The European Central Bank will keep a flexible approach to monetary policy decisions against a backdrop where the conflict between Israel and Iran has compounded risks from Washington's trade policy, a top policymaker said on Wednesday.
ECB Governing Council member Fabio Panetta, who heads Italy's central bank, said euro zone inflation was likely to remain below the 2% target for an extended period, against a "persistently weak" economy, based on current projections.
Speaking on the sidelines of a separate event in Milan, fellow ECB policymaker and Bank of Portugal Governor Mario Centeno said the weakness of the euro zone economy was worrying and posed a threat to the ECB's inflation target.
Data released on Wednesday by Eurostat confirmed that consumer prices rose 1.9% in May from a year ago.
Panetta, at a Milan banking conference, pointed to "substantial and difficult-to-quantify risks" for the economic outlook stemming from the U.S. trade policy and the situation in the Middle East.
"Against this backdrop, the ECB's Governing Council, at its most recent meeting, reaffirmed a flexible approach, keeping its options open," he said.
"It will continue to take decisions on a meeting-by-meeting basis, without pre-committing to a defined course for monetary policy."
The ECB signalled a pause in policy easing this month despite projections showing price growth dipping below its 2% target temporarily due to the strong euro and low oil prices, reviving worries that the ultra-low inflation environment of the pre-pandemic decade could return.
"We are very worried about growth in Europe because it's not coming, and if it's not coming inflation won't be at 2%," Centeno told reporters.
"We need a stronger economy to be compatible with 2% inflation, that's my main position," he said on the sidelines of the Young Factor conference in Milan.

The Central Bank of the UAE (CBUAE) announced the increase in money supply aggregate M1 by 0.4%, from AED982.4 billion at the end of February 2025 to AED986.2 billion at the end of March 2025. The increase was due to AED5.1 billion growth in currency in circulation outside banks, overriding the AED1.4 billion decrease in monetary deposits. The money supply aggregate M2 increased by 3.3%, increasing from AED 2,360.3 billion at the end of February 2025 to AED2,437.7 billion at the end of March 2025. M2 increased because of an elevated M1, and AED73.8 billion increase in Quasi-Monetary Deposits. The money supply aggregate M3 also increased by 2.9%, from AED2,811.7 billion at the end of February 2025 to AED2,893.7 billion at the end of March 2025. M3 increased due to the growth in M2, and AED4.5 billion increase in government deposits. The monetary base increased by 2.0%, from AED816.6 billion at the end of February 2025 to AED833.1 billion at the end of March 2025. The growth in the monetary base was driven by increases in currency issued by 4.1% and in reserve account by 62.0%, overriding the decrease in banks & OFCs' current accounts & overnight deposits of banks at CBUAE by 64.2% and in monetary bills & Islamic certificates of deposit by 6.3%. Gross banks' assets, including bankers' acceptances, increased by 1.9% from AED4,632.2 billion at the end of February 2025 to AED4,719.4 billion at the end of March 2025. Gross credit increased by 1.6% from AED2,204.3 billion at the end of February 2025 to AED2,240.0 billion at the end of March 2025. Gross credit increased due the combined growth in domestic credit by AED19.5 billion and foreign credit by AED16.2 billion. The growth in domestic credit was due to increases in credit to the; public sector (government-related entities) by 0.2%, private sector by 1.4% and non-banking financial institutions by 1.9%, while credit to the government sector decreased by 0.3%. Banks' deposits increased by 2.3%, from AED2,871.5 billion at the end of February 2025 to AED2,936.4 billion at the end of March 2025. The increase in bank deposits was driven by the shared growth in resident deposits by 2.4%, settling at AED2,687.8 billion and in non- resident deposits by 0.4%, reaching AED248.6 billion. Within the resident deposits; government-related entities deposits increased by 4.3%, private sector deposits increased by 3.1% and non-banking financial institutions deposits increased by 5.1%, while deposits to the government sector decreased by 2.3%, by the end of March 2025.

A senior official at the Federal Reserve has suggested that the US central bank should consider cutting interest rates as soon as next month. 'We could do this as early as July,' Fed Governor Christopher Waller said on CNBC. 'That would be my view, whether the committee would go along with it or not.' As a governor on the Federal Reserve Board, Mr Waller holds a permanent vote on the central bank's rate-setting Federal Open Market Committee. Mr Waller and other Fed officials unanimously voted to hold interest rates steady between 4.25 and 4.50 per cent on Wednesday. The Central Bank of the UAE, which follows Fed decisions because of the dollar peg, also held rates steady following the US central bank's decision. Fed officials this week also maintained their forecast for two quarter-point cuts this year before slowing the pace of cuts in 2026. Several officials projected zero rate cuts, pointing to some uncertainty on the future policy path. The central bank has not adjusted interest rates in its last four meetings, largely due to the uncertainty surrounding tariffs. But Mr Waller said the Fed can 'look through' their inflation impact, arguing tariffs would create a one-time inflation bump rather than persistent high prices. Fed Chair Jerome Powell on Wednesday said tariffs could either have a one-off or persistent effect on inflation. Asked by reporters why not cut interest rates this month, Mr Powell said he expected to see 'meaningful' inflation in the coming months. Data shows that the Fed's preferred inflation metric has decelerated for three consecutive months. The PCE (Personal Consumption Expenditures) Price Index rose 2.1 per cent annually last month, one-tenth of a percentage point above the Fed's long-term target. 'The data the last few months has been showing that trend inflation is looking pretty good,' Mr Waller said. He suggested that, if the Fed were to begin cutting rates in July, it should begin slowly. 'But start the process,' Mr Waller suggested. 'That's the key thing. And then if there's some big shock due to maybe the Middle East conflict, we can pause.' Mr Waller added that he is also concerned about the jobs market. While the unemployment rate has remained stable at around 4.2 per cent, Mr Waller said he was concerned about fewer jobs being created. The four-week average of jobless claims is at its highest level since August 2023, according to data from the Labour Department. 'Why do we want to wait until we actually see it crash before we start cutting rates?' he added. 'So I'm all in favour of saying maybe we should start thinking about cutting the policy rate at the next meeting, because we don't want to wait till the job market tanks before we start cutting the policy rate.' The Fed holds its next two-day meeting from July 29 to 30.
