Treasury sec-gen: Govt to monitor potential impact from ongoing geopolitical tensions

KUALA LUMPUR: The government is closely monitoring the ongoing geopolitical situation and its potential impact on the Malaysian economy, particularly in the wake of the Sales and Service Tax (SST) expansion.
Treasury secretary-general Datuk Johan Mahmood Merican said the high level of uncertainty due to geopolitical developments in the Middle East may lead to premature conclusions on how it might influence inflation and the cost of living domestically.
"I do recall back when we had the Ukraine war, there was just so much uncertainty. We don't know to what extent the situation may escalate and how that might impact the economy.
"Initially, we had thought that the Russia-Ukraine war would not affect us much because we do not have much trade with either country. We were quite wrong.
"It turned out that Ukraine was the major supplier of feed. Therefore, we suddenly saw an increase in agricultural inputs, which impacted prices," he said at the Concorde Club session.
Johan said, given the ongoing conflict is in the Middle East, there will be some impact on oil prices, one of the key factors in Malaysia's inflation outlook.
He said oil prices have been fluctuating significantly, having started the year in the mid-US$70 range, dipped to the low US$60s last month and recently climbed again amid regional instability.
"But at least, year-to-date, inflation has remained below two per cent thus far. We saw a Maybank estimate of an impact of 0.25 per cent on the consumer price index (CPI) as a result of SST.
"Our internal estimates are in that order of magnitude as well. But if the situation escalates, we certainly need to see how that impacts in terms of economic growth," he said.
For now, Johan said the ministry will continue to monitor developments and adjust its economic strategies as needed to maintain price stability and protect Malaysians from sudden cost-of-living pressures.
The expanded SST to improve national fiscal stability without overburdening the public is set to take effect from July 1.
The government expects additional SST to increase by RM5 billion in 2025 and by RM10 billion in 2026 following the review and expansion of the tax scope.
On RON95, Johan said the government remains committed to rationalising fuel subsidies through a targeted approach, with the implementation of RON95 petrol subsidy reforms anticipated in the second half of 2025.
"The exact timing and structure are still subject to cabinet decision," he said.
He said the move mirrors earlier reforms undertaken for electricity tariffs and diesel subsidies, which introduced tiered pricing mechanisms to protect lower and middle-income groups while curbing leakages.

They were taken to Muscat in Oman together with a group of Omanis and other nationals. Another Singaporean was evacuated with a group of Malaysians and other nationals from Iran to Turkmenistan's capital Ashgabat, with the help of the government of Malaysia, said a spokesperson for MFA. Malaysian newspaper The Star reported earlier on June 23 that the group of 24 individuals who were evacuated from Iran touched down at Kuala Lumpur International Airport Terminal 1 at 11.03pm on June 22. The group includes 17 Malaysians and six Iranians with close family ties to Malaysian citizens, according to The Star. MFA has also provided consular assistance to seven other Singaporeans in Iran who have left via the Iran-Armenia border and the port of Bandar Abbas to the United Arab Emirates, added the ministry's spokesperson. Global markets on edge as conflict risks push oil prices higher

THE US strikes on Iran's nuclear facilities over the weekend has marked its direct involvement in the Israel-Iran war, which we fear could escalate an already volatile situation in the Middle East. If this conflict is prolonged, it could further destabilise the fragile market sentiment, which has been weighed down by weak economic conditions. In the short-term, the uncertainty could prop up oil prices, exacerbating inflationary pressure and sending bond yield higher, especially in the developed countries – US, Europe, Japan. Iran's parliament has now voted to close the Strait of Hormuz, where c.30% of global seaborne oil trade flows through the chokepoint. 'We believe the market will remain in a cycle of risk aversion with investors shying away from risky assets, until peace and stability prevail,' said Public Investment Bank (PIB). Although global market has regained losses since the announcement of a 90-day tariff pause in April, this trend could reset. We maintain our bearish outlook, favouring defensive stocks that predominantly focusing on the domestic market i.e. Maybank, Telekom, TNB, CCK and IGB Comm REIT. While we have a neutral call on the oil and gas sector, we believe there is upside risk in the immediate term, we have Outperform rating on Hibiscus and Bumi Armada. Since the start of the Israel-Iran conflict on 13 June, the US has largely refrained direct engagement in the war with its Secretary of State Marco Rubio stressing Israel has acted unilaterally while President Donald Trump announcing, just last week, that he will decide whether or not the US gets involved within the next two weeks. However, within days, the US has changed the course of the conflict, launching strikes on three Iranian nuclear facilities on 21 June. Promising to be a 'peacemaker' in his run up to return to the White House, Trump has taken a dramatic step by bringing US directly into the conflict. Should this escalate into a protracted conflict, it could strain the US' fiscal deficit even further, which is projected at about 6.2% of GDP in 2025. This should also increase its swelling debt, which stood at about 123% of GDP. Note that US artillery stockpiles are depleting quickly due to increased demand while the urgency to replenish may be constrained by limited rare earth supplies from China. The US military industrial base is already facing challenges in ramping up production to meet increasing demand from Ukraine and Gaza. Although Trump claimed the Iranian nuclear facilities had been destroyed by the US bunker-blaster, the extent of damage to the underground enrichment plants remains unclear, especially Fordow which is believed to be buried at a depth of 80-90m with mountain above ground. Iran could retaliate by closing the Strait of Hormuz or launching attacks on the US military base. The US operates a broad network of military sites, both permanent and temporary, across approximately 19 locations in the Middle East. The uncertainty in the Middle East is likely to cause a spike in oil prices as the region contributes to 30% of the world's total output, with Iran being the third-largest OPEC producer. If there is no material disruption to global supply of oil with the Strait of Hormuz remains accessible (the final decision now lies with Iran's national security council after the parliament voted to close the critical oil trade route), this may well be short-lived, as there is still ample supply of oil in the market while global demand could weaken due to slowdown in international trade following the increase in tariffs. Nonetheless, given the uncertainty and risk of escalation, oil prices are likely to surge in the immediate term while investors would rush to safe-haven assets (likely to be gold or JPY instead of USD or Treasuries) and avoid risky investments such as equities. US CPI remains under control partly due to low energy prices but a protracted conflict in the Middle East could potentially lead to a sustainable rise in energy prices, increasing the likelihood of the US economy slipping into a stagflation in 2H 2025. —June 23, 2025 Main image: Maukerja

KUALA LUMPUR, June 23 (Bernama) -- Rollti, a homegrown food company specialising in serving roti canai with unique Malaysian-style fillings, has secured halal certification for four more of its outlets, bringing the total to five out of six. Rollti's director and founder, Fred Chan, said halal certification has been a key priority to ensure the brand remains accessible to Malaysia's Muslim population, and the company managed to secure it for the four outlets in under six months. He said the company would ensure its entire supply chain and kitchen practices follow halal standards, from sourcing halal-certified ingredients and proper labelling to staff practices, including having at least two Muslim staff members at each halal-certified outlet. 'And we do occasional halal audits as well on a quarterly basis to ensure that we adhere to the halal standards of Malaysia. And of course, halal standards in Malaysia are very high. So we have to follow that,' he told Bernama when met at one of Rollti's outlets at a mall, here today. He said Rollti is also eyeing halal certification for its upcoming international outlets at Gandaria City Mall in Jakarta, Indonesia and Republic Plaza in Singapore, set for soft launches in mid-August and November, respectively. As roti canai is the foundation of Rollti's products and part of Malaysia's culinary heritage, Fred says the company wishes to maintain proper branding, including achieving a clear vision and mission abroad through its halal compliance. 'As there is a large population of young people in both locations, they are surely looking for something quick, easy and unique, like a roti canai wrap, which is not commonly found, especially in Jakarta. So, we decided to take a bold step and expand further into a new country,' he said. Domestically, Rollti also plans for expansion, particularly in the Klang Valley and Johor, but is placing a greater focus on overseas markets, as it has received support from the government through various grants. To mark the durian season, the company has launched a limited-time Durian Festive menu, combining roti canai with durian and ice cream filling, available until the end of July.
