A truck route "in a constant state of deterioration" might become a lot quieter after a Gisborne District Council decision regarding heavy vehicle permits.
During council meetings last year, councillors and community members raised safety concerns around trucks travelling along Back Ormond and Ormond Roads.
A man who drove daily along Ormond Road to and from work said he had seen too many "near-misses" involving schoolchildren.
In July, the council added new maps to the Transport Agency's (NZTA) "H" permit system, which exclude Back Ormond and Ormond Roads.
Trucks that carry over 44 tonnes require "H" permits to be driven on roads.
These permits were valid for up to 24 months, a council Regional Transport Committee report said.
Once these expired, it would be "a decision of Council whether to continue or not".
"Over the coming year or so, trucks should stop using this route," the report said.
Eastland Wood Council chairman Julian Kohn said the concern was over traffic coming out of the Waimata Valley and Ormond area.
"In the next 10-15 years, there's going to be a very significant increase in the volumes of wood coming out of our forests from the Waimata-Hokoroa-Tauwhareparae area, not only from wood council members, but from other forest owners."
According to the report, the Ormond Road-Back Ormond Road route is "a local road which the council pays 32 percent towards maintaining and is in a constant state of deterioration because of heavy vehicle traffic".
The report said traffic data captured at the port reflected the number of log trucks across the road network, which was 87 percent rural, most of which was built on "unstable ground, not built for heavy vehicles and sustained significant damage from weather events".
It also said the number of heavy vehicles to support roading recovery after Cyclone Gabrielle had increased significantly since a 2017 freight report.
The move regarding "H" permits on Ormond and Back Ormond Roads comes as the council looks to get safety work funding for "a preferred route" for heavy goods vehicles along State Highway 2 and SH35 (including Awapuni Road and Customhouse Street).
The report said the council approved the route in 2020, provided NZTA made "appropriate safety improvements ... at key locations along the way".
During consultation in 2020, the "preferred route" received 57 percent support. However, there were significant reasons given for supporting a dual route, such as limiting adverse effects on Kiwi Pools, Awapuni School and residents, beach and surf lifesaving clubs, sports facilities and the Oneroa walkway/cycleway, the report said.
To date, NZTA had not allocated any funding for the safety improvements, so the council was working to secure the funding by using transport modelling to demonstrate potential increases and identify "priority safety improvements".
No longer permitting heavy vehicle use of Ormond and Back Ormond Rds would allow the council to "monitor enforcement and the impact and use the data for modelling purposes".
56 percent increase in logging truck movements
According to the report, since 2019, the number of logging trucks to the port have averaged 800 a day (400 each way).
In December last year, the port gained consent to build a twin berth and expects a 42 percent increase in freight movement.
"With the port's ability to take logs more consistently with a twin berth by 2030, the number of logging truck movements on the region's network is going to increase from 800 daily average to a peak of 1250, a 56 percent increase."
The port said in its Traffic around Eastland Port 2022 resource consent application brief that it did not anticipate a large increase in peak truck volumes, rather, more consistent volumes closer to peak, according to the report.
No funding was set aside by NZTA in the 2024-27 National Land Transport Plan for Tāirawhiti state highways to improve road safety at the Hirini Street T-intersection to access Eastland Port, or any other safety upgrades required to safely implement the preferred route, the report said.
Eastland Port supported NZTA and council upgrading Hirini Street.
"They stated busier days could become more common and the congested periods could become longer before the intersection is upgraded."

In a small room in Picton's library, dozens of people have gathered to discuss the intricacies of truck routes, intersections, school crossings, and parking spaces. They pored over stands and wall displays, showing the proposed permanent State Highway 1 route along Kent St to the ferry terminal, instead of through central Picton. The proposed changes have already caused controversy, with one resident calling the changes 'horrible', when they were announced on June 11. NZ Transport Agency Waka Kotahi's pop-up sessions on Tuesday and Wednesday hummed with questions, fresh ideas and a bit of debate. But not from Heather Hopkins, a resident of upper Kent St, who had popped in on Wednesday afternoon to see how the highway would go past her home. She was pretty happy, she said. In the evening session, people were most drawn to the board showing where Kent St met the Wairau Rd/SH1 intersection, which would take ferry passengers and freight trucks from the terminals out of town under the new proposal. Lara O'Brien, who lived around the corner from Kent St, said the intersection's new alignment would would cut residents off from their own town centre during peak traffic. Drivers on SH1 south of Kent St wanting to get into central Picton would need to make a right-hand turn onto Wairau Rd towards Nelson Square. During peak ferry traffic, they would be stuck in a right-turning lane with no gaps, O'Brien said. 'You get 60 trucks coming out of the ferry terminal ...This is going to be a congestion point for locals coming out of town.' Another group lingered around the board showing the relocation of the Picton School crossing on Kent St. Many of the attendees were reluctant to speak publicly about their opinions on the divisive subject. The loss of roadside parking and problems with trucks parking along the road were common complaints. A truck driver from Levin, whose cousin was a Picton-based truckie, came along to the evening session. He said NZTA did a similar consultation about a pedestrian overpass in Levin, and he was sceptical that feedback would alter the proposal. 'They're just putting it back to where it was because people don't use it.' 'The drop-in sessions were all well attended with around 30-40 people each session, and some coming to visit us a couple of times to ask further questions,' Osborne said. 'We received a great range of questions and comments which will help us with our detailed design work. 'We also understand ... that there will likely be a wide range of opinions about them. 'However, this project is aimed at improving Picton's roads and making it easier for people to get around. We look forward to continuing to hear from the community about our plans.' After public outcry, NZTA reinstates features to Ō2NL Highway

After extensive public concern over proposed design changes to the Ōtaki to north of Levin highway, the NZTA Board has confirmed it will reinstate several critical features to the project. Last month, 1News reported the Horowhenua community said it had been "blindsided" by the changes to the expressway project to cut costs, which included scaling back the planned interchange to a roundabout. 'This is a significant and very welcome moment for Horowhenua,' Mayor Bernie Wanden said today. 'We've done it,' Ōtaki MP Tim Costley said. Additional funding has been confirmed for Tararua Rd in Levin to be a grade-separated interchange. ADVERTISEMENT The southern connection, near Taylors Rd, would include a southbound onramp, allowing vehicles travelling south on the current SH1 to join the Peka Peka to Ōtaki expressway north of Ōtaki. The local road at Manakau Heights would be connected across the new highway via a bridge. 'It's not just a good outcome; it's the right outcome,' Wanden said. By 2040, Horowhenua was expected to have an additional 16,000 people living in the district, and more than 760,000 people living within an hour's drive. 'We understand people were frustrated, even disillusioned at times, but this outcome shows what's possible when a community comes together and speaks with clarity and conviction. "It's a win not just for us, but for future generations who will benefit from this safer, more resilient corridor,' Wanden said. The Ōtaki to north of Levin project has been coming for a decade and locals want the road they were promised. (Source: 1News) ADVERTISEMENT NZTA chief executive Brett Gliddon said the agency considered value for money options — and listened to community feedback. The Ō2NL project was part of the Government's Roads of National Significance, and construction was set to begin later this year, with the road scheduled to open in 2029. 'Together we have secured the road we wanted,' Costley said. 'This decision shows the value in have strong local advocacy, and strong representatives fighting our local cause in Wellington and across the region.' The construction and operation of the road wouldl have a range of economic benefits associated with population and urban growth, employment, and economic activity. NZTA documents showed that the overall net GDP impact of the project was estimated at between $1.157 billion and $1.258 billion.

Reminder Of Upcoming Lane Closure - SH1 Otaika Road, Whangārei

NZ Transport Agency Waka Kotahi (NZTA) is reminding people travelling around Whangārei that on Sunday 29 June the northbound lane on SH1 Otaika Road between Rewa Rewa Road and Maunu Road will be closed for essential power pole maintenance. The northbound detour will be in place between 7am and 4pm, with more information here. People can also contact Northpower directly on 0800 10 40 40. People are asked to follow the marked detour routes and expect delays during this time. Detour route for SH1 northbound: 1. Turn right into Rewa Rewa Road/Kioreroa Road 2. Turn left onto Port Road/Okara Drive 3. Turn left onto Porowini Avenue 4. Turn left onto Maunu Road before joining SH1 Otaika Road. The detour route will add approximately eight minutes to peoples' journey. Important note for Heavy Vehicles (HPMV) The detour route is not approved for HPMV. HPMV will be parked and grouped together, and escorted through the closure approximately every 20 minutes, as required. Please take care when travelling through the site and watch out for crews working. Reduce your speed, adhere to the temporary speed limits and follow the directions of traffic management staff and signs. People are urged to plan ahead and use the NZTA Journey Planner for real time traffic information.
