Raj Bhavan and the ruling NC in Kashmir spar over offer of jobs to family of local Pahalgam terror victim

The Hindu7 days ago

The offer of three government jobs to the family of the local killed in the Pahalgam terror attack, Syed Adil Hussain Shah, resulted in tension between the Raj Bhavan and the Chief Minister's Office on Sunday (June 15, 2025).
The two sides bickered after J&K Lieutenant Governor Manoj Sinha visited the victim's family on Saturday (June 14, 2025) at his native village in Hapatnar, Anantnag, and handed over the appointment letter to his wife, Gulnaz Akhter, 'on compassionate grounds'.
National Conference (NC) MLA Tanvir Sadiq took exception to the L-G's move to hand over the appointment letter. 'I thank L-G sahab for handing over the job order that was already prepared by the Fisheries Department, a department under the elected government led by Honourable Minister Javed Dar. This reflects the maturity and responsibility shown by the elected government. We did not allow egos to come in the way,' Mr. Sadiq said.
To Mr. Sadiq's statement, the Raj Bhavan clarified that the appointment was made by the L-G by exercising the discretionary powers conferred under Clause 2A of the Jammu and Kashmir Rehabilitation Assistance Scheme, 2022 with a relaxation in Ms. Akhter's educational qualification.
'As per clause 2A of J&K Rehabilitation Assistance Scheme 2022, the Lieutenant Governor in exceptional circumstances may appoint the dependent family member of a civilian, who has died as a result of militancy/terrorist related action or due to law and order situation or due to enemy action and who is not involved in militancy related activity, in Government Service,' the Raj Bhavan said in a statement.
'The appointment of Ms. Akhter has been made by L-G under exceptional circumstances as her husband was a civilian and not a Government employee. Further, appointment has been made in relaxation of her educational qualification. There is no role of the Fisheries Department in granting relaxation as well as appointment in the instant case,' it added.
J&K Chief Minister Omar Abdullah had also promised a job to the victim's family. However, on May 1, the Bharatiya Janata Party (BJP)-led Jammu and Kashmir Waqf Board handed over an appointment letter to the brother of Shah, 28, one of the 26 civilians killed by terrorists in Pahalgam.
'On one hand, the L-G says he only controls the police, and on the other hand, he tweets about providing a job to Adil's widow. This highlights the problem of the dual power system in Jammu and Kashmir, which can only be resolved through the restoration of Statehood,' Mr. Sadiq said in his response to the Raj Bhavan's statement.
He said there appeared to be a 'contradiction between the L-G's public statement and the Raj Bhavan's clarification'. 'If the L-G's role is limited to policing, it is unclear how rule relaxations for other government departments were granted. J&K has a stable government and the people have given a full mandate. Early restoration of Statehood is necessary to end such confusion and ensure smooth governance,' the NC leader said.
Meanwhile, on Sunday, the L-G called upon the people to follow the teachings of the mystic Kabir. He assured 'appropriate measures to declare Sant Kabir Das Ji Jayanti as Gazetted holiday' in J&K.

Minister Sivankutty alleges Raj Bhavan behind ABVP protests; BJP accuses CPI(M) of 'violence'

THIRUVANANTHAPURAM: Kerala General Education Minister V Sivankutty on Sunday claimed that the protests by the BJP's youth and student groups against him, over the 'Bharat Mata' controversy, were aimed at causing riots in the state and were allegedly held on instructions of the Raj Bhavan. Hitting back at the CPI(M), BJP state president Rajeev Chandrasekhar accused the Left party of trying to suppress protests by resorting to violence against the protestors. He warned that if the Left government uses force to suppress protests, it will face retaliation in the same manner. Earlier in the day, Sivankutty told reporters that he has been attacked and his travels obstructed during the last couple of days after he walked out of a programme at the Raj Bhavan where a portrait of 'Bharat Mata' -- as seen in RSS events -- was displayed. He said that as a minister, MLA and a citizen, he has the right to protest against the actions of the Governor at the Raj Bhavan and that is what he did. "The Governor has said that he will continue with it (the portrait) and we have not responded to that," he added.

Minister Sivankutty alleges Raj Bhavan behind ABVP protests; BJP accuses CPI(M) of ‘violence'

He warned that if the Left government uses force to suppress protests, it will face retaliation in the same manner. Hitting back at the CPI(M), BJP state president Rajeev Chandrasekhar accused the Left party of trying to suppress protests by resorting to violence against the protestors. Thiruvananthapuram, Jun 22 (PTI) Kerala General Education Minister V Sivankutty on Sunday claimed that the protests by the BJP's youth and student groups against him, over the 'Bharat Mata' controversy, were aimed at causing riots in the state and were allegedly held on instructions of the Raj Bhavan. Earlier in the day, Sivankutty told reporters that he has been attacked and his travels obstructed during the last couple of days after he walked out of a programme at the Raj Bhavan where a portrait of 'Bharat Mata' — as seen in RSS events — was displayed. He said that as a minister, MLA and a citizen, he has the right to protest against the actions of the Governor at the Raj Bhavan and that is what he did. 'The Governor has said that he will continue with it (the portrait) and we have not responded to that,' he added. Subsequently, the BJP youth wing Yuva Morcha and student organisation — Akhil Bharatiya Vidyarthi Parishad (ABVP) — attacked him and obstructed his vehicle at various places in the state during the last two day, the minister claimed. Meanwhile, Governor Rajendra Vishwanath Arlekar, in an interview given to BJP mouthpiece Janmabhumi, said that the concept of 'Bharat Mata' became more clear to him when he was jailed during the emergency period in the country. He said that during that time he saw the concept of Bharat Mata as being above ideology and politics. 'I got a strong urge to work more for Bharat Mata. The inspiration to become a 'sangh pracharak' also became stronger during that time,' he said in the interview. Sivankutty, during his press conference in the morning, also alleged that at one such protest, ABVP activists tore apart the national flag, a claim reportedly denied by the student organisation. The minister also alleged that the protests and attacks against him were being carried out on the instructions of the Raj Bhavan, 'but they were unable to gather enough youth for the same'. He said that the protests against him by the two organisations were carried out by a handful of youngsters who acted as 'suicide squads' and jumped in front of his moving vehicle. ABVP and Yuva Morcha activists had waved black flags at the minister's vehicle in Kozhikode on Saturday and also burned his effigy in protest against his walkout from the Raj Bhavan event. Sivankutty said that ABVP and Yuva Morcha should realise that showing support to the Governor, who is allegedly acting contrary to the Constitution, will turn people against them. He also claimed that two hardcore RSS activists in the Raj Bhavan were advising the Governor to act in this manner. The minister said that he will not name them, but everyone knows them very well. The Congress too spoke out against the Governor's recent actions and said the Raj Bhavan should not be turned into a venue for political activities. Kerala Pradesh Congress Committee (KPCC) chief Sunny Joseph also said that protests against the Governor's actions need not be taken to the streets. Later in the day, Chandrasekhar, in a statement, claimed that it was the CPI(M) which was behind the violence against the ABVP and Yuva Morcha protestors because the BJP exposed the Left party's 'anti-nationalism' and 'appeasement politics'. He also accused the Left parties of being 'intolerant' towards protests against them. The BJP leader said that protests against the Governor by the Students Federation of India and the Democratic Youth Federation of India — the student and youth wings of the CPI(M), respectively — were acceptable, but agitations against a Left minister were not. This is an 'authoritarian style' of communist parties, he claimed. He warned that if attacks on BJP and related organisations' workers are not stopped, the Left parties and their leaders will have to pay a heavy price. 'If the CPI(M) is trying to suppress the protesters by taking the law into its own hands, and if the police decide to help them by standing by, then the national movements, including the BJP, will take to the streets,' the BJP leader said. He also said that criticising and insulting the 'Bharat Mata', a sentimental concept for the country, was not acceptable and whosoever dares to do so will face a strong protest in a democratic manner. Chandrasekhar further warned that if the Left government's decision was to suppress the protests by force, there were those on the other side who were capable of retaliating in the same manner. The southern state has been witnessing a tussle between Arlekar and the Marxist party-led LDF government over the display of 'Bharat Mata portrait' during official events at the Raj Bhavan here. Ukraine Commander Says Russia Shows No Sign of Winding Down War

Russia shows no signs it plans to wind down its war in Ukraine, with an estimated 695,000 troops deployed across an expanded front line and another 121,000 in strategic reserve, according to Ukraine's commander-in-chief Oleksandr Syrskyi. With Moscow's invasion of its neighbor well into its fourth year, the Russian military is able to mobilize an average of about 9,000 new troops per month, he said. Bloomberg was unable to independently verify the figures. 'They are preparing for a protracted war, a war of attrition. This is their main strategy. They want to pressure us with their human resources, exhaust us with their mass,' Syrskyi told reporters in Kyiv late Saturday. Syrskyi spoke a day after Russian President Vladimir Putin said Ukraine needed to recognize the 'realities on the ground,' a reference to territory in eastern and southern Ukraine occupied by his forces. Ukraine and its Western partners have been trying to push Russia toward a ceasefire since March. While US President Donald Trump threatened earlier he could consider more sanctions if Moscow rejected a ceasefire, the US leader frustrated allies by dismissing pressure to impose tougher penalties at last week's G-7 summit in Canada. Ukraine will continue deep strikes inside Russian territory, expanding their depth and scale, Syrskyi said. Such attacks — often aimed at targets hundreds of kilometers from the front lines — are Kyiv's most efficient way to inflict military damage on Russia, he added. Syrskyi floated the possibility of new counteroffensives but provided no concrete details. Merely defending doesn't bring anything except slowly losing ground and manpower, he said. 'Of course, we will not simply remain on the full defensive,' Syrskyi said President Volodymyr Zelenskiy on Thursday named Brigadier General Hennadii Shapovalov as the new commander of Ukraine's ground forces as the nation prepares to combat Russia's latest push. Addressing troop shortages is expected to be a priority. Syrskyi said that as of mid-June, the front lines in the nation's east and southeast stretch about 1,200 kilometers , an increase of about 200km in the past year. In the last day alone, Ukraine's ground troops repelled some 171 clashes. Even as Kremlin forces look to establish a buffer zone within Ukrainian territory in the Sumy region, Kyiv's troops are maintaining a foothold in Kursk, he said, following a cross-border offensive last summer. 'Ukraine controls 90 square kilometers of the Glushkovskyi district' of Kursk oblast, Syrskyi said. 'These are our preemptive actions in response to a possible Russian offensive.' Syrskyi defended Ukraine's operation in Kursk region, saying it allowed Kyiv's troops to bind Russian forces there. Several Russian units rotated in April into Ukraine's east and southeast, where Kremlin troops have been slowly gaining ground, were forced to redeploy to the Kursk and Sumy regions. Separately, Ukraine's forces have managed to stabilize Russia's attempted advance in the Sumy region, where it has about 50,000 troops, including regaining control of a handful of settlements in recent days, Syrskyi said. Putin on Friday said Moscow's offensive in the region was aimed at creating a 'buffer zone' beyond the border of some 10 to 12 kilometers wide. Russia doesn't have the objective of taking Sumy — including the city with a pre-war population of about 250,000 — 'but we do not rule it out,' he said. 'We have a saying, or parable — wherever the Russian soldier treads is ours.' This article was generated from an automated news agency feed without modifications to text.
