
RBI's new step on Rupee Interest Rate Derivatives; issues draft norms

(RBI) on Monday released a fresh set of draft regulations aimed at updating the rules for Rupee Interest Rate Derivatives (IRD), in a move designed to bring the regulatory framework in line with evolving market practices and increased participation from non-resident entities.
The current framework, last revised in June 2019, is being overhauled to reflect the changes in the financial landscape, including the introduction of new products and a rise in the non-residents involvement in the market.
'Accordingly, a comprehensive review of the IRD Directions was undertaken, and the draft directions have been prepared to align it with the market and other related developments,' the RBI said while releasing the Draft Master Direction, Reserve Bank of India (Rupee Interest Rate Derivatives) Directions, 2025.
Interest Rate Derivatives refer to financial contracts whose value is based on one or more rupee interest rate, prices of rupee interest rate instruments, or rupee interest rate indices.
Among the proposed changes, the draft allows non-residents to undertake IRD transactions through their central treasuries or group entities, where applicable. However, market-makers must ensure such entities are properly authorised to act on behalf of the end user.
The draft also proposes to simplify existing reporting requirements, aiming to ease the compliance load on market participants. In addition, the apex bank plans to introduce a new mandate requiring the reporting of Rupee IRD transactions carried out globally, in an effort to improve transparency across the market.
The RBI has invited feedback from banks, market participants, and other interested parties on the draft by 7 July 2025.

RBI relaxes provisioning guidelines for banks
Mumbai: The Reserve Bank of India (RBI) on Thursday released the final guidelines for project finance, giving banks relief by significantly lowering the provisioning requirements compared to what was proposed earlier. These new norms will be applicable from October 1, 2025. Under the final rules, banks will now have to set aside a general provision of 1.25 per cent for loans to Commercial Real Estate (CRE) projects during the construction Commercial Real Estate – Residential Housing (CRE-RH) projects, the provision has been set at 1 per cent.

Apart from weekends, banks remain closed for national, regional and religious observances, according to the state of residence. Therefore, customers must note that bank holidays vary from state to state in India. Before visiting the bank, it is advisable to check with the local branch for the holiday schedule. The upcoming bank holiday falls on Sunday, June 15, 2025. In terms of festivals, banks will be closed next for the Ratha Yatra and Kang festivals on Friday, June 27, 2025, in Bhubaneswar and Imphal. Banks are scheduled to be closed for four days in the month of June 2025, excluding weekends. Here's a list of state-wise bank holidays for this month. June 7 (Saturday) — Bakrid (Id-Uz-Zuha) — All banks closed pan-India. June 11 (Wednesday) — Sant Guru Kabir Jayanti / Saga Dawa — Banks will be shut in Sikkim and Himachal Pradesh. June 27 (Friday) — Ratha Yatra / Kang (Rathajatra) — Banks closed in Odisha and Manipur. June 30 (Monday) — Remna Ni — Banks closed in Mizoram. Online banking services are accessible across the country, regardless of whether the nearest bank branch is closed or not. Customers can use these services for easy financial transactions. Fund transfer requests can be made using NEFT/RTGS forms, demand draft applications, or chequebook requests. Card services are available for credit, debit, and ATM cards. Moreover, you can access services such as account maintenance forms, locker applications etc.

International Yoga Day 2025: What's open, what's closed on June 21 — Banks, offices, schools, shops, more
The nation is all set to celebrate 11th International Yoga Day today. Wide-scale celebrations will be held across the country as the Centre is organising a multitude of events nationwide. It's time to know what's open and what's closed on Saturday, June 21. Even though International Yoga Day has received worldwide recognition, but the day is not recognised as an official public or bank holiday. Thus, all public and private sector banks, shops and offices will remain open and operate as usual, besides normal operation of public transport. The theme for Yoda day this year is "Yoga for One Earth, One Health." Several government institutions and schools will be hosting yoga events and awareness programs today. As per Reserve Bank of India (RBI) guidelines, banks are closed only on the second and fourth Saturdays and Sundays and remain open on the first and third Saturdays. Since, June 21 is third Saturday, it will be observed as a regular working day for all banks. Delhi Metro commenced train service earlier than usual today as operations started on all lines from 4:00 AM to facilitate movement of Yoga participants. Change in train interval timing was made for morning hours until commencement of passenger services. Currently, summer vacation holidays are underway in government and private schools of most of North Indian states. However, Bihar Education Department issued orders to all District Education Officers to open schools from 6:30 AM to 7:45 AM on the June 21 to mark 'Yoga Sangam.' In view of International Yoga Day, over 70 thousand government schools have been instructed to remain open, and all teachers and school students will be participating in Yoga Day activities today.
