Book on plastic pellet pollution response guidelines released in Kerala

Chief Minister Pinarayi Vijayan and Revenue Minister K. Rajan on Wednesday released a book on guidelines for responding to plastic pellet pollution prepared by the State Disaster Management Authority. Finance Minister K.N. Balagopal was present.
The State Disaster Management Authority has prepared the book based on an existing work by the International Tanker Owners Pollution Federation Limited (ITOPF), which was adapted considering the situation in Kerala in the context of the sinking of Liberia-flagged MSC Elsa 3 off the Alappuzha coast, which led to the accumulation of plastic pellets on the State's coastline. The book covers various aspects including the collection and disposal of plastic pellets as well as methods used in other countries to handle such situations.
Chief Secretary A. Jayathilak, State Disaster Management Authority Member Secretary Sekhar L. Kuriakose, Member Joy Elamon, Chief Minister's Scientific Advisor M.C. Dattan, and Science Technology and Environment Council Executive Vice President K.P. Sudheer were present.

Kerala Sasthra Sahithya Parishad opposes plan to introduce uniform Kerala Studies course

The Kerala Sasthra Sahithya Parishad (KSSP) has sought the intervention of Chief Minister Pinarayi Vijayan and Higher Education Minister R. Bindu over the introduction of a common curriculum on Kerala Studies in universities. In a memorandum jointly issued by KSSP general secretary P.V. Divakaran and president T.K. Meerabai, the organisation opposed the proposed plan to prepare a common curriculum across all universities based on a book published by the Kerala State Higher Education Council (KSHEC). Outlining its demands, KSSP stated its opposition towards a unified curriculum or textbook-centric approach for Kerala Studies. Such a stance could undermine the academic autonomy and restrict the ability of universities to reflect regional, cultural and historical diversity of their syllabi. It also stressed that the curriculum should go beyond tracing the conventional span of the State from its prehistoric hunter-gatherer roots to the Renaissance movements, and must include narratives of progressive democratic movements, the communist movement and the formation of modern Kerala. The move to rope in a private firm to publish the textbook has also come in for criticism. Calling the decision a violation of established academic procedures, the organisation demanded the restoration of due academic processes involving the Board of Studies and Academic Councils. Citing that most universities have already developed Kerala Studies content, KSSP urged the government to allow the statutory bodies of universities to independently refine these modules in consultation with the KSHEC, rather than imposing centrally produced content.

Shipwrecks: HC raises concern over state forming panel to negotiate claim details with vessel owners

Kochi: High court on Thursday raised concerns over the state govt forming a committee to negotiate compensation details with the owners of MSC ELSA 3, the cargo vessel which capsized off the Kerala coast. A bench of Chief Justice Nitin Jamdar and Justice Basant Balaji observed that since the state proposes to invoke the high court's admiralty jurisdiction to seek compensation, it may be appropriate to defer the negotiation process for the time being. The observation came while HC was hearing public interest litigations filed by former MP T N Prathapan and Ummer Ottummal of Malappuram, seeking a comprehensive compensation package for fishermen and other stakeholders affected by recent shipwrecks along the Kerala coast. During hearing, the state submitted that the environment department special secretary has been appointed as the principal impact assessment officer. It was also stated that the state disaster management department has constituted a committee of govt officers to negotiate compensation for the damage caused by MSC ELSA 3.
