The Economic Community of West African States (ECOWAS) Commission Holds a 3-Day Regional Conference on Sustainable Participation of Youth in Governance in the ECOWAS Region
The Department of Political Affairs, Peace, and Security (PAPS) of the Economic Community of West African States (ECOWAS) Commission in partnership with the West Africa Democracy Solidarity Network (WADEMOS) is holding a 3-day Regional Conference on Sustainable Participation of Youth in Governance in the ECOWAS region. The Regional Conference is taking place from 7 to 9 May, 2025 in Accra Ghana.
Holding under the theme 'Harnessing Youth Agency in Deepening Democratic Governance and Inclusive Development', the Regional Conference, which is a flagship program of the Department of Political Affairs, Peace and Security, is aimed at providing a platform for constructive youth engagement in democratic governance, including promoting youth-led and youth-focused initiatives and practical strategy to enhance meaningful and sustainable youth participation in the democratic governance and inclusive development.
Welcoming participants to the Conference, Honourable George Opare Addo, Minister for Youth Development and Empowerment of Ghana, expressed appreciation to the ECOWAS Commission for the choice of Ghana as host of this landmark event. He also congratulated the participants and the entire ECOWAS citizens on the commemoration of its 50th anniversary since its establishment, which kicked off two weeks ago with a colourful ceremony in Accra under the auspices of the President of the Republic of Ghana, H.E. John Dramani Mahama.
The Minister stressed that the focus of the Conference aligns with the priorities of the government of Ghana. He concluded by urging participants to engage in stimulating sessions with a view to highlighting practical solutions, intergenerational collaboration, which will forge relations that go beyond the conference.
Declaring the Conference Open, Ambassador Abdel-Fatau MUSAH (Ph.D.) the ECOWAS Commissioner for Political Affairs, Peace and Security, represented by Mr Ebenezer Asiedu, Head of Democracy and Good Governance, stressed that ECOWAS Commission intends to maintain this Conference on an annual basis to serve as safe spaces for meaningful and frank conversations that will examine and shape the dynamics of democratic governance, where the power and agency of youth drive change, innovation and stability in Member States. While noting the vital role that the youths have always played in shaping the destiny of the region, he emphasized ECOWAS Commission's commitment to empowering the youth with the required support and tools to uphold and defend democratic norms and regional integration values in the region.
The Commissioner further decried the dwindling youth engagement and participation in democratic governance, despite the youth forming the bulk of the electorate across Member States. To this end, he urged Community youth to embrace positive attitudes, behaviours, and active agency towards democratic and governance processes to engender meaningful societal governance changes.
He also called upon Member States' governments to take decisive actions to bolster democracy and governance, particularly focusing on youth empowerment and inclusion, whilst further urging governments and CSOs to earmark dedicated interventions and programs to further promote gender inclusivity and young women's empowerment, particularly in decision-making and political process, building on the marginal successes the region has witnessed.
Goodwill Messages from Mrs. Anna LIXI – Head of Governance and Security and Mrs. Franziska JEBENS – Head of Cooperation, representing the European Union delegation to Ghana and the German Embassy in Ghana, respectively, noted that efforts made to convene youth stakeholders to the Regional Conference is a vital step to addressing some of the challenges that hinder meaningful involvement of young people in democracy in the region.
They stressed the centrality of empowering young people to participate in democratic processes for sustainable development, political stability, and strengthening the legitimacy of governments in West Africa.
Participants at the Regional Conference included H.E Ambassador Mohammed Lawan Gana, Resident Representative of the President of ECOWAS Commission in Ghana, represented by Mr Francis Chuks Njoaguani, Director, ECOWAS Youths and Sport Development Centre; Prof. H. Kwasi Prempeh, Project Director, WADEMOS Network&Executive Director, CDD-Ghana, represented by Mrs. Clara KASSER-TEE, the Vice-Chair, Board of Directors of CDD-Ghana, youth leaders as well as pro-democracy veterans and human rights activists across the ECOWAS region.
The Conference is supported by the ECOWAS Peace, Security and Governance (EPSG) project, co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), and jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF), and Fundación Internacional y Para Iberoamérica de Administración y Políticas Públicas (FIAP).

Nigeria: Dangote blames shortage of domestic crude oil for reliance on imports from US
The President of Dangote Group, Alhaji Aliko Dangote, has blamed shortage of domestic crude oil for the major reason Dangote refinery increasingly relied on imports from the United States to meet its needs in recent months. Dangote stated this during the tour of the facility by the Technical Committee of the One-Stop Shop (OSS) for sale of crude and refined products in naira initiative. He applauded the technical committee for its role in supporting the implementation of President Tinubu's laudable Naira-for-Crude initiative. He also commended the positive impact of the naira-for-crude swap deal on the Nigerian economy, noting that it has led to a reduction in petroleum product prices, eased pressure on the dollar, and ensured the stability of the local currency, among others. However, he noted in a statement: 'Due to a shortage of domestic crude oil, the refinery has increasingly relied on imports from the United States to meet its needs in recent months.' He stressed the importance of bold investment in strategic sectors as a key to industrialisation, revealing that building the refinery required extensive infrastructure development, including a world-class, self-sufficient marine facility capable of accommodating the largest vessels globally. He assured the delegation of the refinery's commitment to national development. Designed to process a wide range of crude types, including African and Middle Eastern grades as well as US Light Tight Oil, the refinery has the capacity to meet 100 per cent of Nigeria's domestic demand for petrol, diesel, kerosene and aviation jet fuel, with a surplus available for export. The $20 billion Dangote Petroleum Refinery & Petrochemicals was described as 'a symbol of industrial revolution, driving Nigeria's economic emancipation' by the Technical Committee of the One-Stop Shop (OSS) for sale of crude and refined products in naira initiative during the tour of the facility on Tuesday. Coordinator of the OSS Technical Committee, Mrs Maureen Ogbonna, who led the delegation, described the refinery as a breath of fresh air, impacting virtually every sector of the economy. 'This refinery touches all our lives. There's scarcely any sector unaffected. From pharmaceuticals to construction, food to plastics, this project is transformational. God has used the President of the Dangote Group to liberate Nigeria. I see this as the beginning of an industrial revolution,' she said. Noting that, in line with President Bola Tinubu's vision of achieving full domestic sufficiency in petroleum products and positioning Nigeria as a major global exporter, the committee is committed to eliminating regulatory, operational and logistical barriers that hinder the smooth supply and sale of domestic crude oil and refined products in naira. Reflecting on the scale and sophistication of the facility, Ogbonna, who had visited during construction and more recently alongside the leadership of the Nigerian Ports Authority, expressed continued awe at its execution. 'It is truly mind-blowing that one man could envision and execute such a project. As we toured the refinery, we thought we had seen everything until we reached the laboratory. That lab alone is an institution. I don't know of any institution in Nigeria or even globally that boasts such a laboratory for petrochemical,' she said. Applauding the engineering feat, Ogbonna urged Dangote to remain focused and undeterred by detractors, emphasising that the project is a global achievement, not a personal enterprise. 'We feel truly honoured to have been warmly received by the President of the Dangote Group and his team. My advice to him is: do not be discouraged by critics. He was never self-centred. The Economic Community of West African States (ECOWAS) Mediation and Security Council (MSC) at the Ministerial Level is holding its 54th Ordinary Session today,18th of June 2025, in Abuja, Nigeria. During the meeting, Ministers will consider the report of the 42nd Session of the MSC at the Ambassadorial Level, along with memoranda on the political, security, and humanitarian situations in the Region. Key updates will include the transition process in the Republic of Guinea, negotiations with Burkina Faso, Republics of Mali, and Niger, as well as maritime security, counterterrorism and organised crime, among other pressing matters. In his welcome address, H.E. Dr. Omar Alieu Touray, President of the ECOWAS Commission, highlighted that the 54th Ordinary Session of MSC convenes at a defining moment as ECOWAS marks its 50th anniversary. President Touray commended Member States for their unwavering commitment to peace, security and regional stability, noting that despite persistent challenges, the Community remains resilient and unified. He emphasised the Council's enduring contribution to maintaining security over the past 25 years and reaffirmed the Commission's commitment to strengthening the regional peace and security architecture, improving communication to counter misinformation, and preserving the achievements of the Community amidst growing geopolitical complexities. 'For over 25 years, the Mediation and Security Council has contributed immensely to the security and stability of our region, through its numerous sessions. Therefore, in celebrating the Golden Jubilee, we must recognise the contribution of this august body to the Community,' President Touray added. H.E. Ambassador Yusuf Maitama Tuggar, Minister of Foreign Affairs of the Federal Republic of Nigeria and Chairman of the ECOWAS Mediation and Security Council at the Ministerial Level, welcomed delegates to Abuja and acknowledged their continued dedication to strengthening peace, security, and democratic governance in West Africa. He outlined the Council's focus on key regional priorities, including political transitions, upcoming elections, maritime security, terrorism, organised crime and financial transparency. Ambassador Tuggar also highlighted progress on the Early Warning and Response Centres, the launch of the Regional Partnership for Democracy, and the completion of the Lungi Military Logistics Depot, a milestone in operationalising the ECOWAS Standby Force. He further underscored the need for collective ownership of regional initiatives and cautioned against restrictive policies that could hinder trade and investment opportunities vital to the region's prosperity. From the 1st to 3rd of July 2025, the Economic Community of West African States (ECOWAS) will be holding its Regional Youth Forum in Saly Portudal, Senegal, under the theme: 'Engaging ECOWAS for a new vision of youth'. This high-level meeting will bring together young leaders, representatives of youth organisations, political decision-makers and regional and international experts. It will provide an inclusive platform for dialogue on the challenges and opportunities facing young people in the ECOWAS region, particularly in the areas of employment, entrepreneurship, education and vocational training. The conference is part of the celebrations marking the fiftieth anniversary of ECOWAS, and marks an essential stage in the regional organisation's determination to strengthen the active participation of young people in building a peaceful, integrated and prosperous West Africa. They illustrate the ambition to forge a new regional vision, placing young people at the heart of social, economic and political transformation. The main objective of this initiative is to create a space for direct dialogue between young people and ECOWAS, in order to harmonise points of view on the issues faced by young people in the region, and to co-construct concrete solutions to encourage their socio-economic development and civic participation. The Saly meeting is the culmination of a series of pilot national consultations organised in several West African capitals, including Cotonou (Benin), Accra (Ghana), Yamoussoukro (Côte d'Ivoire) and Dakar (Senegal). These consultations laid the foundations for a participatory and regional process, of which the regional meetings are the concrete expression. Through this initiative, ECOWAS is reaffirming its commitment to developing innovative strategies and defining shared priorities to strengthen the involvement of young people in local, national and regional governance. This conference reflects this vision, considering young people not only as beneficiaries, but also as key players in the development of the region. Organised under the coordination of the ECOWAS Youth and Sports Development Centre (EYSDC), the conclusions of this conference will feed into the development of a strategic roadmap, in line with ECOWAS Vision 2050, and will lay the foundations for a new regional policy dedicated to youth.
