
CIMB: India's duty cut, low stocks seen boosting Malaysian palm oil exports
KUALA LUMPUR: India's recent decision to reduce import duties for palm oil, coupled with low edible oil stocks in the country, is likely to boost Malaysian palm oil exports in May.
CIMB Securities Research said the recent correction in the crude palm oil (CPO) price has improved palm price competitiveness against soybean oil.
"Palm oil currently trades at a discount of US$128 per tonne against soybean oil.
"This, coupled with India's recent decision to halve the import duties on palm oil to 10 per cent with effect from 30 May, will lower the effective duty on palm oil to 16.5 per cent," it said in a note.
The firm said this competitive pricing, combined with current low domestic stocks in India, is expected to lead to increased Indian palm oil purchases.
Separately, CIMB Securities said the Indonesian government raised the export levy on crude palm oil to 10 per cent, effective from May 17, to raise revenue to fund its biodiesel programme and subsidise replanting.
"Following the change, we expect Indonesian palm oil exports to resume in favour of refined palm products.
"We project CPO prices to remain within the RM3,700–4,100 per tonne range in June, given rising exports.
"Our average CPO price forecast of RM4,200 per tonne for 2025 remains unchanged," it said.
Meanwhile, CIMB Securities said Malaysian palm oil stocks are expected to rise one per cent month on month (MoM) to 2 million tonnes in June 2025.
The firm said Malaysian palm oil stocks rose seven per cent MoM to 1.99 million tonnes in May 2025, below its estimates but in line with consensus estimates.
"The CPO production is projected to be flat owing to fewer working days, while palm oil exports are expected to increase by eight per cent MoM to 1.5 million tonnes," it said.
Overall, CIMB Securities has maintained its Neutral rating on the sector, as it expects CPO prices to remain range-bound.
"Our preferred pick is IOI Corp Bhd given its lower exposure to Indonesian regulatory risks, its relatively attractive valuations and the positive impact of a stronger ringgit on its US dollar debt obligations.
"For investors seeking dividend yield and exposure to smaller-cap palm oil players, our preferred pick is Hap Seng Plantations Bhd owing to its undervalued assets," it added.

High Court stays freeze order on Na'imah's assets
KUALA LUMPUR: The High Court here has granted a stay on an ex-parte forfeiture order obtained by the Malaysian Anti-Corruption Commission (MACC) earlier this month in its bid to freeze £132mil (RM758.2mil) worth of assets in London belonging to Toh Puan Na'imah Khalid and her family. Justice Azhar Abdul Hamid said the order was stayed pending an application by Na'imah, who is seeking to intervene in the MACC's notice of motion. ALSO READ: Daim's widow to challenge London asset freeze order "This application (to be an intervener) should be heard inter parte. "The application should be filed and served within 14 days. At the same time, the order dated June 3 is stayed," Justice Azhar said on Monday (June 23). The court fixed July 9 to hear the application to intervene. On June 3, the same court had granted the MACC an order to freeze the assets in London belonging to Na'imah, who is the wife of the late former finance minister Tun Daim Zainuddin. The assets include two commercial buildings, five luxury residences and one bank account. It said the freeze was part of ongoing efforts to trace and recover assets believed to be connected to unlawful activity. At a separate High Court, Justice K. Muniandy fixed Aug 1 to hear Na'imah's application to intervene in another ex-parte notice of motion filed by the MACC. The MACC had sought to obtain an ex-parte court order under Section 53 of the AMLATFPUAA to forfeit more than RM544mil in US dollars and pound sterling. Based on preliminary investigation, we believe the assets owned by Na'imah and her associates had never been declared (to the LHDN). "We say that the assets must be frozen before (they are) disposed of," she said in her oral application. Meanwhile, Na'imah's lawyer Datuk Dr Gurdial Singh Nijar said he was "perplexed and disappointed" over the application as the MACC had never mention any respondent's name in its filing. "The order isn't just against the property but also against the person. This application cannot proceed as an ex parte. It has to proceed as an inter parte. I seek that this court make no order (on the freeze) until an inter parte application is heard," he said. Justice Muniandy then ruled that the application to intervene would be heard inter parte and fixed Aug 1 for hearing.

HSS Engineers secures US$2.4mil design consultancy deal in India
KUALA LUMPUR: HSS Engineers Bhd (HEB) has secured a US$2.35 million (about RM10.05 million) contract for a container terminal development project in Tuna Tekra, India. The contract was awarded to its wholly owned subsidiary, HSS Engineering Sdn Bhd (HSSE), the group said in a filing with Bursa Malaysia today. Under the deal, HSSE will provide building information modelling (BIM) and engineering design consultancy services for the project. HEB said the letter of appointment was awarded by Ocean Lifespaces India Pvt Ltd for Package 2 of the design and build phase of the Hindustan Gateway Container Terminal Kandla Private Ltd project. The consultancy services are scheduled to start on June 16 and will span 28 months. Under the scope of work, HSSE will deliver preliminary and detailed engineering designs, supplementary BIM services and post-construction deliverables. The professional fees are milestone-based, with 30 per cent already received and the remaining 70 per cent to be paid progressively upon achieving specified project milestones. HEB said the project would be carried out in exclusive collaboration with HSS Integrated Sdn Bhd, an associate company, in line with their teaming arrangement. "(This project) represents a significant milestone for the group and aligns with its overarching growth strategy, including geographical expansion into India while complementing our core expertise in the transportation sector," it said. The group expects the project to contribute positively to its revenue and earnings from the financial years ending Dec 31, 2025, to Dec 31, 2027. It will be funded through a combination of internal funds and external borrowings.

Basic needs exempted from revised SST to protect vulnerable households, says Treasury sec-gen
PETALING JAYA: The sales and service tax (SST) expansion is part of the government's strategy to focus taxation on discretionary spending and not basic needs to protect vulnerable households, says Treasury secretary-general Datuk Johan Mahmood Merican. He said the structure of the expansion minimised the burden on the people by exempting basic goods and small service operators from SST. Responding to concerns about affordability for low-income groups, Johan also said the SST's projected impact on inflation is modest and should not negate the benefits of wage reforms. 'Bank estimates show SST would only add about 0.25% to the consumer price index. So yes, there is impact, but not of a magnitude that wipes out wage gains,' he said. ALSO READ: Taxes should prioritise people's overall well-being 'The very basic goods… your chicken meat, vegetables, rice, roti… remain at 0%,' he told media practitioners attending the Concorde Club meeting via Zoom on Monday (June 23), moderated by Bernama chairman Datuk Seri Wong Chun Wai. 'Even for seafood, it's targeted. Kembung and tilapia remain exempt while premium items like salmon and caviar are taxed,' he added. Johan also said imported fruits are subject to 5% SST, while local fruits remain exempt, a move he said was both a matter of consumer choice and policy encouragement for domestic agriculture. 'We feel there is an element of choice. There are local fruits you can buy. It's also about promoting local food production," he said. However, Johan said the government drew a line to protect small businesses from compliance burdens. He also pointed out that most households will see reduced electricity bills under the latest tariff adjustments and will continue enjoying fuel subsidies under the planned RON95 rationalisation. 'This combination of targeted taxation, maintained subsidies and higher wages is meant to ease pressure on the rakyat while ensuring we have the revenue to fund public services,' Johan said.
