechanisms. The result is: even the direct taxes levied in this manner get priced in similar to indirect prices that are passed on and exacerbate the burden of high rates of indirect taxes on the people with disproportionately higher onus on the poor, while the wealthy remain immensely undertaxed.
A major share of taxes is collected at the import stage — on average, around 60 percent of GST during FY19–FY24. Additionally, a sizable portion of direct taxes is collected at the import stage. Compliant businesses adjust this against their income tax liabilities, but informal players simply pass the cost on to consumers. Even within the domestic supply chain, taxes intended to target traders and retailers are eventually transferred to the end consumer. These tax inefficiencies are embedded in domestic goods, making them more expensive and reducing the competitiveness of local firms. This is a key reason why Pakistan's exports have failed to diversify beyond traditional sectors. Large exporters with access to FBR (Federal Board of Revenue) officials and the PMO (Prime Minister's Office) get their tax refunds, while smaller or newer players struggle to achieve the same.
You cannot export inefficiencies — this is why exports have stagnated, while distortions remain priced into domestic goods and services. The lower the income, the higher the burden — especially when essentials like milk are taxed at one of the highest GST rates in the world. The government has also imposed Super Tax on corporates, which in some cases — particularly in relation to FMCGs — has been passed on to consumers. This is evident from the fact that net margins for these companies have remained stable, while gross margins have increased. Higher income taxes are, in effect, also being passed on through price hikes.
Higher taxation partly explains the unprecedented inflation witnessed over the past couple of years. This has pushed poverty levels up — now estimated at a staggering 44 percent. The poor are being strangled while the middle class is sliding into poverty. Meanwhile, the wealthy continue to enjoy rising incomes and pay a far smaller share of taxes leading to widening of the already yawning inequality. Another structural issue is tariff protection, which allows big businesses to protect their margins while raising prices for consumers — placing a heavier burden on low-income segments.
Under the current tax structure, achieving productive growth and export expansion is nearly impossible. The system needs fundamental reform. All income — regardless of source — should be treated equally in both letter and spirit. Reliance on indirect taxes must be reduced. Corporate income tax rates should be lowered, and, most importantly, GST rate should be slashed. However, these goals remain pipe dreams without political will and enforcement. There must be a starting point. The government should capitalise on falling inflation, subdued global commodity prices, and improving economic sentiment to initiate long-overdue tax reforms in the FY26 budget.

PEA seeks LCCI's help to protect emerging digital economy
LAHORE: Pakistan E-Commerce Association (PEA) has sought help of the Lahore Chamber of Commerce and Industry for support in mitigating the potential damage to the e-commerce ecosystem because of new taxation policies. In a meeting with the LCCI President Mian Abuzar Shad, the PEA delegation shared industry apprehensions and emphasized the urgent need for collaborative efforts to protect Pakistan's emerging digital economy. Former LCCI President Muhammad Ali Mian, delegation members Shahbaz Siddique, Imran Haider also spoke on the occasion while LCCI Executive Committee members Khurram Lodhi, Amina Randhawa and Rana Muhammad Nisar were also present. The PEA delegation apprised the LCCI President that the sudden introduction of complex taxation measures has caused widespread unrest among stakeholders in the e-commerce industry. They said that the government's recent policy changes were implemented without prior consultation and have created confusion due to vague legal definitions. This has raised fears of operational uncertainty among online sellers and marketplaces. They said that the requirement for mandatory registration for GST, Sales Tax and Income Tax, even for small and home-based businesses, will place an undue compliance burden on micro-entrepreneurs and discourage new entrants from participating in the digital economy. Moreover, the imposition of a higher withholding tax on Cash on Delivery (COD) transactions, compared to digital payments, was described as discriminatory and counterproductive to the government's stated goal of promoting digital transactions and financial inclusion. The delegation members said that the absence of stakeholder dialogue has left the industry unprepared to deal with these changes, which are being enforced without a clear roadmap. They also expressed concern over the lack of clarity in the definitions of key terms such as 'platforms' and 'intermediaries,' which could result in inconsistent enforcement and further confusion in the market. LCCI President Mian Abuzar assured full support to digital entrepreneurs and startups. He said that government policy-making must be inclusive, well-informed and designed in consultation with relevant stakeholders to ensure fairness and sustainability. He stressed the need for urgent dialogue between tax authorities and the digital business community to resolve these issues amicably. He proposed that clear and precise definitions should be introduced for terms like 'platform,' 'intermediary,' and 'seller' to eliminate ambiguity. He also called for the introduction of revenue-based exemption thresholds for small and home-based businesses so that they are not forced into unnecessary compliance. He emphasized that there should be a uniform tax treatment for COD and digital payments to avoid disincentivizing digital adoption. He further suggested that a transparent and efficient refund mechanism for advance tax deductions should be established to relieve financial pressure on businesses. He also highlighted the importance of allowing a transition period of at least two to three months for the smooth implementation of any new taxation policy. He said that educational programs and awareness campaigns should be launched to help businesses understand their tax obligations and successfully adapt to digital systems. Both LCCI and PEA agreed on the urgency of the matter and resolved to work collectively to ensure that government policies support the growth of e-commerce, encourage digital innovation and protect the interests of small businesses. The proposal to hold a joint press conference at the LCCI was welcomed by the Chamber, which reaffirmed its role as a bridge between the business community and policymakers. Cut from 18pc to 10pc: Solar panel prices to go up 4.6pc only, Aurangzeb tells Senate
ISLAMABAD: The prices of imported solar panels would increase 'only by 4.6 percent' as a result of the reduction in the tax – from 18 percent to 10 percent — on the imported solar panels, in the proposed federal budget for the upcoming financial year, Finance Minister Muhammad Aurangzeb informed the Upper House of the Parliament on Saturday. Winding up the budget debate in the Senate, Aurangzeb said the initial decision of imposing 18 percent tax on solar panels in the proposed federal budget aimed at protecting the local industry and creating an equally competitive environment to help start indigenous production of the solar panels. 'However, after detailed deliberations in both the Houses (of Parliament), and keeping in view the recommendations of the respected members, the government, in exhibition of seriousness and flexibility, has reduced proposed tax from 18 percent to 10 percent, and it would be applicable on the imported parts of solar panels that constitute 46 percent. So, imported solar panels' prices would increase by only 4.6 percent,' the minister said at the session, in which the Senate adopted the recommendations of the Senate Standing Committee on Finance and Revenue, before the House was prorogued. Taxing solar panels to backfire as Pakistan needs time to bolster manufacturing: Experts The minister said he received reports that some elements were involved in the hoarding of imported solar panels even before the imposition of the proposed 10 percent General Sales Tax (GST) to make more money. 'This is totally condemnable. I strictly warn such elements that the government will take every possible step to ensure public interest. Nobody would be allowed to exploit the public. Strictest action would be taken against these elements,' Aurangzeb reiterated. He requested Law Minister Azam Tarar, who was present in the House, to coordinate with the provincial governments to 'bring these culprits to justice.' The finance minister said 'more safeguards' were included in the proposed federal budget in relation to the powers of Federal Board of Revenue (FBR), to prevent misuse of power, and for better enforcement to counter fraud cases. He said the federal government's expenditure increased by 'only' 1.9 percent compared to previous years when it was recorded 'sometimes 10 percent, sometimes 12 or 13 percent.' The Benazir Income Support Programme (BISP) budget has been increased to support weakest segments of the society including widows, orphans, elderly citizens and special persons, said the finance minister, adding that the decision would financially support around 10 million families. 'No mini-budget was introduced in the last financial year. We maintained fiscal discipline, controlled inflation, increased forex reserves, and brought notable improvement in the current account. The purpose of all these steps is to pull Pakistan out of the quagmire of economic uncertainty, and put it on the road to sustainable progress,' said the minister. Like last year, this year too, more than 50 percent of recommendations of the Senate would be made part of the Finance Bill 2025, he hoped. Earlier, Chairman Senate Standing Committee on Finance and Revenue Saleem Mandviwalla presented the report containing the committee's recommendations regarding the Finance Bill 2025. Some key recommendations to the government, related to the Finance Bill 2025, as shared by Mandviwalla, included, continuing rebate on the taxes on the salaries of teachers/professors, increasing minimum wage up to 50,000 rupees, reduction in taxes on salaried class, monthly allowance of Rs 10,000 monthly for special persons, not to increase taxes on 800cc vehicles, not to increase taxes on print, media and IT (information technology) services, increasing government employees' salaries, among other recommendations. Last year, 52 percent Senate recommendations regarding the proposed federal budget were accepted by the government, the senator said, adding that he would ensure that the government accepted more than 52 percent of the recommendations this year. Home Minister Amit Shah's threat not to restore the Indus Waters Treaty (IWT) with Islamabad, and continue to divert the water flowing to Pakistan to other Indian states is a step beyond foolishness, and speaks of the BJP coterie's tendency of playing to the gallery. Such suspension is not possible under the nomenclature of the World Bank and global conventions for a lower riparian state. Delhi is also trying to influence nature by forcefully diverting the surplus flow from the three western rivers of the Indus water system, and by mulling construction of a 113km long canal on its pathway. Pakistan is already suffering from water stress since India has taken this bizarre unilateral step. Islamabad's call to talk it out in the backdrop of the recent four-day war has fallen on deaf ears. The stand-off, nonetheless, has also attracted some domestic interplay as Omar Abdullah, Occupied Jammu & Kashmir Chief Minister, has vented his anger over the flawed strategy of diverting water from his state, while it is in the midst of a drought. This row is, sooner than later, going to become an intra-state ordeal, mounting a climatic catastrophe in the region. To what extent is Delhi willing to go with the tide of anger and invite disaster on its own riverine system as well as hydropower installations is anybody's guess. As for Pakistan, it seeks a dialogue with India so as to discuss all irritants in bilateralism. That is why it was receptive to the mediation brokered by US President Donald Trump, and is willing to nominate him for the Nobel Peace Prize too in recognition of his diplomatic strides. The only way ahead for India is to desist from escalating the situation and resort to logic in the water domain. The flimsy conception of holding back water from the glaciers for long in its north is an assured precursor to disaster.
