New data sources and a fresh economic calibration

The government periodically revises the base year for key economic indicators such as the consumer price index (CPI), the index of industrial production (IIP) and gross domestic product (GDP). These revisions are meant to reflect the changing profile of consumption and production in the country and incorporate newer data sources. For instance, in 2015, the Ministry of Statistics and Programme Implementation released the new series of national accounts, revising the base year from 2004-05 to 2011-12. Also in 2015, the base year for CPI was revised to 2012 from 2010. And in May 2017, the base year for the IIP was revised from 2004-05 to 2011-12. Continuing with this practice, the next year is likely to witness the release of new data series for several indicators.
In an interview to this paper, MoSPI secretary Saurabh Garg has said that the new GDP series, with 2022-23 as the base year, is scheduled to be released on February 27, 2026. The new IIP series, with 2022-23 as the likely base, is expected to be released from 2026-27 onwards, and the CPI series, with the base year of 2024, is likely to be released from the first quarter of 2026. This exercise is likely to involve the use of several new datasets. For instance, in the computation of the GDP estimates, the use of GST and UPI transaction data is being explored. Neither dataset was available the last time around.
Similarly, for the new CPI series, MoSPI is exploring new data sources such as online platforms for air and rail fare and price data from e-commerce websites. For CPI, the government has now decided to draw on the latest round of the Household Consumption Expenditure Survey of 2023-24 to figure out the items and the weights. Such regular updation of economic indicators using newer sources of information not only helps to improve their accuracy but also aids policymaking.
For instance, the current base year for CPI, which forms the basis of the RBI's inflation-targeting framework, is 2012. But the household consumption basket has changed dramatically over the years. For example, cereals accounted for 10.69 per cent of the consumption basket in rural areas in 2011-12. This had declined to 4.97 per cent by 2023-24. For urban areas, the comparable estimates are 6.61 per cent and 3.74 per cent. Reweighting the items of consumption based on the latest data could thus impact headline inflation and possibly have policy implications.
These base year revisions are, however, not without controversy. For instance, the release of the GDP 2011-12 series was followed by questions over whether it captured the state of the economy accurately. Questions were raised over the quality of some of the data as well as the deflators used. To avoid a repeat, the government should ensure that all the data sources, along with a detailed account of the methodologies used in the process, are publicly disclosed. This could help users understand the estimation process and address concerns.

From Nov 2024 to June 15, 2025, the division collected Rs 11 crore via UPI across its three depots: Davanagere Depot-1, Davanagere Depot-2, and Harihar Depot. Monthly collections increased steadily: November (Rs 29.2 lakh), December 2024 (Rs 1 crore), January 2025 (Rs 1.3 crore), February (Rs 1.5 crore), March (Rs 1.6 crore), April (Rs 1.8 crore), May (Rs 1.9 crore), and June (Rs 1.9 crore). Panaji: The reconstituted group of ministers (GoM) formed to analyse the goods and services tax (GST) revenue is set to meet for the first time on Thursday. The GoM, headed by chief minister Pramod Sawant , will examine state-wise revenue trends and suggest sector-specific policy tweaks, said an official. This includes mapping revenue patterns across sectors and regions to identify anomalies or areas of concern, which may impact individual state revenues and the overall federal tax structure. In addition to regional revenue trends, the GoM will examine the influence of macroeconomic policy changes on GST collections. This includes an assessment of geographical and sector-specific factors, with special attention to the fiscal challenges faced by agrarian and smaller states. The mandate also covers an analysis of recent amendments made to the GST Act, rules, and notifications to understand their implications on revenue performance. The GoM will meet at the new Maharashtra sadan in New Delhi. Each state will give their views and will raise their doubts. After the first meeting, the GoM will call for data from all the states, Union territories, and technology partners to review details of revenue from inter-state transactions,' said an official from the state GST office. A committee of officers will be constituted to analyse the data and report to the GoM. As per the expanded terms of reference, the GoM can analyse the state-wise revenue collection trends and check for leakages, fair distribution of collected revenues, and the flow of GST. Based on the findings, the GoM is expected to submit concrete policy recommendations aimed at augmenting revenue. This includes suggesting course correction measures for states that are experiencing significant shortfalls in GST collections. 'We will be looking at railway cargo systems, customs bonded warehouses. The entire process is likely to take at least six months,' said an official. Local industry bodies such as the Goa Chamber of Commerce and Industry, the Institute of Chartered Accountants of India, tax consultants, and other stakeholders will also be consulted in Goa. To strengthen enforcement, the GoM will review various anti-evasion and compliance tools developed independently by multiple agencies, including the NIC, GSTN, directorate general of analytics and risk management (DGARM), and state govts. The group will explore structural reforms and policy interventions necessary to stabilise and enhance the fiscal health of states where tax revenues are declining.

India Post helps transform geolocation with DIGIPIN

More than 50 years after six-digit Postal Index Number revolutionised mail delivery in India, the Department of Post has rolled out a 10-digit alpha numeric Digital Postal Index Number (DIGIPIN). 'The DIGIPIN is like online maps but only more accurate. Its geolocation is accurate up to 4 metres as it generates latitude and longitude. While the PIN code covered a large area (average area of around 170 sq. km per Pincode), the DIGIPIN narrows it down to a narrow grid,' Chief Post Master of General Post Office, Hyderabad Circle, Y. Prasad explained. The 10- digit alpha-numeric code represents geographic coordinates, developed by creating a uniform 4x4 metre grid of the country. The DIGIPIN is a collaborative effort of India Post, Indian Institute of Technology Hyderabad, National Remote Sensing Centre and Indian Space Research Organisation. 'The PIN code was used for sorting mail. But its usage was limited as many people did not care to write it down and much of the addressing and delivery was down to local knowledge and information. The DIGIPIN is a machine-readable code that can help mail delivery even when drones will be deployed for the purpose,' said Mr. Prasad. With enhanced location accuracy, DIGIPIN is expected to be very useful during emergencies as it can generate precise geographic coordinates ensuring faster response times. However, as the DIGIPIN is a latitude and longitude based grid its use for multi-storeyed building complexes in urban areas is likely to be a challenge. The DIGIPIN is part of the IT 2.0 rollout of the India Post where it will be integrated with mobile devices provided to the staff for carrying out online postal, financial and insurance transactions. In the pipeline is a digital address layer, similar to the UPI ID, which has helped eliminate the recall and use of banking information. The digital address is expected to allow users to generate unique and customised labels (such as username@domain) to represent their DIGIPIN and descriptive addresses and manage this information. Interestingly, the 4 X 4 grid of India encompasses areas in neighbouring countries of Pakistan, Myanmar and Bangladesh and generates the DIGIPIN for areas in those countries as well.
