E&O's earnings outlook brightens on RM2bil project pipeline

The Star03-06-2025

PETALING JAYA: Eastern & Oriental Bhd (E&O) has about RM2bil worth of projects slated for rollout over the next 12 months which is expected to generate about RM850mil sales in its financial year 2026 (FY26), analysts say.
RHB Research has raised its FY26 and FY27 earnings outlook for the company by 8% and 7%, respectively.
E&O's unbilled sales rose to RM1.5bil from RM1.46bil in the third quarter of FY25 (3Q25).
The research house maintained its 'buy' call on the stock but lowered its target price to RM1.17 from RM1.38 per share, citing persistent market volatility arising from regulatory changes that are expected to affect global trade and sentiment.
The new target price is now based on a 50% discount to the property developer's revalued net asset value, compared with 40% previously.
Upcoming property launches include its Senna and Fera homes in Penang with gross development value of RM306mil in July or August, maiden shop offices and three-storey terrace homes in Elmina development in Selangor, as well as a new block of mid-range waterfront service apartments on Andaman Island, Penang.
E&O's results for its fourth quarter of financial year ended March 31 once again beat the research house's expectations. Earnings continued to be underpinned by ongoing projects and were boosted by the disposal of Esca House in London.
Revenue remained stable on a quarter-on-quarter basis, supported by billings from ongoing projects such as The Meg, Arica, and Senna and Fera landed homes at Andaman Island, as well as the RM75mil sale of Esca House.
However, headline pre-tax profit for FY25 was skewed by an unrealised foreign-exchange loss of RM29mil.
Excluding this, FY25 core earnings would have been RM210mil versus RM100mil in FY24.Net gearing rose to 0.62 times from 0.59 times in the previous quarter.
No final dividend was declared, with the FY25 dividend per share amounting to only one sen.

Expansion of SST burdens people and raises prices, says Dr Wee

PETALING JAYA: The expansion of the Sales and Services Tax (SST) will further burden the people and give businesses an excuse to raise prices, says MCA president Datuk Seri Dr Wee Ka Siong. He said that unlike the Goods and Services Tax (GST), the SST lacks transparency, consistency, and the capacity to generate sustainable revenue. 'The government's continued expansion of SST, likely due to fiscal pressure, is a burden to the people and gives businesses an excuse to raise prices. 'MCA urges the government to take these concerns seriously and consider the constructive feedback from all sectors,' he said on Facebook on Saturday (June 21). Dr Wee said that reintroducing the GST could ensure the stability and strength of the country. He said that the GST is widely recognised for its transparency and efficiency. 'A responsible approach would be to exempt certain SMEs and vulnerable groups from the policy, rather than just postponing the rollout. 'A delay is only a short-term fix. In fact, it should be seen as a starting point for reviving the GST,' he said at the E-Invoice Seminar hosted by the MCA Political Education Committee and School of Political Studies earlier today. Dr Wee added that if GST is implemented, the e-invoice function would be included in the taxation software. 'I emphasised that while the government announced a revised timeline for e-invoice implementation on June 5, simply delaying it won't solve the root issues. MCA is of the view that the e-invoice component is a subset of the GST system,' he added. Last week, Prime Minister Datuk Seri Anwar Ibrahim said that reintroducing GST would unfairly burden lower-income earners. He said the implementation of GST would mean the poor, including fishermen, smallholders, low-wage earners, and street vendors, would be taxed on everyday essentials. On June 9, the Finance Ministry announced that the reviewed and expanded SST rates would come into effect next month. The measure is aimed at strengthening the country's fiscal position by increasing revenue and broadening the tax base, the ministry said.

Hygiene woes swamp Gelang Patah

Pandak at the state assembly sitting raising his constituents' concerns about safety and cleanliness. LACK of cleanliness and the presence of foreign workers in shoplots in Gelang Patah can tarnish the area's image, says a Johor assemblyman. Speaking at the state assembly sitting, Datuk Pandak Ahmad (BN-Kota Iskandar) said quick action was needed to ensure the area remained clean, safe and comfortable for residents. 'Many of the three-storey shophouses near an industrial park in Tanjung Pelepas, Gelang Patah, have been turned into foreign workers' accommodation. 'The area could be labelled as a 'little Bangladesh town' due to the presence of these foreigners. 'Some of these foreigners are even operating sundry shops without valid licences,' Pandak said in his speech during the debate session of the state assembly meeting at Bangunan Sultan Ismail in Kota Iskandar. He expressed hope that the Labour Department, Iskandar Puteri City Council and related agencies would address these issues because rubbish strewn in the back alleys of the shoplots had become a common sight. Separately, Tan Eng Meng (BN-Pekan Nanas) in his speech thanked the state government for not sidelining Pontian in development plans. He was glad that serious attention had been given to districts such as Pontian, where his state constituency is located, rather than just focusing on economic developments only in areas such as Iskandar Malaysia and Pengerang. 'One of the significant developments in Pontian is the Tropicana Industrial Park in Pekan Nanas, involving a major investment of RM2bil by Alton Industry Ltd Group. 'This development will create new job opportunities for locals and strengthen the industrial sector that forms the backbone of the district's economic development. 'In fact, the presence of this new facility, which functions as a research and development hub, marks a major leap for Pekan Nanas,' said Tan. Alton is a US-based global supplier of consumer and commercial tools, appliances and floor care. Tan pointed out that the project had opened up vast opportunities for local talents to develop their potential in the high-tech field, which was becoming increasingly vital.

Fairer, progressive rates

KUALA LUMPUR: More than 23.6 million domestic users in Peninsular Malaysia will benefit from fairer and progressive rates with the implementation of the new electricity tariff schedule approved by the government. This tariff schedule will take effect from July 1, 2025, to Dec 31, 2027, under the incentive-based regulation (IBR) framework, in line with provisions under Section 26 of the Electricity Supply Act 1990. The electricity tariff revision for the fourth regulatory period (RP4) involves restructuring three components, which are average base tariff rates, the new tariff schedule and fuel cost adjustment mechanisms. Average Base Tariff The average base tariff is adjusted based on the estimated cost of electricity supply for RP4 and set at 45.40 sen/kWh, lower than the 45.62 sen/kWh approved in December last year. With this adjustment, the overall average electricity tariff cost will be reduced by 19 per cent compared with the third regulatory period (RP3). Tariff Structure Changes The introduction of the new tariff schedule includes a revision of customer categories, now divided into domestic and non-domestic groups based on low, medium or high-voltage supply. It also involves the setting of charges for the energy, capacity, network and retail components, each determined according to their respective costs. The Energy Efficiency Incentive will be introduced to encourage 23.6 million domestic users to adopt prudent electricity consumption practices. Through this incentive, domestic users with electricity consumption of 1,000kWh and below are not expected to be affected by the new tariff schedule. In addition, non-domestic low-voltage users with consumption of 200kWh and below will also benefit from this incentive. Meanwhile, the time-of-use (ToU) scheme has been streamlined and expanded to offer longer off-peak periods, including Saturdays and Sundays, as well as from 10pm to 2pm on weekdays. This is to encourage more efficient consumption management based on demand, in line with efforts towards a more efficient and sustainable energy system. By shifting their usage to off-peak periods, consumers can reduce their electricity bills compared with peak periods. To ensure that social and welfare needs continue to be looked after, the government has agreed to apply specific tariffs for the agriculture, water and sewerage services, as well as rail operators or traction. A 10 per cent rebate will be provided for registered higher-learning institutions, schools, charity homes and houses of worship. The government will also continue the RM40 electricity bill rebate programme, which provides a monthly subsidy of up to RM40 for heads of households categorised as hardcore poor and registered with the e-Kasih system under the Prime Minister's Department. Eligible users can check their eligibility status via or by visiting their nearest utility branch. Overall, this approach is intended to encourage energy efficiency initiatives and the use of renewable energy, delivering shared benefits through a sustainable system. To support this, all users will receive their electricity bills in a new, detailed format (itemised billing). Despite the implementation of this new tariff schedule, the majority of users are expected to remain unaffected. In fact, users who practise efficient energy consumption will enjoy greater savings through the Energy Efficiency Incentive. Refinement of Cost Adjustment Mechanism For the energy charges component, the current imbalance cost pass-through (ICPT) mechanism will be replaced by a new and more dynamic fuel-cost adjustment system known as automatic fuel adjustment (AFA) mechanism. This enables automatic adjustments to generation costs based on current market fuel prices and foreign exchange rates. These details will be reported monthly on the Energy Commission's website. Implementation and User Support Services The new tariff schedule will take effect from July 1. Details of the rates and new categories (where applicable) can be checked through the following channels. THE new tariff schedule will be published in at noon on June 21; and AN estimate of future monthly electricity bills can be calculated using the electricity tariff calculator, which will be accessible at earliest on June 23. For further enquiries, users are encouraged to contact TNB CareLine at 1-300-88-5454, email tnbcareline@ or reach out through other official TNB platforms. Energy Commission's Commitment As the energy regulatory body in Peninsular Malaysia, the Energy Commission is committed to ensuring that the implementation of tariffs is guided by the principles of fairness, transparency and sustainability to meet the country's needs and balance the interests of all energy consumers. This comprehensive restructuring and harmonisation is an important step towards realising and strengthening a fair and inclusive national energy transition agenda.
