EUV lithography restrictions on China must continue, Trump aide says
May 23 (Reuters) - Restricting the sale of extreme ultraviolet (EUV) lithography equipment to China is the "single most important export control" the United States has in the area of semiconductors, the White House's AI and crypto czar David Sacks said on Friday.
"The first Trump administration began the restriction, and it's of paramount importance that it continues," Sacks wrote on X.
Dutch company ASML (ASML.AS), opens new tab makes EUV chipmaking machines, which produce the most sophisticated semiconductors.
Lithography systems use beams of light to help to create the chip circuitry. ASML's first generation of EUV systems, currently used to make most chips in smartphones and AI chips, use light in the "extreme ultraviolet" wavelength to create design features down to 13 nanometres in resolution, smaller than a virus.

A Montana official was killed in a devastating plane crash that caught fire after striking power lines, leaving a community in mourning. Yellowstone County Commissioner John Ostlund, 73, was the sole passenger in a fatal plane crash on Thursday afternoon. A preliminary investigation report from the Federal Aviation Administration cited the plane crashed 'under unknown circumstances,' but had flipped and caught fire after colliding with power lines. Ostlund was operating a 1969 Cessna 172, a single-engine aircraft that seats up to four people. The plane went down south of Billings, near the Wyoming border, on a grassy hill. Emergency services, including the Yellowstone County Sheriff's Office, responded to the scene. Tributes have already flooded in for the local official, including Montana Governor Greg Gianforte. 'Susan and I join Yellowstone County in mourning the tragic loss of County Commissioner John Ostlund, who served his community for years. Please join us in praying for his loved ones during this difficult time,' Gianforte wrote on X. US Senator Steve Daines also paid tribute to Ostlund, writing, 'Very sad to hear of the passing of Yellowstone County Commissioner John Ostlund. 'A devoted public servant and true leader in Yellowstone County for decades, John will be deeply missed. Cindy and I send our prayers and deepest condolences to his loved ones.' Senator Tim Sheehy called Ostlund a 'great American with a heart of service,' adding that he'll be missed by his community. Ostlund began his decades-long career in 1972 as an employee in the road and bridge department, according to the Longview News Journal. He eventually worked his way up the ladder, becoming a foreman and later a superintendent before his retirement in 2002. The following year, he ran against incumbent Commissioner James Ziegler and won his first election. Ostlund had a long tenure in local Montana politics, serving as a county commissioner since 2003, and was instrumental in the renovation of the MetraPark arena. He also served as the president of the Montana Association of Counties from 2010 to 2011. The commissioner was remembered by his colleagues on both sides of the political aisle in the wake of his death. Even though Ostlund was a staunch conservative, Democrat City Councilman Bill Kennedy told Longview News Journal that they could always find a compromise. 'We had our disputes, but we all looked out for what was best for the county. And that's the way it should be,' Kennedy said. Aaron Flint from Montana Talks said Ostlund was a fierce supporter of his county, adding, 'When everyone was getting nervous before the 2024 elections about what would happen, John Ostlund just smiled under his cowboy hat and told us how our country was gonna do great.' Kennedy added that Ostlund's career as commissioner was 'exceptional' and he was a calm leader during disasters. Billings' other commissioner, Mark Morse, remembered his peer as a 'great guy' with a 'bank of knowledge.' Morse and Commissioner Mike Waters are now tasked with appointing a replacement for Ostlund until the November election. The County Commissioner is survived by his wife, Kristie, their five children, and grandchildren.

Court strikes down Louisiana law requiring display of Ten Commandments in schools
A panel of three federal appellate judges has ruled that a Louisiana law requiring the Ten Commandments to be posted in each of the state's public school classrooms is unconstitutional. The ruling on Friday marked a major win for civil liberties groups who say the mandate violates the separation of church and state – and that the poster-sized displays would isolate students, especially those who are not Christian. The mandate has been touted by Republicans, including Donald Trump, and marks one of the latest pushes by conservatives to incorporate religion into classrooms. Backers of the law argue the Ten Commandments belong in classrooms because they are historical and part of the foundation of US law. Heather L Weaver, a senior staff attorney with the American Civil Liberties Union, said Friday's ruling 'held Louisiana accountable to a core constitutional promise: public schools are not Sunday schools, and they must welcome all students, regardless of faith'. The plaintiffs' attorneys and Louisiana disagreed on whether the appeals court's decision applied to every public school district in the state or only the districts party to the lawsuit. 'All school districts in the state are bound to comply with the US constitution,' said Liz Hayes, a spokesperson for Americans United for Separation of Church and State, which served as co-counsel for the plaintiffs. The appeals court's rulings 'interpret the law for all of Louisiana', Hayes added. 'Thus, all school districts must abide by this decision and should not post the Ten Commandments in their classrooms.' Louisiana's attorney general, Liz Murrill, said she disagreed and believed the ruling only applied to school districts in the five parishes that were party to the lawsuit. Murrill added that she would appeal the ruling, including taking it to the US supreme court if necessary. The panel of judges reviewing the case was unusually liberal for the fifth US circuit court of appeals. In a court with more than twice as many Republican-appointed judges, two of the three judges involved in the ruling were appointed by Democratic presidents. The court's ruling stems from a lawsuit filed last year by parents of Louisiana schoolchildren from various religious backgrounds, who said the law violates language in the US constitution's first amendment guaranteeing religious liberty and forbidding government establishment of religion. The ruling also backs an order issued last fall by US district judge John deGravelles, who declared the mandate unconstitutional and ordered state education officials not to enforce it and to notify all local school boards in the state of his decision. The state's Republican governor, Jeff Landry, signed the mandate into law last June. Landry said in a statement on Friday that he supports the attorney general's plans to appeal. 'The Ten Commandments are the foundation of our laws – serving both an educational and historical purpose in our classrooms,' Landry said. Law experts have long said they expect the Louisiana case to make its way to the US supreme court, testing the court on the issue of religion and government. Similar laws have been challenged in court. A group of Arkansas families filed a federal lawsuit recently challenging a near-identical law passed in their state. And comparable legislation in Texas currently awaits Governor Greg Abbott's signature. In 1980, the supreme court ruled that a Kentucky law violated the establishment clause of the US constitution, which says Congress can 'make no law respecting an establishment of religion'. The court found that the law had no secular purpose but served a plainly religious purpose. And in 2005, the supreme court held that such displays in a pair of Kentucky courthouses violated the US constitution. At the same time, the court upheld a Ten Commandments marker on the grounds of the Texas state capitol in Austin.
