
Awais shares power sector reforms, plans with World Bank
ISLAMABAD: Federal Minister for Power, Sardar Awais Ahmad Khan Leghari on Thursday shared power sector reforms and future plans with delegation led by Anna Bjerde, Managing Director Operations of the World Bank.
During the meeting, the minister shared that Pakistan is set to introduce a competitive electricity market in the near future. All preparatory work for this transition is being completed.
He noted that an Independent System and Market Operator (ISMO) has been established to manage the market operations, and experienced professionals are being appointed to ensure its effective functioning. The government will no longer act as the sole purchaser of electricity.
Highlighting key financial reforms in the power sector, the minister informed the delegation that there has been a significant improvement in revenue recovery. He emphasised the importance of ensuring that electricity subsidies are directed only to those who truly need them and requested the World Bank's support in implementing targeted subsidy mechanisms.
Bjerde endorsed the minister's approach, affirming that the World Bank fully supports the idea of better targeted subsidies and is committed to assisting Pakistan's power sector in this regard.
The minister also pointed out that Pakistan currently has a surplus of approximately 7,000 megawatts of electricity. He proposed that providing this excess power to industries, even at marginal rates would make it the cheapest industrial electricity in the region. He stressed the need for support from the World Bank and other development partners to capitalise on this opportunity, which could significantly boost industrial production in the country.
Bjerde agreed with the proposal, noting that utilising surplus electricity at marginal cost is far more beneficial than allowing it to go unused.
The minister mentioned that during the winter season, electricity was already supplied at these lower rates without any subsidy, and the goal now is to extend this model throughout the year. He added that the power sector is moving towards the implementation of digital and smart systems from the feeder to the transformer level, and emphasised the crucial role of World Bank support in this digital transformation.
The delegation was also briefed on the ongoing privatisation efforts in the power sector. The minister shared that the privatisation process for three electricity distribution companies is currently underway and is expected to be concluded by the end of this year.
He also discussed broader restructuring efforts within the sector, highlighting that procurement and tendering systems have been upgraded to meet international standards, enhancing transparency and merit.
Additional measures have been introduced to expedite the completion of ongoing projects.

In a statement posted on X, the government highlighted Trump's pivotal role in helping to de-escalate tensions between the two nuclear-armed nations. The post carried the headline: 'Government of Pakistan Recommends President Donald J Trump for 2026 Nobel Peace Prize.' How ironic it is from India's perspective that prime minister Narendra Modi's so-called 'close friend' President Trump is now being assailed by Godi media for inflicting a blow on India's nefarious designs of becoming the regional hegemon. WHO's stepped up higher tax drive may fuel illicit cigarette trade
LAHORE: As the World Health Organisation (WHO) intensified its global drive for greater tobacco taxes, there are growing concerns in Pakistan that the strategy may have the opposite impact. While intended to reduce smoking, the WHO's tax-centric approach is exacerbating an already rampant illicit cigarette trade, harming legitimate businesses, depleting public cash, and undermining regulatory integrity, experts of the industry said. Pakistan has become a case study of unforeseen effects. Despite heavy taxation in accordance with WHO recommendations, the market has seen a noticeable shift toward illicit cigarette consumption, they said. It may be added that legal tobacco companies now control less than half of the market, although accounting for roughly 98% of the industry's tax revenue. Untaxed and unregulated brands have invaded retail shelves across the country, often selling for less than the legal minimum price and without tax stamps. 'The illicit cigarette trade has now overtaken the legitimate sector, comprising 58% of the total market. Pakistan's annual consumption is around 82 billion sticks, yet only 34 billion are taxed, down sharply from 67 billion a decade ago,' said Asad Shah, Director at Pakistan Tobacco Company (PTC). Shah noted that tax revenue potential from the sector stands at around PKR 570 billion annually, but actual collection reached just PKR 292 billion in FY 2023–24 and only PKR 223 billion in the first 11 months of the current fiscal year. Although the WHO acknowledges illicit trade as a challenge, its policy guidance continues to emphasize taxation over enforcement. 'It's burdening compliant manufacturers while failing to curtail illicit and smuggled brands,' Shah added. Experts said that public health objectives must be pursued alongside strong enforcement mechanisms, not only tax increases. Timely completion of energy projects top priority: secy E&P
PESHAWAR: KP Secretary Energy and Power Mohammad Zubair Khan has said that timely completion of the Bala Kot, Lawi and Gurkan, Mataltan, Gabral (Kalam) and Madiyan Hydropower Projects within the stipulated time frame is a major challenge. He expressed these views while presiding over a meeting here the other day. Besides the chief executive officers of Provincial Energy Development Organisation (PEDO), KP Oil and Gas Company and heads of Electric Inspectorate, Energy Planning, Additional Secretary Admin Shoaib Khan and Additional Secretary Power Anwar Khan Sherani, other senior officers also attended the meeting. He stressed on the need to complete the ongoing energy projects in view of the prevailing circumstances and to promote investment in these projects by immediately amending and revising the Power Policy 2016 and issued instructions to prepare work plans, timelines and activity plans to bring transparency in the projects. The secretary Energy and Power said that under the Khyber Pakhtunkhwa government's Good Governance Roadmap Programme, merit and transparency in institutions is the top priority. He said that the biggest challenge is to complete the ongoing energy projects in the Energy & Power department and all its subsidiary institutions within the stipulated time frame in the light of fast track. He said that In light of the directives of the KP chief secretary, it should be the duty of all officers and officials to conduct affairs under e-tendering, e-paid, one-window platform, which will be strictly monitored.
