
SP Setia to see better performance ahead
PETALING JAYA: Despite mixed reactions to property developer SP Setia Bhd 's first quarter ended March 31, 2025 (1Q25) financial results released on Wednesday, there is broad consensus that the company should perform better from 2Q25 onwards on more property launches.
Analysts who met the company's management following the release of its 1Q25 results were mixed in their reactions but noted that the upcoming quarters would see improvement.
RHB Research, which maintained a 'buy' call on the stock with an unchanged target price of RM1.72, said the company missed earnings expectations as slower property launches and sales resulted in a largely muted quarter.
Keeping its earnings forecast unchanged for now, it said management shared that the bulk of property launches should come in the next two quarters, with earnings to pick up and improving from industrial land sales in in Setia Alaman, recognition of the Taman Pelangi land sale, and newly launched projects in Australia and Vietnam.
MIDF Research, which maintained a 'neutral' call on the stock and revised the target price to RM1.17 from RM1.21, said management remains committed to meet new sales target of RM4.8bil on the back of planned launch of RM5.1bil of property development and RM300mil industrial property.
TA Securities believes the sales target for the financial year ending December 31, 2025 (FY25) can be achieved as year-to-date sales including for bookings have reached 23% of target and the planned roll out of new launches, with a fifth of the target to be driven by land sales together with potential upside from the finalisation of additional land transactions from joint ventures in Tanjung Kupang and Setia Alaman.
The brokerage has not made changes to FY25 to FY27 earnings forecast. It said the management has viewed 1Q25's results 'as a temporary blip', also confirmed that plans for a diversified real estate investment trust (REIT) comprising malls, offices, schools, convention centres, hotels and industrial properties remained in place with an expected valuation of RM1.5bil or more.
It noted that an advisor has been appointed, and the REIT listing targeted for the first half of next year. 'We estimate that retaining a 40% to 60% stake in the REIT could generate RM600mil to RM900mil in cash proceeds, strengthening SP Setia's liquidity for future growth,' it said. It has maintained a 'buy' call with a revised target price of RM1.97 from RM1.92.
HLIB Research has also maintained a 'buy' call on the stock with an unchanged target price of RM1.80, viewing that results were in line with stronger quarters ahead supported by the strategic portfolio restructuring through monetising land and assets, debt reduction and cost optimisation to enhance financial resilience, with new revenue streams providing additional growth levers anchored by core property development business.

PUTRAJAYA: The Cabinet has approved the proposal to turn the Civil Aviation Authority of Malaysia (CAAM) into a statutory body with separate remuneration and exemption effective Aug 1, says Anthony Loke. The Transport Minister said the merger between CAAM and the Malaysian Aviation Commission (Mavcom) – the country's two aviation regulatory agencies - is expected to help the government save between RM1.5bil and RM2bil over the next decade. 'This exercise will help save RM150mil to RM200mil from government coffers annually. 'Over the next 10 years, this amounts to at least RM1.5bil to RM2bil,' he told reporters on Monday (June 23). Loke explained that CAAM will take over Mavcom's economic regulatory functions and become a statutory body with its own terms and freedoms. He also reassured that the merger will not have any direct financial impact on passengers. Loke said that Aviation Services Charges have been revised and applied to airlines since January. 'The majority of the revenue comes from foreign airlines using our airspace. 'We hadn't reviewed these charges since the 1980s, and we finally did so in recent years,' he added. He said this would contribute significantly to CAAM's financial independence. Loke also stated that the merger aligns with international best practices, which favour a single regulatory body for the aviation sector. The consolidation follows the passing of the Mavcom Bill 2024, which led to Mavcom's dissolution, along with amendments to the CAAM Bill 2024. Loke assured that Mavcom staff will be offered positions within CAAM after the merger. 'The restructuring will be carried out in an orderly and transparent manner, guided by good governance. A business continuity plan will also be communicated to affected staff through internal engagement sessions,' he added. Loke said that currently there were 57 staff members under Mavcom, which would be offered positions at CAAM upon the merger.

Inaccurate to compare CAAM-Mavcom merger to SPAD's dissolution, says Loke
PUTRAJAYA: The merger involving the Civil Aviation Authority of Malaysia (CAAM), which will take over the economic regulatory functions of the Malaysian Aviation Commission (Mavcom), should not be compared to the dissolution of the Land Public Transport Commission (SPAD) in 2018. Transport Minister Anthony Loke said the consolidation of CAAM and Mavcom is intended to strengthen the regulator's role and establish a single authority to oversee the aviation industry. "CAAM has always been a technical regulator, while Mavcom functions as an economic regulator. "This merger does not replace CAAM's role; it enhances it. CAAM has long handled technical regulation, including aircraft, airlines and pilots. "With the merger, CAAM's responsibilities are now expanded. Our aim is to have a single, unified regulator for the aviation sector," he told reporters here today. Loke said comparing the CAAM-Mavcom merger with SPAD's dissolution and the formation of the Land Public Transport Agency (Apad) was inaccurate, as they occurred under entirely different circumstances. Earlier today, Loke announced that CAAM will take over the economic regulatory functions of the Mavcom starting Aug 1. This follows the merger of the two entities, under which CAAM will transition into a Statutory Body with Separated Terms and Freedoms (BBDSB), making it the sole aviation regulatory authority overseeing the technical, safety, and economic aspects of the industry. Loke had said that the merger would save the government about RM1.5bil to RM2bil over the next decade. In 2018, Loke had then announced the establishment of APAD following the decommissioning of SPAD. He had said that Apas would be a full-fledged department under the ministry, headed by a director-general and tasked with planning the development of the country's land public transport system, including mass rail transit (MRT), light rail transit (LRT), rail transportation and bus systems.

REITs maintain steady outlook for this year
PETALING JAYA: Malaysian real estate investment trusts (REITs) delivered first quarter ended March 31, 2025 (1Q25) financial results that were in line with expectations, but softer consumer spending and the expansion of the sales and service tax (SST) may weigh on them in the second half of 2025 (2H25). CIMB Research said all REITs under its coverage – Axis–REIT, Al-Aqar–REIT, IGB-REIT, Sentral-REIT and Sunway-REIT – reported 1Q25 financial results that were in line with expectations, with core net profit growth of 13.3% year-on-year (y-o-y) and 14.2% quarter-on-quarter on an aggregate basis. It said active capital management initiatives were a key driver in the y-o-y earnings growth achieved by Axis-REIT, Sunway-REIT, and IGB-REIT. In contrast, the earnings decline at Sentral-REIT and Al-Aqar was mainly due to the loss of rental income. It has maintained a 'neutral' call on REITs, with the top pick being Axis-REIT for its highest potential upside to target price as well as distribution yields of 5.2% to 5.8% for the financial year ending Dec 31, 2025 (FY25) to FY27. 'In FY24, Axis REIT acquired eight properties for a total consideration of RM719mil, which we estimate contributed 14% to its 1Q25 revenue,' it added. The research house said there were signs of softening consumer spending, as reflected in weaker tenancy sales among retail REITs under its coverage. Sales per sq ft at Sunway-REIT declined 0.4% y-o-y, while IGB-REIT's Mid Valley Megamall recorded a 2% drop in gross monthly income per sq ft. 'This softness emerged despite the festive period falling within 1Q25 and the completion of refurbishment works at both Sunway Pyramid Mall and Mid Valley Megamall's anchor tenant spaces, where outgoing anchor tenants were replaced with a more diversified and higher-yielding tenant mix,' it said. Noting that headwinds were expected for REITs going into 2H25, it said the SST expansion that includes rental services would raise tenant operating costs and limit REITs' rental reversion potential, while also impacting consumer sentiment. A potential increase in electricity tariff would be another hurdle. 'We estimate that the current 12-month forward distribution yield spread against the 10-year Malaysian Government Securities stands at 1.9%, which is marginally above the 10-year historical average of 1.8%,' it said.
