Fishermen associations meet in Kanyakumari today to oppose hydrocarbon project

Chennai: Fisherfolk associations in Tamil Nadu's Kanyakumari district are stepping up their protest against the Centre's proposed hydrocarbon exploration project in the Kanyakumari sea.
A crucial meeting is being held on Sunday in Kanyakumari, where fishermen federations, coastal village representatives, and leaders from neighbouring Kerala are expected to finalise their stance and future course of action.
A. Dunston, Director of the Coastal Peace and Development (CPD), said the meeting will involve several stakeholders and will focus on mobilising collective opposition to the project.
'We are uniting federations and associations from across the region to send a clear message that this project threatens our lives and livelihood,' he said.
The proposed hydrocarbon project stems from the Ministry of Petroleum and Natural Gas's (MOPNG) 2023 Notice Inviting Offers under the Hydrocarbon Exploration and Licensing Policy (HELP).
The offer pertains to oil and gas exploration in three offshore blocks south of Cape Comorin, spanning nearly 27,154.80 square kilometres.
Environmental activists and local leaders warn that the project will have devastating consequences, particularly for the Wadge Bank, a biologically rich and ecologically sensitive marine zone located near Cape Comorin.
S.P. Udayakumar, coordinator of Pachai Tamizhagam, cautioned that any disturbance in the Wadge Bank would impact the marine biodiversity and irreversibly damage the traditional fishing economy.
'This is not just about fishers in Kanyakumari. The ecological damage will affect communities across Tamil Nadu and Kerala,' he said.
C. Berlin, district secretary of Neithal Makkal Iyakkam, echoed similar concerns, stating that the plan would turn the sea into a 'marine desert.' He called for the immediate withdrawal of the project to protect the ocean ecosystem.
Captain C. Johnson, secretary of the Colachel Mechanised Fishers Welfare Association, said fishers will be denied access to crucial fishing zones if the project moves ahead. 'This is a direct threat to our survival,' he added.
The community has vowed to continue its agitation until the project is scrapped.

"The present writ petition raises an important issue about issuance of OBC certificate to children of single mother wherein the mother belongs to the OBC," the bench said. The counsel representing the Centre said they had filed their counter affidavit on the plea. On January 31, the apex court issued notice and sought responses from the Centre and the Delhi government on the plea filed by a Delhi-based woman. "This has to be heard," the bench said on Monday, calling it an important issue. The bench referred to a 2012 judgement of the apex court which dealt with the question surrounding the status of a person, one of whose parents belongs to the Scheduled Castes or Scheduled Tribes and the other did not belong to either category. The Centre's counsel said the issue needed deliberation and all states were needed to be made party in the matter. He said the authorities would be needing guidelines from the apex court in this regard. The Centre's counsel said various factors had to be considered following which guidelines would be formulated. The petitioner said the Other Backward Class certificate should be issued on the basis of the certificate held by the single mother. The parties were directed to file their written submissions. The bench also asked the parties to examine a scenario where the single mother was in an inter-caste marriage. The plea said according to the guidelines issued by the respondent authorities, an OBC certificate couldn't be granted on the basis of an OBC certificate of a single mother and an applicant had to produce such a certificate from the paternal side only. The petitioner claimed such an action by the respondents was clearly against constitutional provisions. "The inaction on the part of respondents to issue OBC certificates to children of single mother on the basis of the Other Backward Class certificate of their single mother are also in contravention of the rights of the children who belong to the Other Backward Class," the plea said. The petition also called it violative of the provision of the Constitution as children of a single mother belonging to the SC or ST category were granted caste certificates on the basis of her certificate. Insisting on the father's OBC certificate or the paternal side by the authorities for issuing OBC certificates to children of single mothers was totally against the rights of children brought up by her, the plea said. It referred to the Delhi government's guidelines for issuing OBC certificates. According to the guidelines, any person residing in Delhi and wanting to apply for an OBC certificate, has to produce an OBC certificate of any paternal blood relative which includes father, grandfather or uncle. The plea said a single mother belonging to OBC category who wants to apply for such certificate for her adopted child on the basis of her own certificate was not allowed to apply for want of the husband's OBC certificate. Karnataka is a major contributor to mango production globally, Gowda pointed out, requesting the Centre to initiate a Price Deficiency Payment and Market Intervention Scheme for immediate fruit procurement in Karnataka through NAFED and NCCF, which will support farmers and alleviate rural distress. 'Further, mango is one of the major horticultural crops of Karnataka, cultivated over an area of 1.39 lakh hectares, particularly in Bengaluru Rural, Bengaluru Urban, Chikkaballapura, Kolar, and Ramanagara districts, with an estimated output of 8-10 lakh tonnes during the rabi season. However, due to inclement weather and diseases, the mango yield has dropped to less than 30 per cent this year, according to farmers,' Gowda wrote. 'Prices fell from Rs 12,000 per quintal to Rs 2,000, while the cost of cultivation was Rs 5,466 a quintal. This has financially stressed the farmers, with many small and marginal mango growers unable to cover even basic costs,' he elaborated. He said Andhra Pradesh's ban on Totapuri mangoes from entering Chittoor district, which borders Karnataka, has disrupted the supply chain, risking post-harvest losses for the state's border mango growers, noting: 'This has created tension among the mango growers leading to protests in many districts, especially Kolar and Chikkaballpura.' Gowda also mentioned that the Karnataka Chief Minister and Chief Secretary have asked the AP government to revoke the ban immediately.
