PUDUCHERRY: Chief Minister N Rangasamy has directed officials to resume and complete the construction of 464 stalled apartments in Lambart Saravanan Nagar for the poor within six months. The housing project for poverty alleviation, undertaken by the Puducherry Slum Clearance Board (PSCB), had been sanctioned for 896 units but was partially delayed.
In a high-level review meeting held on Monday, the chief minister instructed PSCB officials to expedite the construction process and ensure timely handover of the homes to eligible beneficiaries. Authorities confirmed that the remaining work commenced on Tuesday.
The housing initiative dates back to 2008 when the Ministry of Housing and Urban Poverty Alleviation approved the construction of 1,136 dwelling units at Reddiarpalayam at an estimated cost of Rs 37.38 crore. The ministry agreed to release the central share of Rs 28 crore and the balance Rs 9.33 crore was to be mobilised by the Puducherry government.
The project was later revised to 896 units with a higher estimated cost of Rs 46 crore. Of these, 432 units were completed and allotted, while construction of the remaining 464 units was stalled.

The Solar Energy Corporation of India (SECI) has invited bids for the supply of 724,000 tonnes of green ammonia annually to 13 fertiliser plants in a move aimed at decarbonising India's heavily polluting fertiliser sector. SECI's tender will leverage renewable energy to produce green hydrogen and ammonia, promoting low-emission and domestic fertiliser production. To support the shift, the government is offering financial incentives under the National Green Hydrogen Mission, with production-linked incentives of Rs 8.82/kg, Rs 7.06/kg, and Rs 5.30/kg for the first three years, respectively, amounting to total support of Rs 1,533.4 crore. A payment security mechanism has also been put in place to mitigate the risks of payment delays from fertiliser companies. This will assure suppliers of steady cash flows. India consumes approximately 17–19 million tonnes of ammonia annually. The fertiliser industry consumes over half of the country's hydrogen demand, much of which is derived from imported natural gas. SECI's initiative is expected to cut this dependence, reduce exposure to global gas price fluctuations, and lower the trade deficit. Domestic green ammonia production is expected to enhance resilience during geopolitical disruptions and generate new employment opportunities, said the statement. SECI's green ammonia tender addresses the 'chicken-and-egg' challenge facing the hydrogen economy by simultaneously stimulating demand and supply. This initiative is a step towards India's goal of achieving net-zero carbon emissions by 2070.

EPTA urges extension of ISTS charges waiver for green projects to 2026

Apex industry body Electric Power Transmission Association (EPTA) on Monday urged the government to safeguard the viability of around 30 GW clean energy projects facing risks from delays beyond the control of developers by extending the Inter-State Transmission System (ISTS) charges waiver till March 2026. Investments of about Rs 2 lakh crore will be impacted if a relief is not given to the players in the form of extension in the waiver, G P Upadhyaya, the Director General of EPTA said while speaking to the media in the national capital. The government had announced a waiver for solar and wind projects to be set up and commissioned by June 30, 2025. Upadhyaya said "around 30 GW green capacity are under advance stages of development across various states. These projects are unlikely to be set up before June this year on account of multiple reasons". The capacity has been delayed due to reasons beyond power companies' control and they may move to CERC (Central Electricity Regulatory Commission) for solutions that may further delay in commissioning of these projects spread over states of Rajasthan, Gujarat, Madhya Pradesh, Andhra Pradesh, Tamil Nadu, Maharashtra among others. In some places there is issue of land availability, local issues, Great Indian bustard (a bustard is especially found in Rajasthan and Gujarat), he said in reply to a question on reasons for delay in projects. On a solution, the DG said, "We are not seeking a blanket extension. We are only proposing that the projects which have achieved key development milestones, such as securing financial closure, acquiring at least 50 per cent of required land, and placing key equipment orders, should be granted a 6-9 month window to avail the ISTS waiver benefits." As another alternative, Upadhyaya suggested recommended a more gradual phase-out of the waiver, starting with a 10 per cent withdrawal every year instead of the proposed 25 per cent. Such a calibrated approach would significantly ease the impact of the waiver's withdrawal on the cost of green power, thereby allowing RE power to stay competitive and attract more investments in this key sector. The industry is of the view that the proposed withdrawal at 25 per cent per year will disrupt ongoing projects, jeopardise investments, and undermine cost competitiveness, especially for commercial and industrial (C&I) consumers who already pay among the highest electricity tariffs globally, he said.
