
IJM acquires 50% stake in JRL Group for RM283m to drive UK expansion
IJM Corporation Bhd has acquired a 50% stake in financially troubled UK construction firm JRL Group Holdings Ltd for £50 million (approximately RM283 million), marking a bold expansion into the UK's competitive and inflation-hit building sector.
The deal, completed via the subscription of new ordinary shares, gives IJM access to JRL's £1.45 billion (RM8.49 billion) order book and a vertically integrated operation comprising 14 specialist divisions.
While JRL has faced industry-wide headwinds including rising construction costs and labour shortages, IJM sees the partnership as a long-term strategic move to deepen its footprint in the UK and diversify its earnings base.
'The completion of this acquisition marks a significant advancement in IJM's UK growth strategy,' said IJM Group CEO and MD Datuk Lee Chun Fai.
'JRL's strong project delivery credentials, specialised technical expertise and solid order book enhance our construction capabilities… aligning with IJM's long-term plans in the UK market.'
Founded in 1996, JRL has delivered complex urban projects across the UK and is currently working on Phase 2 of Royal Mint Gardens — known as 88 Royal Mint Street — a mixed-use scheme that includes a 463-room Wilde Aparthotel and 79 residential units.
JRL was also the contractor for Phase 1 of the development, completed in 2020.
Though not explicitly framed as a rescue, JRL's need for recapitalisation has been clear.
IJM's investment will strengthen JRL's balance sheet and help it deliver on a growing pipeline.
JRL MD John Reddington called the partnership a major milestone, saying, 'Finalising this partnership marks a major milestone for JRL, built on mutual trust developed over years of collaboration… Together, we are well-positioned to unlock new opportunities and drive the next phase of growth in the UK.'
The acquisition dovetails with IJM Land's property development ambitions in the UK, including its Innova joint venture with Network Rail Property, targeting rail-adjacent sites across London with a projected gross development value of RM17 billion.
The collaboration is expected to benefit directly from JRL's ability to deliver complex infrastructure works, including over live rail corridors.
JRL has also expanded into development, with some 2,400 build-to-rent and co-living units in the pipeline, and a gross development value of RM4.58 billion.
Combined with IJM's other UK assets such as 25 Finsbury Circus and The Wheat Quarter in Hertfordshire, the move marks a clear step in building a full-spectrum presence across construction, development and recurring-income properties in a mature market.
While the acquisition carries short-term risks tied to JRL's financial health, IJM is betting on synergy, technical alignment, and the long-term value of being embedded in a strategically important market. — TMR

JPJ Sarikei officially relocated to its new premises at Batu 5, Jalan Repok in late July 2024. The new complex was built on a 6.053-hectare site at Lot 615, Block 60, Sarikei Land District, with a total allocation of RM17 million under the Ministry of Transport's (MOT) initiative. According to Hasbi, the JPJ Sarikei has undergone several phases of development and transformation since it began its operations, in line with MOT and JPJ's commitment to improving service quality. 'This transformation includes enhancements in infrastructure, service delivery systems, counter digitalisation, and human resource efficiency,' he said. He noted that the new JPJ Sarikei Complex can now accommodate an estimated 400 customers daily, double the capacity of the previous premises. 'With wider and more comfortable facilities, it is expected that counter transactions will be smoother and overall customer satisfaction with JPJ services will increase.' Furthermore, Hasbi said the complex marks a historic milestone as it is the only JPJ office in the state equipped with staff quarters for its officers and personnel. Malaysia construction sector set for boost before 13MP
KUALA LUMPUR: Malaysia's construction sector is expected to see an uptick in job awards ahead of the 13th Malaysia Plan (13MP), which is scheduled for tabling next month, CIMB Securities said. The firm added that the order book environment for local contractors is gradually improving as news flow on major public infrastructure projects picks up heading into the second half of this year. It noted that the focus now is on the RM17 billion Penang Light Rail Transit (LRT), the largest infrastructure project under the current administration. The system and rolling stock component, worth RM3.5 billion, received bids from several local and international companies, including Gamuda Bhd, YTL Corp Bhd, Malaysian Resources Corp Bhd and WCT Holdings Bhd. CIMB Securities said that the civil works for the Penang LRT might be reduced by between 4.0 per cent and 6.0 per cent, from RM8 billion to RM7.8 billion, after a value engineering exercise. "However, we foresee minimal downside for Gamuda as it is poised to clinch additional works worth RM3 billion under the Penang LRT, which would more than compensate for any marginal cuts to its original share of civil works worth RM5 billion," the firm said. CIMB Securities maintained its "overweight" call on the sector and projected earnings growth of 10 per cent year-on-year for 2025. On a quarterly basis, the firm expects sector earnings growth to remain on an upward trajectory in the second quarter of 2025, supported by higher construction site activities after the festive breaks in the first quarter. "Likewise, order book visibility is improving alongside the gradual rollout of big-ticket public projects and the potential award of up to six large-scale data centre facilities worth about RM2 billion each over the next two to three quarters," it added. CIMB Securities pointed out that while the new Sales and Service Tax (SST) regime is expected to have only a marginal impact on the construction industry, it could still affect low-value non-residential projects secured on thin margins. The firm estimated that about 40 per cent to 50 per cent of total project cost could be subject to SST levies. It said this could add cost pressure to low-value non-residential projects won on thin margins, especially if contractors cannot pass on the extra SST charges to financially weaker clients. It added that most basic construction materials like cement, steel, and aggregates will remain tax-exempt, as the revised SST affects only eight out of 400 building material categories. "However, we highlight that the additional SST-related levies to be imposed on steel producers may have an indirect, cascading impact on the construction supply chain, about 63 per cent of total domestic consumption, although new contract bids would be recalibrated for any subsequent hikes in steel prices," CIMB Securities said.

RM5 billion lost annually to illicit cigarette trade
PETALING JAYA: Malaysia incurs significant losses from the rampant trade in illicit cigarettes, with an estimated RM5 billion in tax revenue lost annually, according to the latest NielsenIQ Illicit Cigarettes Study released in March. The study found that illegal cigarettes make up 54.6% of all cigarettes sold in the country, highlighting the size and strength of the black market. The widespread trade not only deprives the government of crucial revenue but also undermines national public health efforts. A key finding was the dominance of 10 leading contraband brands, which together account for roughly 75% of all illicit cigarettes smuggled into Malaysia. The brands are identified as primary contributors to ongoing tax leakage. The report also flagged serious concerns over tax stamp fraud. It revealed that 69% of illegal cigarette packs carried no tax stamp at all, while 31% bore counterfeit stamps – indicating growing sophistication among smuggling syndicates. As of March, fake tax stamps were found on 16.7% of seized illicit packs, up from 15.6% in May 2024. This rising trend suggests that criminal networks are becoming increasingly adept at circumventing enforcement and exploiting weaknesses in the regulatory system. In addition, the top 10 brands found with counterfeit tax stamps did not overlap with the top 10 most consumed contraband brands, suggesting a wider and more complex illicit trade network than previously understood. Johor, Selangor and Sabah were identified as key hotspots for smuggling activity. The states serve as major entry and distribution points for illegal tobacco products and represent a large proportion of national cigarette consumption, making them critical targets in enforcement efforts. Despite the scale of the issue, the study noted slight progress. The prevalence of illicit cigarettes fell by 0.2%, from 54.8% in January 2024 to 54.6% in March this year. This modest decline is attributed to continued enforcement by the authorities. The study also highlighted a longer term downward trend, with the rate of illicit cigarette consumption dropping steadily since peaking at 63.8% in 2020. The improvement is credited to stronger enforcement and the ban on trans-shipment of tobacco products. A significant breakthrough in the fight against the trade occurred on March 5, when Johor Customs intercepted a major shipment at the Port of Tanjung Pelepas. Officers discovered more than six million contraband cigarettes concealed among 444 pieces of plywood in a 40-foot container. The shipment had been falsely declared in Customs documentation as 'other plywood, consisting solely of sheets of wood'. The seized items were valued at RM1.61 million, with unpaid duties estimated at RM4.58 million. The case is being investigated under Section 133(1)(a) of the Customs Act 1967 for false declaration.
