CGTN: China and CELAC usher in new chapter of South-South cooperation

BEIJING, May 13, 2025 (GLOBE NEWSWIRE) — Located in San Salvador, the National Library of El Salvador – a China-aided mega project – has become a modern cultural landmark in the capital city since its inauguration in late 2023.
Spanning 24,000 square meters, the library is open 24/7 and holds over 360,000 volumes. It serves multiple functions, including youth education, art exhibitions, cultural performances, and academic conferences.
The library is among more than 200 infrastructure projects China has supported in Latin American and the Caribbean (LAC) countries in recent years, which Chinese President Xi Jinping noted during his address at the opening ceremony of the fourth ministerial meeting of the China-CELAC (Community of Latin American and Caribbean States) Forum in Beijing on Tuesday.
Xi said those projects have helped create nearly one million local jobs.
Fundamental pursuit to benefit people
Noting that this year marks the 10th anniversary of the official launch of the China-CELAC Forum, Xi said he's pleased to see the China-CELAC Forum grow from a seedling to a tall tree.
China and CELAC countries have built a community with a shared future, featuring equality and mutual benefits, upholding openness and inclusiveness, and aiming to bring tangible benefits for the people, Xi said.
Since 2012, China has been LAC's second-largest trading partner and is now the top partner for Chile, Brazil, and Peru. It has signed free trade agreements with five LAC nations: Peru, Chile, Costa Rica, Ecuador, and Nicaragua.
As of 2024, bilateral trade reached $500 billion – a nearly 40-fold increase since 2000, according to Chinese Ambassador to Panama Xu Xueyuan.
So far, 23 LAC countries have signed memorandum of understanding (MoU) on the Belt and Road Initiative (BRI) with China, Xu said. Notable BRI projects include the Chancay Port – South America's first smart and green port – and the Jamaica North-South Highway.
Inaugurated in November 2024, Chancay Port has cut Pacific shipping time by nearly one-third, lowered logistics costs by 20 percent, and is expected to create over 8,000 direct jobs. Such tangible cooperation has received strong local support. A CGTN poll of 2,500 Latin Americans found that 80.4 percent viewed the BRI as beneficial to regional economic and social development.
Since 1993, China has dispatched 38 medical teams to Caribbean nations, offering care and helping improve local medical capabilities. The same poll showed that 86.2 percent of respondents had a favorable impression of China.
Solidarity and further cooperation
At the gathering, Xi stressed the importance of Global South unity in face of rising unilateralism and protectionism.
China and LAC countries are important members of the Global South, Xi said, adding that 'Independence and autonomy are our glorious traditions, development and rejuvenation are our natural rights, fairness and justice are our common pursuits.'
Facing the undercurrents of geopolitics and camp confrontation, as well as the growing countercurrents of unilateralism and protectionism, China is willing to join hands with CELAC countries to launch the five major projects, seek common development and rejuvenation, Xi said.
Detailing the major projects centering on solidarity, development, civilization, security and people-to-people exchanges, Xi called on China and Latin American and Caribbean countries to continue supporting each other on core interest issues and major concerns, maintain close exchanges in all fields, and jointly implement the China-proposed Global Development Initiative, Global Security Initiative and Global Civilization Initiative.
Xi announced that China will provide CELAC countries with a credit fund of 66 billion yuan (around $9.2 billion) to support their development. Additionally, over the next three years, China will offer 3,500 government scholarships, 10,000 training opportunities, 500 international Chinese language teacher scholarships, and 300 training spots for poverty reduction technologies.
China has decided to offer a visa-free policy to five countries in Latin America and the Caribbean, and will expand the policy to cover more regional countries in due course, said the Chinese president.
China's recent modernization has boosted confidence in the region. A CGTN poll showed that 82.9 percent of respondents see China's development model as a valuable reference for LAC countries.
Noting China has always been a good friend and partner of LAC countries, Xi called on China and LAC countries to join hands and move forward side by side on respective modernization journeys.

With Israel's air space closed and the two countries exchanging heavy missile fire, many people are being evacuated via neighbouring countries. - Europe - European countries have already repatriated hundreds of their citizens from Israel. The Czech Republic and Slovakia said on Tuesday they had taken 181 people home on government planes. "It was not possible to send the army plane straight to Israel," the Czech defence ministry said in a statement, citing the air space closure. "The evacuees were taken to an airport in a neighbouring country by buses. They crossed the border on foot." The German government said flights were scheduled for Wednesday and Thursday via Jordan, while Poland said the first of its citizens were due to arrive back on Wednesday. Greece said it had repatriated 105 of its citizens plus a number of foreign nationals via Egypt, while a private plane with 148 people landed in the Bulgarian capital Sophia on Tuesday. - United States - The US ambassador to Israel announced plans on Wednesday for evacuating Americans by air and sea. The embassy is "working on evacuation flights & cruise ship departures" for "American citizens wanting to leave Israel," Ambassador Mike Huckabee posted on social media. - China - China has evacuated more than 1,600 citizens from Iran and several hundred more from Israel. The Chinese foreign ministry said on Thursday its "embassies and consulates will continue to make every effort to assist in the safe transfer and evacuation of Chinese citizens". - Australia - Australia has started evacuating around 1,500 citizens from Iran and more than 1,200 from Israel -- but missile barrages have made it too risky for civilian aircraft to land in either country, its foreign minister said. "There's no capacity for people to get civilian aircraft in, it is too risky, and the airspace is closed," Foreign Minister Penny Wong told national broadcaster ABC. "We have taken the opportunity to get a small group of Australians out of Israel through a land border crossing. The Japanese embassies in Iran and Israel are preparing to use buses to evacuate citizens to neighbouring countries, a government spokesman said, as the war entered its seventh day. - Indonesia - Indonesia is preparing to evacuate around 380 of its citizens currently in Iran by land, Jakarta's foreign minister said Thursday. "Flights are no longer possible, so the only way is the land route. It will start tonight," Foreign Minister Sugiono, who like many Indonesians goes by one name, said in a video. At least 11 Indonesians in Israel have asked to leave and Jakarta's embassy in the Jordanian capital Amman was preparing to evacuate them, the ministry said. - Vietnam - Vietnam, which has more than 700 citizens in Israel and dozens in Iran, said it was working to ensure their safety. The foreign ministry said on Thursday that 18 Vietnamese from Iran were evacuated, 16 of whom returned to Vietnam. It did not provide further information on evacuations from Israel. - Philippines - The Philippines is preparing to repatriate 28 Israel-based Filipino workers out of 178 who asked for help, the Department of Migrant Workers secretary Hans Cacdac said Thursday. At least 21 Philippine government officials have also crossed into Jordan by land from Israel since the conflict began, the foreign ministry said.

China auto industry was already on the rocks. Recall, in late May we reported that a historic price war had broken out in China, one where the world's largest maker of EVs, BYD, had just cut prices by 34% in a desperate attempt to capture market share and put its competitors out of business (while unleashing a deflationary global shockwave that would crush EV makers around the globe). Overnight the world's largest maker of EVs, China's BYD (it surpassed Tesla last year) unleashed a price war nuke, cutting prices by up to 34%. Other Chinese automakers immediately followed. This will send a deflationary shockwave and spark major trade war escalation by Europe — zerohedge (@zerohedge) May 27, 2025 Just a few days later, Wei Jianjun, Chairman of Great Wall Motor – one of China's largest car makers – said China's auto industry was going through its own 'Evergrande' moment as a result of the unprecedented price war (for those who missed that particular episode, Evergrande is effectively China's Lehman, because while the largest financial asset in the US is capital markets in China it is real estate, and the 2021 collapse of Evergrande has left China's property market shocked and still unable to recover). And also roughly at the same time, we reported that China's Contemporary Amperex Technology Co., Limited (or CATL), the world's largest EV battery maker (and thus directly dependent on the viability and growth of the global EV industry), was receiving more in Chinese subsidies in 6 months than Chinese auto giants BYD, Great Wall and SAIC combined. All in order to maintain the illusion that China's EV industry was firing on all cylinders, to use a bad metaphor, and more importantly, to give the impression that China's economy was booming at a time when all eyes were on it as a result of the trade war with America (because woe to the loser). The problem, as every Potemkin village comes to realize sooner or later, is that one can only pretend for so long and eventually the stimulus money runs out. And in the case of China, the stimmies have almost run out. According to Reuters, at least six cities and municipalities across China have suspended trade-in subsidies for car buyers in June, which could grind to a halt most if not all new car sales in the world's second-biggest economy. Notices from governments in Zhengzhou and Luoyang blamed the subsidy pause on the first round of funding allocated by Beijing for the program running out, while Shenyang and Chongqing said the suspension was due to adjustments to improve capital efficiency. The northwestern region of Xinjiang issued a similar suspension. Beijing was pushing the communist economy into overdrive with the help of billions in stimmies to create the impression in April and May that all is well and that Trump's trade war isn't hurting China. But now, the money has run out. As Reuters reports, China's government has leaned on subsidies for big-ticket items, including cars, home appliances and some electronics to get people spending as consumer sentiment in the country remains sluggish amid a prolonged property slump and concerns over wage growth and unemployment. Naturally, the programmes – also known as free money – have been embraced with some enthusiasm, and as of May 31, there were more than 4 million applications submitted this year for car-specific trade-in subsidies, according to the country's Ministry of Commerce. Not surprisingly then that boosted by the torrential stimulus, Chinese retail sales data for May released earlier this week surprised on the upside… but economists quickly realized that subsidies were the main reason for the higher-than-expected 6.4% growth. An additional 13,000 made it to the ranks of UAE's dollar millionaire resident base in 2024, according to the latest UBS 'Global wealth Report 2025', which is an increase of 5.8% from the year before. A good number of these newly created millionaire base in the UAE came about from re-locations, as has been the case for four years now. 'This year there has been some significant movement in the number of millionaires in many of parts of the world, both upwards and downwards,' according to the Swiss bank's findings. 'In 2024, Turkey stands out from the crowd thanks to an 8.4% increase in its number of dollar millionaires over 2023, equivalent to a boost of roughly 7,000 people in a single year. The UAE (had) a rise of 5.8% in millionaire numbers, thanks to approximately 13,000 new entrants in this category.' 'Having looked at long-term trends, we concluded that wealth is far from static.' In the UAE, that's been the case. Banking and property market sources talk about the multi-million dollar deals that have been shaping the UAE investment landscape. The property firm Knight Frank in a recent report points to the influx of Saudi, Indian, Chinese and UK high networth individuals committing sizable investments in the UAE. At some locations such as Jumeira Bay island, the deal sizes are getting bigger. There are an estimated 240,343 dollar-millionaires in the UAE with a combined $785 million. Saudi Arabia, according to UBS, has 339,029 dollar-millionaires, with a combined wealth holdings of $958.3 million. 'In an era marked by rapid economic shifts, increasing volatility and unprecedented market developments, understanding the trends and drivers of wealth creation is more crucial than ever,' said Robert Karofsky, co-President of UBS Global Wealth Management. In the UAE, around 62% of gross wealth is allocated to financial assets, and it's almost 58% in Saudi Arabia. Assets such as real estate as well as land make up about 48% of what the super-rich spend on in both the prime GCC markets. (Debt levels among these investors is close to 9% in the UAE and 'only 5.7% in Saudi Arabia, one of the lowest levels in our sample of 56 countries', according to UBS.) Niels Zilkens, Head Wealth Management Middle East at UBS Global Wealth Management, said: 'Saudi Arabia and the UAE are not only seeing rising millionaire numbers, but also meaningful gains in median wealth – especially in the UAE, where it rose over 23% since 2020. 'With a combined $122 billion in expected wealth transfers ahead, both markets are entering a pivotal phase of generational transition.'
