The Chinese scientist who was imprisoned for secretly creating the world's first genetically-engineered babies has claimed he will be remembered as China's Charles Darwin for ultimately eliminating natural selection.
He Jiankui, who shocked the scientific world in 2018 when he said he had rewritten the DNA of two twins, Lulu and Nana, told The Telegraph that he had no regrets over the controversial experiment. An investigation by Chinese authorities – which also revealed a third gene-edited baby – resulted in a three-year prison sentence.
'I hope people remember me as the 'Chinese Darwin' in 50 years,' said Mr He, who asked to be called a 'pioneer of gene editing'.
Mr He's defence of his work contrasts with his public image. He was dubbed 'China's Frankenstein' when it first emerged that he had illegally carried out gene editing on babies. He was sentenced to three years in jail in 2019.
While the case shocked the world at the time, but Mr He claimed he will be proved to have been on the right side of history. He predicted that countries, including the UK, would legalise gene editing in humans within the next two years – as he claims it would allow people to cure Alzheimer's and cancer.
The cost, he says, will be a few thousand dollars, suggesting that most parents will choose to edit embryos' DNA.
The scientist has returned to a laboratory in China after leaving prison in 2022, and has proposed resuming his research to eliminate Alzheimer's disease.
However, Mr He admitted that he was 'deeply worried' about where his work could ultimately lead.
Genetic editing – effectively cutting out parts of DNA and replacing it to alter genetic makeup – has been the subject of lab experiments for decades, as well as being a plentiful source of inspiration for science fiction. However, editing humans was seen as an ethical and scientific minefield, and was widely banned.
Mr He disregarded these concerns to conduct his own experiment on unborn babies. He ultimately announced on YouTube that 'two beautiful little Chinese girls, Lulu and Nana, came crying into the world as healthy as any other babies' after having their genetic code altered.
Mr He was a relative unknown in the cutting-edge field of gene editing. The son of rice farmers in China, he was a promising student and had won a scholarship to study in the US, including a fellowship at California's revered Stanford University before returning to China. However, he had not made an enormous impression on senior academics and so his announcement seemingly came from nowhere. He was just 34 when the scandal broke.
The twins' genes had been tweaked as IVF embryos using the Crispr gene editing technique to make them more resistant to HIV, which their father had contracted. 'I understand this work will be controversial,' Mr He said at the time, but added: 'I am willing to take the criticism.'
The backlash came swiftly. Shenzhen's Southern University of Science and Technology, where Mr He worked, distanced itself from the research. The experiment was slammed as deeply unethical, as well as medically unnecessary, and it was alleged that the twins' parents were not fully consulted about the potential risks.
In 2019, Mr He was arrested and sentenced to prison, with a court saying he had carried out 'illegal medical practices' while 'seeking fame and wealth'. It emerged that he had raised millions of investment for his own biotech start-ups.
Mr He declined to answer questions about his prison experience.
'Every pioneer or prophet must suffer'
However, he said he did not harbour any regrets over his work: 'If I go back to 2018, I will do it again, in exactly the same way.'
He said the response from the scientific community was unwarranted, but not unusual. 'I thought I had helped two families and their parents appreciated me. I did not expect that the world would respond so badly,' Mr He said.
'I once thought it is unfair. But now, I believe it is fair. Every pioneer or prophet must suffer.'

Mr He has compared himself to Edward Jenner, the English physician who discovered the smallpox vaccine and was initially mocked for his work. Satirists claimed patients would grow cow horns after being inoculated.
Last year, Mr He said he was attacked as he walked into his car, suffering multiple injuries, and that his assailant had been staking out his office for a week before the assault.
Despite the public backlash, the scientist said the gene-edited twins – as well as a third baby born to a different mother – are healthy and living normal lives.
Since his imprisonment, gene therapy, a less controversial treatment involving introducing new genes to fight disease, has made major breakthroughs. And gene editing has also advanced in the lab, including the recent creation of a 'woolly mouse' as a potential step to reviving the woolly mammoth.
However, seven years later, there is little sign of human gene editing experiments being repeated again.
China tightened up gene editing laws after Mr He's case, and the practice remains illegal in major countries as well as strongly discouraged by the World Health Organisation. Mr He has hit out at the scientific community that condemned him, saying Crispr's pioneers have wasted billions without helping patients.
After prison, he returned to the lab at the Wuchang University of Technology in Wuhan, the city that was cradle of the pandemic. Mr He ducked the question of whether Covid-19 might have escaped from a lab, saying he has no idea.
He is now working at a research park in Beijing 'with the help of an assistant and a few interns'.
A photographer is also frequently present, it appears. Mr He frequently posts on X, pronouncing one-sentence assertions such as 'Tinkering with human embryos will certainly be worth the risk' and 'Gene editing in human embryos will be as popular as iPhone' with portrait photos of himself in the lab.

Unnamed Chinese and American companies are funding his work, Mr He has said. No funding has come from the Chinese government, he said.
One person who has reportedly offered to finance his work is Ryan Shea, a US cryptocurrency entrepreneur, who praised him as a 'brave scientist ... willing to challenge conventional wisdom'. However, Mr He insisted that gene editing should benefit society 'rather than servicing a few rich men'.
Editing embryos' DNA will 'permanently eradicate cancer'
Mr He recently released a research proposal for a gene editing experiment aimed at fighting Alzheimer's – a disease that has no effective drug – with a mutation that may decrease the disease's impact.
His research proposal states that it will first be tested on mice, and then human embryos, but 'no human embryo will be implanted for pregnancy'.
He insisted his revolution is moving forward. In November, South Africa's national health department revised its ethics guidelines in a way that appeared to allow for genome editing, something that has also provoked an ethical outcry.
'The first gene edited baby after my work will be born in South Africa in two years,' Mr He said, predicting that the UK, Japan, Korea and Canada will follow.
There is little sign of British laws being changed to allow human gene editing, although a citizens' jury of people with genetic conditions overwhelmingly voted in favour of the idea in a project organised by the University of Cambridge in 2023.

Mr He argued that governments should pay 'in full' for the treatment, given how much it will ease the burden on health services. Editing embryos' DNA will not only eliminate Alzheimer's but 'permanently eradicate cancer', he claimed.
However, gene editing presents more than just economic and health concerns. There are ethical questions, too.
The rise of genetic editing techniques has raised the prospect of designer babies: embryos edited for eye-colour, athletic ability or intelligence. Mr He has said he opposed allowing billionaires to create superior children, and that we should ban gene editing for these purposes. But he does worry that his experiments have started to erase natural selection in a way that will be difficult to control.
Despite his hope to one day be remembered as the 'Chinese Darwin', Mr He admitted he is 'deeply worried that one day humans will no longer be controlled by Darwin's evolution'.
If that prediction comes true, Mr He will certainly be part of the story, for good or bad.

A simple blood test can tell which patients will rapidly develop severe Alzheimer's, a study reveals today. Identifying those with mild cognitive impairment who are most likely to suffer an accelerated decline could allow them to enter clinical trials and receive extra support, researchers say. Neurologists tested 315 non-diabetic patients with cognitive deficits, including 200 with Alzheimer's disease, for resistance to insulin – a hormone that regulates blood-sugar levels. This was assessed using the triglyceride-glucose (TyG) index. Among those with mild cognitive impairment due to Alzheimer's, individuals with the highest TyG scores declined four times faster over the three-year follow-up period than those with lower TyG levels. Researchers suggest that insulin resistance, which has already been linked to the onset of Alzheimer's, may accelerate progression by impairing the uptake of glucose in the brain, promotinginflammation and disrupting the blood-brain barrier. It may also contribute to the build-up of amyloid, a toxic protein, in the brains of Alzheimer's patients. The scientists at the University of Brescia, Italy, also found that high TyG was associated with blood-brain barrier disruption and cardiovascular risk factors. But they found no link between high TyG and other neurodegenerative diseases. Their study will be presented today at the European Academy of Neurology Congressin Helsinki. Lead researcher Dr Bianca Gumina said: 'Once mild cognitive impairment is diagnosed, families always ask how fast it will progress. 'Our data shows that a simple metabolic marker available in every hospital laboratorycan help identify more vulnerable subjects who may besuitable candidates for targeted therapy or specificintervention strategies.'

Alzheimer 's decline could be predicted with a simple blood test already offered to those at risk of type 2 diabetes. The disease is the most common type of dementia, with symptoms including confusion, speech and language issues, problems with moving around and behaviour changes. Around a million people in the UK are living with dementia, but that figure is projected to rise to 1.4 million by 2040, Alzheimer's UK warns. There is currently no cure for the disease nor any definitive way to predict how quickly it will progress, only medicines to help relieve some of the symptoms. However, research presented at the European Academy of Neurology (EAN) Congress 2025 suggests a blood test used to detect insulin resistance could also identify patients at a high risk of cognitive decline. Neurologists at the University of Brescia, in Italy, analysed data from 315 non-diabetic patients with cognitive deficits – that included 200 people with Alzheimer's disease. All participants were tested for insulin resistance using the triglyceride-glucose (TyG) index – a low-cost, widely available marker calculated from standard blood test. They were then followed up three years later. Participants were divided into groups of varying cognitive impairment and also separated according to their insulin resistance score. Among those with mild cognitive impairment due to Alzheimer's, individuals with the highest TyG scores declined four times faster than those with lower TyG levels – but this link was not seen in the group with cognitive impairment not caused by Alzheimer's. 'Once mild cognitive impairment is diagnosed, families always ask how fast it will progress,' said lead investigator Dr Bianca Gumina. 'Our data show that a simple metabolic marker available in every hospital laboratory can help identify more vulnerable subjects who may be suitable candidates for targeted therapy or specific intervention strategies.' It's believed insulin resistance impairs glucose uptake in the brain, which means it is less active. This can lead to increased inflammation in the brain disrupting the blood-brain barrier and contributing to amyloid build-up – a protein that can form toxic plaques in the brain - all of which are linked with the progression of Alzheimer's disease. While inflammation is the body's defence mechanism which responds to damage and infection to keep us healthy, too much of a good thing can have consequences, Alzheimer's Research explains. When these toxic proteins build up in people with Alzheimer's, the brain fights back with an inflammatory response to keep the damage at bay. But this is thought to cause more damage. 'We were surprised to see the effect only in the Alzheimer's spectrum and not in other neurodegenerative diseases', Dr Gumina noted. She suggested it highlights that there is a 'disease-specific vulnerability' to insulin resistance and interventions could change the trajectory of the disease. Researchers also found high insulin resistance was associated with blood–brain barrier disruption and cardiovascular risk factors, but these were not associated with increased risk of Alzheimer's progression. It's hoped these findings could help detect Alzheimer's patients who are at a high-risk of cognitive decline early and enrol them in more targeted clinical trials – such as anti-amyloid trials. This blood test could also be used to make timely interventions to improve their insulin sensitivity. 'If targeting metabolism can delay progression, we will have a readily modifiable target that works alongside emerging disease-modifying drugs', concluded Dr Gumina. The researchers are currently investigating whether levels of insulin resistance also track with neuroimaging biomarkers- brain scans which indicate the structure, function and chemistry of the organ as well as diagnosing neurological conditions.

Some universities accepted money from companies and institutions with ties to the People's Liberation Army (PLA) in China, including those which are sanctioned by other countries. Other universities took funding from institutions and tech firms ­accused of helping the Chinese ­Communist Party (CCP) spy on and target users, spread misinformation and abuse human rights. The director-general of MI5 last year warned vice-chancellors that China and other states the UK ­Government views as adversaries are attempting to steal technology from universities that can 'deliver their ­authoritarian, military and ­commercial priorities'. The Inter-Parliamentary ­Alliance on China said The Ferret's research suggests that funding from ­CCP-linked organisations in Scottish ­higher education is particularly ­prevalent. This, it claimed 'should be a matter of deep concern for ministers and the wider Scottish public'. It has denied the use of subversive tactics abroad and argues that research collaboration with UK universities has 'enhanced mutual understanding'. The Ferret asked Scotland's ­universities to disclose funding they received from Chinese organisations between 2020/21 and 2024/25. Ten universities collectively received at least £39.7 million of funding. Of that, £5.5m came from ­organisations allegedly linked to the military, ­human rights abuses or spying, or was used to fund controversial ­Confucius Institutes. These are CCP-funded ­educational and cultural ­programmes on UK campuses which have been ­accused of monitoring and ­censoring UK students, and pushing ­propaganda. Dundee University refused The ­Ferret's request while others ­withheld some information which, they ­argued, was commercially sensitive. As such, the true total could be higher. Edinburgh University received more than £11m in research funding from unnamed Chinese organisations but it did not provide further detail. The university said it was not feasible to provide a complete list of possible funding from China. Some of Edinburgh Napier ­University's funding, £1.2m, came from unnamed Chinese partners for transnational education programmes. St Andrews University would only provide funding information for named organisations, rather than any from China. Military links SOME universities accepted money from Chinese organisations with military ties. Strathclyde University received £130,000 in research funding from Wuxi Paike New Materials ­Technology, which makes metal ­forgings for the Chinese military. Strathclyde did not specify when it received the money from the firm, which was sanctioned by the US ­government in December 2020 due to its military links. Strathclyde also accepted £22,100 for 'research ­studentship/knowledge exchange' from the Chinese ­Academy of Sciences on an ­undisclosed date. The academy is designated 'medium risk' by the Australian Strategic ­Policy Institute (ASPI), due to its alleged weapons research. ASPI is a defence think tank founded by the Australian Government. It has been described as having a hawkish stance on China and has ­received funding from overseas governments, including the US and UK, as well as the defence industry. In 2020, a drone submarine ­developed by the Chinese Academy of Sciences was found by an ­Indonesian fisherman in the South China Sea and thought to be on a possible covert mission by military observers. The following year, in October 2021, Robert Gordon University (RGU) was given £46,820 by the ­academy to research spectral ­imaging – a method of capturing highly ­detailed images. An RGU spokesperson said the ­research collaboration was ­transferred to the university in 2021 after it appointed a professor from Strathclyde who was working on the project. The collaboration ended in 2023. In April this year, The Times ­reported that RGU, Aberdeen and Strathclyde universities were among 23 UK institutions to have signed an agreement with Chinese institutions with alleged military links, despite warnings from MI5. Surveillance and spying allegations SOME universities accepted money from tech firms, including those accused of helping the CCP to spy on users, and spread misinformation. Heriot-Watt University received ­between £150,000 and £200,000 from tech firm Huawei to research wireless communications hardware between November 2020 and November 2021. In July 2020, it was announced that Huawei will be banned from UK ­infrastructure by the end of 2027 over fears it could facilitate spying from China. In 2019, we reported that universities and Police Scotland refused to sever links with the tech ­giant despite fears their devices may be used to spy for Beijing. Huawei has previously said it had never been asked by the CCP to spy and 'would categorically refuse to comply'. In 2022/23, Edinburgh University accepted £127,973 from tech firm, Tencent, to fund a research project called 'serving big machine learning models'. Allegations of mass surveillance and human rights abuses by Tencent were reported years earlier. READ MORE: Scottish Government announces £3 million in funding for 14 festivals CCP committees within Tencent ensure that the state's 'political goals are pursued', according to a 2020 study from ASPI. A 2022 report from Human Rights Watch claimed that via its messaging app, WeChat, Tencent 'censors and surveils' users on the CCP's behalf and 'hands over user data to ­authorities when 'sensitive' ­information is discovered'. 'There have been numerous ­reports about people getting harassed, detained, or imprisoned for their private messages on WeChat,' it added. A 2020 study from the University of Toronto found that WeChat also ­monitored users outwith ­China. ­Tencent has rejected claims that the CCP uses WeChat for spying. WeChat reportedly spread Russian propaganda and ­misinformation surrounding Moscow's invasion of Ukraine, while suppressing posts ­sympathetic to Kyiv, but Tencent declined to comment on the claims. In January, the US added Tencent to a list of businesses it claims work with China's military. Tencent has ­denied the allegations. Monitoring, restrictions and ­propaganda SOME organisations funding Scotland's universities have allegedly policed overseas students and restricted their freedoms. Most of these financial contributions were used to fund Confucius Institutes at Scottish universities. Confucius Institutes teach ­Chinese language and culture, but have been ­accused of monitoring ­students, spreading state ­propaganda, ­censoring topics – such as the independence of Taiwan – and ­stifling free speech on campuses. China has rejected the allegations. In 2021, a former Chinese diplomat, who defected to Australia, told The Ferret that China tries to control international students at Scottish universities via student associations. A 2023 report from the UK Parliament's intelligence and security ­committee said the institutes were run by Hanban, an arm of China's education ministry ultimately controlled by the CCP's propaganda department. Its institutes must obey CCP law, monitor students overseas and influence their behaviour, the ­report alleged. The last UK government U-turned on a bid to ban the institutes, while top Australian universities closed their institutes in April. Since 2020, Strathclyde, ­Edinburgh and Heriot-Watt universities have accepted more than £5m, including from Hanban, to fund their ­Confucius Institutes. Edinburgh's institute was partly funded by Fudan University, which reportedly omitted the phrase ­'freedom of thought' from its charter in 2019. Aberdeen University accepted £5000 from the China Scholarship Council (CSC) in November 2023 to fund a visiting researcher. Some ­European universities have paused or ceased co-operation with the CSC, citing threats to academic freedom, research security and the risk of '­industrial espionage'. Universities 'ignoring evidence of risks' LUKE de Pulford, executive director of the Inter-Parliamentary Alliance on China, an international alliance of cross-party politicians, said The Ferret's research was 'shocking, but not surprising'. 'The fact that money is still being allowed to flow without being flagged should be a matter of deep concern for ministers and the wider Scottish public,' he claimed. 'The rest of the UK has been slow to address dependencies which are curtailing academic freedoms and assisting the People's Liberation Army, but this evidence suggests that the problem is even more acute in ­Scotland and needs urgently to be tackled.' Laura Harth, China in the world ­director at human rights group ­Safeguard Defenders, said: 'It ­remains staggering to see ­evidence-based ­institutions ­consistently ­ignore the endless amount of ­evidence on the security, IP theft and ­foreign ­interference risks related to ­co-operation with (CCP) entities. The world's upside down 'This is the exact opposite of the academic rigour we should ­expect and an outright denial of their ­commitment to independent thinking and discovery. 'Universities and other entities that continue to ignore such risks do so at the expense not only of their students and stakeholders, but of our ­democratic societies as a whole. Such free-riding has to stop.' The Scottish Conservative shadow education secretary, Miles Briggs, said there was 'good reason' to be wary of university funding with ­alleged links to spying, human rights abuses, the military and other issues. 'For too long SNP ministers have been complacent about the ­overexposure of the university ­sector in Scotland without investigating where funding has come from,' he claimed. The Ferret contacted the Chinese Embassy which has previously been critical of what it has branded politicised anti-Chinese rhetoric, but we received no response. Universities ensure 'robust due diligence' ABERDEEN University said it has 'robust procedures in place to ensure due diligence around ­international collaboration', ­including 'mitigations' for 'higher risk partnerships' such as a team to review security issues, and the use of an official 'trusted research' checklist. A spokesperson added that the ­university complies with UK r­egulations including control ­requirements around the export or transfer in goods, software or ­technology, including data, ­information and technical assistance. Heriot-Watt University said global partnerships were 'vital' to ­advancing its research and teaching, while also benefitting its students, ­supporting cultural exchange and contributing to the university's ­financial sustainability. The university complies with UK Government international security guidelines and partnerships are 'rigorously assessed' to ensure 'academic freedom and institutional autonomy,' a spokesperson added. An Edinburgh University ­spokesperson said all partnerships, 'including donations and research funding, are subject to a rigorous due diligence process'. A Strathclyde University ­spokesperson said: 'All of our research is subject to risk assessments, ethical approvals and adherence to UK Government guidelines on national security, export control and the Academic Technology Approval Scheme.' A spokesperson for RGU said: 'All of RGU's international collaborations are ­developed with robust due diligence and are aligned with the university's commitment to research excellence.' A Scottish Government spokesperson said: 'Universities are autonomous institutions and are expected to understand and manage the reputational, ethical and security risks associated with international partnerships. 'This includes conducting appropriate due diligence before entering into new partnerships, and monitoring existing partnerships to ensure they comply with relevant legal requirements'. National security is reserved to the UK Government's Home Office, which did not respond to a request to comment. Every organisation in this article was approached for comment, either directly or via the Chinese consulate in Edinburgh and the Chinese embassy in London.
