Chennai: Several hundred sanitation workers, under the
Chennai Corporation Red Flag Union
, protested at Ripon Buildings on Wednesday, demanding regularisation of contract workers, overdue salaries and benefits such as Dearness Allowance (DA). They also opposed privatisation of solid waste management and implementation of the Light Commercial Vehicle (LCV) waste collection scheme.
"The salary for National Urban Livelihood Mission (NULM) contractors was always paid on the first of each month but delayed by 2-3 weeks for sanitary workers. They received their Feb salary only two days ago. Instead of paying through NULM, the workers suggested the corporation pays them directly," said T Srinivasan, general secretary.
The workers also want a stop to converting public transport services into privatised LCV schemes and want skilled operators hired directly rather than through contractors.

3.5 lakh plantation workers still receive only ₹2 per day as DA

As many as 3.5 lakh permanent plantation workers in the State are not receiving adequate Dearness Allowance (DA), according to a Right to Information (RTI) response. The response was given to an RTI petition filed by Karim Ibrahim from Munnar, a plantation worker. According to the reply, there were 87 sections of workers included in the Minimum Wages Act, and only the plantation sector workers were receiving inadequate DA. The plantation workers are supposed to receive ₹87.40 per day as DA. 'However, now the plantation workers are receiving only ₹2 per day as DA whereas the average DA for the other 86 sectors is ₹87.40 per day,' said Mr. Ibrahim. 'For the past 50 years, the DA has not increased for the plantation sector,' he added. 'Representatives of government, Labour Commissioners, trade union leaders, and plantation owners were included in the PLC committee. However, even the trade unions did not advocate for DA raise for the plantation workers,' he said. Price index Sources said that the Economics and Statistics department calculates the DA for plantation workers using a price index. The documents secured from the State Statistics department showed that the basic point based on which the plantation workers' DA is calculated increased from 400 to 3,659 points in the past three decades. However, this was not reflected in the DA, according to sources. High Range Plantation Employees Union (INTUC) president Cyriac Thomas said that in every meeting, the INTUC demanded for a DA raise for the plantation workers in the State. 'We will continue the demand in the next PLC meeting as well,' said Mr. Thomas. The plantation workers are planning to move the Kerala High Court regarding the issue.

Telangana govt. increases DA for employees, issues orders

The Telangana government has announced an increase in the Dearness Allowance (DA) for state employees and pensioners by 3.64 per cent, delivering positive news to many. Following the issuance of G.O. 78 and 79 by Finance Department Principal Secretary Sandeep Kumar Sultania, the new DA increase will take effect from 1 January 2023. With this adjustment, the current DA, which stands at 26.39 per cent, will rise to 30.03 per cent. Employees will see this increase reflected in their June salaries, to be disbursed in July. Notably, all DA arrears from 1 January 2023 to 31 May 2025 will be deposited into the General Provident Fund (GPF) accounts of employees. For those who have already retired, the DA arrears will be paid in 28 instalments. Additionally, 10 per cent of DA arrears for Contributory Pension Scheme (CPS) employees will be credited to their PRAN accounts, with the remaining 90 per cent paid out in the same instalment format alongside the June salary. The increase also applies to employees under the University Grants Commission (UGC) and All India Council for Technical Education (AICTE) pay scales, with their DA rising from 38 per cent to 42 per cent. In a recent cabinet meeting, it was decided to grant a two-part DA increase to employees, with one part to be awarded immediately and the second in six months. This latest DA hike includes employees at various levels, including district, mandal, gram panchyat, municipalities, municipal corporations, agricultural market committees, district library institutions, work-charged establishments, as well as teaching and non-teaching staff at aided institutions and universities.
