Kota Kinabalu: Sabah is still on target to overcome challenges posed by the State's low electricity reserve margin that could impede its transition to renewable energy, said State Finance Minister Datuk Seri Masidi Manjun. 'There is a concern that the low reserve margin will hamper or delay Sabah's goal to achieve green energy. 'It is going to be tough, but I think we are still on target to overcome the challenges,' he told a press conference after representing the Chief Minister to officiate the Sabah Renewable Energy Conference (SAREC) 2025: Corridor to Transform Vision to Reality at Shangri-La Tanjung Aru Resort, here, Thursday. Masidi said a primary difficulty lies in maintaining an adequate energy margin while ramping up renewable capacity. 'There are a lot of issues that come with the need to have a solution in energy margin in Sabah, but I think we are still on track to sort it out.' He confirmed that Sabah is in an 'ongoing discussion' with Tenaga Nasional Berhad (TNB) to address the shortfall. 'We are always in consultation with them.' Masidi conceded that subsidies for energy — particularly during the transition to greener power — will require significant state expenditure. 'We understand the fact that in the case of Sabah, it involved a huge amount of money for subsidies, but again, good stuff costs a lot of money and it is one of them.' Asked about the possibility of coal-fired generation, Masidi said while the option remains under consideration, his personal stance is firmly against it. 'It is a personal stand that we should try to avoid it. There is so much at stake. When you talk about sustainability, you need to sacrifice something that can actually be good for the State, but we need to look long term.' Masidi stressed that long-term resilience requires Sabah to distinguish itself from other states by prioritising sustainability. 'The long term is about sustainability in the need for Sabah to put ourselves in a different sort of how people see us than other states in the country.' On the recent report that Sabah's natural gas reserves are depleting at 4 per cent per year, the Minister observed that resource depletion is inevitable worldwide. 'All natural gas reserves will eventually deplete, not just in Sabah, but also in other places in the world,' he said, adding the focus should be on maximising existing reserves while developing alternatives. 'The issue is how to maximise its utilisation to solve problems. There should be better considerations than just fearing about the fact that it is going to deplete. Looking ahead, he acknowledged the possibility of importing gas but emphasised mitigation through renewables. 'I cannot say how much is going to happen in the future, but I can only say that it can be mitigated by going into a sustainable source. That is exactly what the conference is all about today, so that we are less reliant on gas,' he said. 'Addressing a colourful analogy used by a former Minister,' Masidi clarified the so-called 'monkeys and gold' metaphor. 'He meant well, but the metaphor is slightly something that I think is more to get the attention of the people,' he explained. 'What he was saying is that you can actually have coal and you can utilise your coal in order to solve your problems. But Sabah opted not to exploit coal in those days, simply because we would like to keep Sabah green.' He lauded Sabah's decision to prioritise conservation over coal exploitation, noting the dividends for tourism. 'Tourism is the new gold, by the way. Tourism, over 95 per cent of all those engaged in tourism are Sabahans…It is only in the tourism industry that overwhelmingly the players…are all Sabahans. That, to me, deserved it and worth more than the gold that we opted not to exploit.' On the Ocean Thermal Energy Commission (OTEC) initiative, Masidi cautioned that results will take time. 'It will take time for it to see some form of fruition because it's a new source of energy. It's something that not many people in the world have started. So we have a long way to go. '(But) if we just fold our hands and wait for it, it won't happen. Bintulu TIC to add RM12B GDP, create 19,000 jobs by 2040
KUALA LUMPUR: The Transitioning Industrial Clusters (TIC) initiative in Bintulu, Sarawak, has the potential to contribute an additional RM12 billion to the country's gross domestic product (GDP), said Prime Minister Datuk Seri Anwar Ibrahim. He said this initiative is expected to create 19,000 new job opportunities and reduce carbon emissions by 21.35 million tonnes by 2040. 'This effort is in line with the state's aspirations towards net-zero carbon and strengthens Sarawak's position as the country's leader in the green industry,' he said in a post on X today. Earlier today, Anwar chaired the National Digital Economy and Fourth Industrial Revolution Council (MED4IRN) Meeting No 3/2025, an important forum for assessing progress and setting a new direction for the country's digital economy. The prime minister said that during the meeting, he was interested in the presentation regarding Sarawak's intention to develop a TIC in Bintulu. Anwar said the government agreed to adopt TIC as a national agenda as it is a strategic move that unites companies and public institutions to drive green economic growth, open up highly skilled job opportunities and reduce carbon emissions. Meanwhile, the meeting also discussed the implementation of GovTech Malaysia, including the MyGOV Malaysia application, which functions as the government's single digital gateway. 'Through the gateway, the rakyat can deal with various government agencies online without having to queue at the counter. 'This demonstrates the government's commitment to bring services closer to the people in a simple, efficient and transparent manner,' he said. In the same meeting, Anwar also stressed the importance of expanding the implementation of MyDigital ID to the private sector. 'We must ensure a secure, comprehensive and trusted digital ecosystem not only for government services, but also for every aspect of daily life and future business activities,' he said.

TNB tariff reform neutral to earnings but enhances transparency and cash flow
TENAGA Nasional Bhd (TNB) is expected to maintain earnings stability while benefiting from improved cost recovery and billing clarity under the newly announced Regulatory Period 4 (RP4) electricity tariff framework for Peninsular Malaysia. The revised tariff, announced by the Energy Commission and published on Bursa Malaysia earlier today, will come into effect on July 1, 2025, and remain in place until December 31, 2027. It includes a new base tariff of 45.40 sen/kWh, replacing the previous 39.95 sen/kWh, and introduces a monthly automatic fuel adjustment (AFA) mechanism in place of the current semi-annual imbalance cost pass-through (ICPT) system. CIMB Securities views the tariff change as earnings-neutral. 'Regardless of tariff changes, the IBR framework provides regulatory adjustments such that TNB ultimately earns the regulatory rate of return (7.3%) on the regulated asset base (RAB),' the research house said in a note. It added that the AFA 'will reflect the market fuel prices and forex on a monthly basis (instead of every 6 months),' which would help the utility better manage working capital amid fuel price volatility. PublicInvest Research, which maintained an 'Outperform' rating on TNB with a target price of RM16, also welcomed the new mechanism. 'The AFA mechanism is expected to ease TNB's working capital requirement amid volatile fuel prices,' it said, highlighting that the structural shift allows for 'more timely cost recovery.' The base tariff of 45.40 sen/kWh is slightly lower than the 45.62 sen/kWh announced in December 2024, and according to PublicInvest, 'the marginal reduction in base tariff is likely attributable to lower generation cost components, reflecting the decline in fuel prices observed in 1H2025.' For residential users, the new structure is expected to be favourable, with CIMB noting that 'residential customers that use 50–900 kWh per month will see their electricity bills fall by 1–15%,' aided by Energy Efficiency Incentive (EEI) rebates of up to 25 sen/kWh. However, customers who consume more than 1,000kWh monthly will be subject to fuel price adjustments under the AFA. The tariff structure also introduces a revamped classification system based on voltage levels – categorising users into domestic and non-domestic groups – and breaks down charges into five components: energy, capacity, network, retail, and AFA. PublicInvest pointed out that the change 'enhances billing transparency' and extends the time-of-use (ToU) scheme to domestic users, allowing them to optimise electricity consumption during off-peak hours. Non-domestic customers, especially in the medium and high voltage categories, will face a higher effective maximum demand (MD) charge. 'This will incentivise large-scale commercial and industrial consumers to optimise their energy usage, particularly by reducing load during peak demand periods,' said PublicInvest. While the new structure may introduce variability in bills for business users depending on usage profiles, peak/off-peak load patterns, and maximum demand, analysts believe it encourages long-term grid stability and sustainable electricity use. CIMB forecasts TNB's core net profit will grow from RM4.36 billion in FY2025 to RM4.97 billion in FY2026, supported by regulated earnings and a healthy capex pipeline. 'Under RP4, the RAB is expected to grow healthily, led by a 12% higher base capex of RM26.6 billion and contingent capex of RM16.3 billion,' the firm added. PublicInvest remains bullish on the sector, citing rising demand, TNB's RM42.9 billion planned capex, and the expansion of renewable energy initiatives. 'We maintain our Overweight rating on the sector,' it said, identifying TNB as its top pick. TNB, in its own announcement today, reaffirmed that the implementation of RP4 supports the goals of the National Energy Transition Roadmap (NETR), and that it remains committed to ensuring a reliable and sustainable power supply for the country. — TMR
