Johannesburg court sentences cop killers to multiple life terms

The High Court in Johannesburg has handed down multiple life sentences to two men who brutally murdered police officers and a community policing forum member in what the National Prosecuting Authority described as a targeted attack on the state.
Njiki Hlulani Mabuza, 31, and Savenore Sihle Ntuli, 29, were sentenced on Monday to three life sentences each for the murders of Sergeant Phillip Kgotso Malahlela, Constable Vusimusi Innocent Batsha, and CPF member Tommy Masuku.
The court also handed down an additional 59 years for related crimes, including attempted murder, robbery with aggravating circumstances, possession of unlicensed firearms, and ammunition.

The convictions stem from a series of violent events between July and October 2022. Investigations revealed that the accused were behind the murder of Masuku, a CPF member ambushed and shot in an informal settlement after being accused of cooperating with the police.
Four months later, they executed a deadly ambush on police officers retrieving a body in Boksburg.
"Such acts threaten the security of all South Africans and undermine efforts to maintain law and order," Mjonondwane said.
During the second attack, one officer was gunned down in a bathroom, and another was shot outside the scene. The girlfriend of the deceased civilian was also caught in the crossfire, sustaining two gunshot wounds and suffering permanent abdominal injuries. The suspects also stole service firearms from the fallen officers.
"Through diligent prosecution and unwavering commitment, the NPA continues to affirm that attacks on the state and its institutions will be met with the full might of the law," Mjonondwane stated.

Senior State Advocate Zarina Pack told the court that the attack was premeditated and calculated, taking place during what was meant to be a standard police operation.
The court agreed, citing the devastating impact of the crimes on the victims, their families, and the country's law enforcement fraternity.
The NPA welcomed the ruling as a firm statement against the murder of officers and reaffirmed its commitment to protecting the integrity of South Africa's justice system.

'However, the application did not proceed as Hlophe opted to appoint a private attorney to represent him,' Nyuswa said. All suspects have been remanded in custody. 'The [NPA] condemns acts of violent crime and remains resolute in pursuing justice for victims,' Nyuswa said. CRL chair's claims against its executive director are 'defamatory', Forsa says
Freedom of Religion South Africa (Forsa) has strongly denied what it termed false and defamatory allegations made by chairperson of the CRL Rights Commission Thoko Mkhwanazi-Xaluva on Thursday. During a media briefing convened by the commission, Mkhwanazi-Xaluva alleged Forsa and its executive director Michael Swain had accused her, Cheryl Zondi and/or the Cheryl Zondi Foundation of receiving R1.5m from the National Lotteries Commission. Zondi was a witness in the rape trial of Nigerian televangelist Timothy Omotoso. Forsa said this donation was reported widely in the media. It said a press release from the National Lotteries Commission of December 13 2018 stated the Cheryl Zondi Foundation had partnered with the Izimvo 447 NPC and received R1.5m to aid their work for those exploited in sacred spaces. 'Neither Michael Swain, nor Forsa, has ever alleged financial misconduct of any kind. Such claims are false and wholly without any factual basis at all,' the organisation said in a statement. Forsa said it was disappointed that Mkhwanazi-Xaluva did not first seek clarity or engage with it before making public accusations and threatening legal action. 'Her subsequent laying of criminal charges against Michael Swain and Forsa is seen as vexatious and unfounded. It appears to be a personally motivated attack designed to intimidate and deter Forsa (or others) from opposing the chair's agenda to push again for state regulation of religion.' Forsa said it reserved all legal rights in its response to this matter and was considering appropriate legal remedies in response to these false and harmful allegations. 'These include a formal demand for retraction as well as amending its extant damages claim for defamation.' Forsa said it was not against any person or institution, including Mkhwanazi-Xaluva or the commission. 'On the contrary, Forsa supports all of its legitimate and constitutional objectives. However, our singular focus is the protection and advancement of religious freedom and related constitutional rights in South Africa.' Forsa said a letter from more than 20 senior religious leaders representing about 12-million South Africans was sent to President Cyril Ramaphosa in 2019, raising several concerns, including that Mkhwanazi-Xaluva simultaneously served as CRL chairperson and deputy chair of the Cheryl Zondi Foundation. The commission was a Chapter 9 institution, created to be independent and impartial, accountable only to parliament, Forsa said. 'Thus, its chair must avoid bias, preferential treatment and dual loyalties. Arguably, this includes keeping clear boundaries when interacting with organisations, especially advocacy organisations, linked to matters before the commission.' Forsa said under Mkhwanazi-Xaluva's leadership at the time, the CRL strongly pushed for state regulation of religion. 'A wide diversity of faith communities strongly opposed the CRL's proposal. The 'conflict of interest' concern arose because the CRL chair cited the Omotoso case as a high-profile example to justify the CRL's proposed regulation model (via peer review councils, licensing of religious leaders, etc).' Her appointment as the deputy chair of the Cheryl Zondi Foundation, therefore, created a strong impression of an overlap of interest and influence. 'On the one hand, the chair of the CRL is tasked with impartial interaction with faith communities, constitutional compliance, and safeguarding diverse religious rights. Acting as deputy chair of the Cheryl Zondi Foundation is an advocacy-aligned — not neutral — position.' This raised legitimate concerns about a conflict of interest on the part of the chairperson, Forsa said. 'It must be stressed that this in no way raises any concern or casts any suspicion on Cheryl Zondi or the Cheryl Zondi Foundation.' Since being reappointed, Mkhwanazi-Xaluva has continued promoting proposals for state regulation of religion, including the introduction of peer review mechanisms, Forsa said. It said it had consistently opposed this course of action, repeatedly warning that state regulation of religion was unnecessary, unconstitutional, unworkable and unaffordable. 'In Forsa's public education efforts to point out the dangers to religious freedom of state regulation of religion, we gave the historical background to the current context. One part of this extensive presentation referenced the 2019 letter to the president in good faith and with full transparency.' Forsa said the 2019 letter did not accuse Mkhwanazi-Xaluva of theft or corruption of any kind and did not contain any accusations against Zondi or the Cheryl Zondi Foundation at all.

Hitman jailed for life after attacking elderly couple on son-in-law's orders
Davis was handed two life sentences for a deadly stabbing and two attempted murders carried out at dawn, under orders from the victims' son-in-law. A Cape Town man has been sentenced to two life terms for killing an elderly man and attacking his wife during morning prayer, in a paid hit ordered by the couple's son-in-law. The High Court Western Cape Division handed Reagan Davis two life sentences and 15 years for the murder of 75-year-old Hashim Ahmed Dennis and the attempted murder of his 70-year-old wife, Kulsoem Dennis, and their daughter, Ibtisaam Dennis. The attackers targeted the couple while they were preparing for the sunrise prayer. Elderly couple targeted while preparing for sunrise prayers Davis, 35, stood trial alongside the elderly couple's son-in-law, Brent Williams. However, Williams died on 10 February 2025, just before the state closed its case. After Williams died, the trial continued against Davis. National Prosecuting Authority (NPA) regional spokesperson Eric Ntabazalila said that senior state prosecutor Advocate Evadne Kortje proved that the murder was a contract killing and Davis was paid R1 000, which he used to buy takkies. Kortje led evidence from 10 witnesses, which revealed that Williams and his wife, Ibtisaam Dennis, stayed with the elderly couple. 'Williams hired Davis and another man, unknown to the state, to invade and attack his in-laws to 'neutralise' his marital problems. At the time, the elderly couple stayed in a flatlet in the couple's yard,' Ntabazalila said. CCTV footage showed Williams travelling with the two co-perpetrators in his red maroon bakkie to the area of 6 Conifer Close in the early hours of 31 January 2019. The son-in-law dropped Davis and the other man off and drove off to wait until they finished the job. Son-in-law dropped perpetrators off near house Davis and the other man gained access to the house through the security gate, which was not forced open. Devout Muslim worshippers prepare for Fajr, or the sunrise prayer, at approximately four in the morning. Around the world, worshippers offer one of the five daily prayers of the Islamic faith. The taking of Wudu, which is the cleansing ritual required before praying, is the first step in each prayer. Ntabazalila said that while the elderly husband was busy with the cleansing ritual in the bathroom, his wife was seated on the bed reciting passages from the Holy Quran before they would pray Fajr at 4.30am that day. Kulsoem Dennis heard the voice of an intruder asking where the money was in Afrikaans before brutally attacking her. The intruder struck the wife on the head, neck, and chest with a firearm. 'She chanted, 'Allahu-Akbar' (God is Great) until she hit the floor. Severely injured and in shock, she lay on the floor, pretending to be dead as her burga (headscarf) fell softly over her face and she kept her eyes closed,' Ntabazalila said. Wife pretended to be dead According to the NPA, the wife heard shoving noises as the attackers ransacked the room. They assaulted Hashim Ahmed Dennis as he stepped out of the bedroom. 'When it quieted down, she got up and found her husband on the floor, deceased, bleeding from various stab wounds. He had 15 stab wounds,' Ntabazalila said. The couple's daughter heard a noise and noticed a bright light from her parents' flatlet. When she went to investigate, she was met with a knife-wielding intruder who charged at her. CCTV footage showed the two attackers sprinting back to Williams' vehicle, getting in the bakkie and driving away shortly after the attack. The daughter called the police and her sister as she discovered the home invasion and the attack on her parents. Ntabazalila said that the police investigation identified Williams as the mastermind behind the attacks. Williams was arrested on 20 May 2020. Mastermind behind attack was the son-in-law Police arrested Davis on 10 June 2020. He did not provide an alibi to the investigating officer. In aggravation of the sentence, Advocate Kortje argued that the murder was premeditated, executed with direct intent and excessive force, and committed in the context of a robbery and housebreaking. He described it as a contract killing orchestrated by the son-in-law. 'The attempted murder of Mrs Dennis involved sadistic violence against a vulnerable and elderly woman at peace during a prayer in the bedroom of her home,' Ntabazalila said. ALSO READ: Mother who allegedly hired hitmen to murder 'drug-addict' son remains behind bars The court sentenced Davis to: 15 years' direct imprisonment for housebreaking with intent to commit murder, 15 years for robbery with aggravating circumstances, Life imprisonment for the attempted murder of the wife, 10 years for the attempted murder of the daughter, and Life imprisonment for the premeditated murder of the husband. It ordered the sentences of housebreaking with intent to commit murder, robbery with aggravating circumstances and attempted murder of Ibtisaam Dennis to run concurrently with the two life sentences. Two life sentences and 15 years The Western Cape Director of Public Prosecutions, Advocate Nicolette Bell, praised the investigation and prosecution team's efforts to bring justice to the victims. 'It can never be overemphasised how important human life is, and the NPA will continue being vigorous in its pursuit of these cases to serve as a deterrent to would-be murderers,' Bell assured.
