
Getting in is just the start: Northumbria University's ambitious push for social mobility
From support for an outreach centre that helps children as young as seven with their schoolwork to academics researching the benefits of a universal basic income, a commitment to driving social mobility and tackling inequality is deeply ingrained in Northumbria University's DNA.
Participation in higher education remains lower in the north-east of England than in other parts of the country, and while Northumbria has an impressive record on access – 40% of its students come from areas with low rates of higher education participation, the highest of any research-intensive university – it's constantly striving to ensure students from all backgrounds can excel.
For vice-chancellor Prof Andy Long, what makes Northumbria stand out is its recognition that social mobility for universities is not just about students getting in – the business of 'widening participation' – but getting on: making sure they have all they need to do well both in their studies and when they graduate.
Long has set an ambitious new target: making sure that by 2030, students from low-participation backgrounds are just as likely as any of their peers to be in highly skilled work or further study 15 months after they graduate.
'It's no good just chipping away at the gap in outcomes,' he says. 'We want to eliminate it.'
That means making sure courses are taught flexibly in a way that fits around other demands students may be juggling, such as caring responsibilities or doing part-time work to support themselves. Students facing extra challenges, such as care leavers or caregivers, are given additional support through schemes such as NU Belong or the Higher Education Without Barriers fund.
Most important for Long is a drive to include meaningful experiential learning – learning by doing – in every programme, so students who may have no links with the world of work associated with their studies have the opportunity to realise they could flourish in it.
Final-year law students, for instance, work alongside a qualified solicitor from the student law office doing pro bono work in the community, while business school students act as 'consultants' for local companies.
'I've spoken to law students who will tell me they don't know anyone who works in the legal profession,' Long says. 'Our approach ensures they can make those links that then give them the experience and confidence to think they could pursue it as a career.'
When it comes to raising aspirations, Northumbria's Allstars guidance programme offers outreach sessions at schools across the north-east and priority access to university taster days and scholarships. And in 2021, Northumbria worked with the charity IntoUniversity, together with Newcastle University, to open the region's first IntoUniversity centre, where seven to 18-year-olds experiencing disadvantage can get support with academic work, university applications and more, plus opportunities such as visits from employers, mentoring and work experience.
This centre, in Newcastle's east end, has worked with more than 2,000 students so far – with 64% of leavers going on to higher education – and a second centre, in Gateshead, will open in September.
Ryder Architecture, a long-term partner of the university, supports IntoUniversity through Northumbria's Higher Education Without Barriers fund, and offers work experience and workshops with its people.
Managing director Mark Thompson says: 'IntoUniversity helps us put more structure around our work with school-age children and young people, and links it to an outcome too, where students are actively encouraged to consider university. Anything that inspires somebody to push themselves academically and want to do more has to be a good thing.'
The company, which helped Northumbria University develop its architecture degree apprenticeship, has put colleagues through the course, and has provided work placement opportunities for Northumbria students across the business. 'We do well out of it as well,' says Thompson, who studied at the university back when it was Newcastle Polytechnic. 'There's a business benefit to unearthing people on our doorstep who might otherwise go into different careers.'
At Bede academy, a local school in Blyth, Northumberland, and longtime Allstars partner, Northumbria University has been instrumental in the development and delivery of a new T-level course in health. The course is equivalent to three A-levels and designed as an alternative route to university and careers in the NHS and social care.
As well as supporting the school with the design of the curriculum and upskilling staff to deliver the course, Northumbria helped create a brand new healthcare training facility that simulates a hospital environment, giving students hands-on experience.
'Northumbria have been absolutely phenomenal in supporting us,' says the school's principal, Andrew Thelwell, who pays tribute to the university's 'strong moral purpose' around social mobility. 'We can't speak highly enough of their dedication, commitment and passion.'
But it's not just about the facilities, Thelwell says – or even the professional workplace uniforms the university provides that are worn proudly by the students every day. 'Our students are working alongside university staff at the age of 16 or 17, and building professional relationships with them,' he says. 'They start to see themselves heading towards university – it becomes something very real for them. And that really is transformative.'
The first cohort of students are now finishing their first year, and the vast majority are expected to apply for university places. Northumbria will provide support with that process too, and the school is now exploring future partnerships around sports education.
It's clear that the university recognises the important role it plays in transforming lives in all aspects of its work, with Northumbria's dedication to addressing inequality extending to its research too. Researchers within its Centre for Health and Social Equity are working to drive policy reform with the Healthy Living Lab, which explores the links between public health and food insecurity, playing a pivotal role in encouraging the government to invest millions in national school breakfast and holiday clubs to better support children and families.
Ultimately, Long says, equality of opportunity is an issue for society as a whole. 'If you don't pay attention to this, everybody will be worse off. I want everybody to have the opportunity to succeed, whatever their background.'

Major sporting events and grassroots sport to receive £900 million funding
More than £900 million will be committed to major sporting events and grassroots sport across the UK in a 'transformational investment' over the coming years, the Government has announced. Euro 2028, the European Athletics Championships next year and the men's and women's Tour de France Grand Departs in 2027 are among the key events set to be hosted in the country that will benefit from more than half a billion pounds in funding. At least £400 million will also be invested in new and upgraded grassroots sport facilities nationwide after the funding was outlined in last week's Spending Review, the Department for Culture, Media and Sport (DCMS) said. England, Scotland, Wales and the Republic of Ireland will be co-hosting Euro 2028, with the showpiece men's football tournament expected to generate up to £2.4 billion in socio-economic value alone, the DCMS said. Other major events scheduled to be held in the UK include the women's Rugby World Cup in England this summer, the 2026 Commonwealth Games in Glasgow and the Invictus Games, founded by the Duke of Sussex, in Birmingham in 2027. Earlier this month, more than 100 athletes called on the Prime Minister to support a London bid for the 2029 World Athletics Championships. But the Government is yet to commit to the bid, but has not ruled it our either, with a spokesperson saying it was working with UK Sport to secure a series of major sporting events up until 2035. However, the DCMS confirmed that work was continuing to develop a bid for the UK to host the women's Fifa World Cup in 2035. Sporting bodies and local leaders for grassroots initiatives will work closely with the department to establish what each community needs before further plans are laid out. It said the investment will not only help create jobs and boost regional prosperity, but would also reduce barriers to opportunity and 'bring communities together through shared national moments'. Culture Secretary Lisa Nandy said: 'Sport tells our national story in a way few other things can, uniting communities, inspiring millions, and showcasing our nation on the global stage. 'This major backing for world-class events will drive economic growth across the country, delivering on our plan for change. 'Coupled with strong investment into grassroots sport, we're creating a complete pathway to allow the next generation of sporting heroes to train and take part in sport in communities across the UK.' The announcement comes after Ms Nandy previously pledged £100 million to upgrade sports facilities across the UK, including new and improved pitches, changing rooms, goalposts and floodlights, back in March. Nick Webborn, chairman of UK Sport, praised the new funding as having 'huge potential to drive economic growth, bring people together and inspire the next generation'. He said: 'We believe that live sport is a fundamental part of this country's social fabric. 'We are really excited to be working with the Government and support their commitment to secure the pipeline of big events beyond 2028 to ensure we can continue to reach, inspire and unite people in every corner of the country.' Stuart Andrew, the Conservative shadow culture secretary, said: 'Funding for major sporting events and grassroots sport is welcome – but the spending review was no boon for British sports. 'Rachel Reeves' tax hikes are forcing schools to sell playing fields and driving up business rates for stadiums. 'At the same time, Labour have scrapped the Opening Schools Facilities fund and the National Citizen Service – depriving young people of sporting opportunities. 'Labour must recognise that their economic mismanagement is dealing a devasting blow to the sports sector.'

Labour's tax strategy under fire as Reeves defends fiscal rules
The chancellor has defended Labour's record as the party of business and its fiscal rules after controversial tax rises, saying the government had stabilised the economy and enabled interest rate cuts. Rachel Reeves told The Times CEO Summit that the government had achieved its 'number one job' to return economic stability after the 'turbulence' of the 'previous decade'. The contentious decision to raise employers' national insurance contributions in October's budget provoked a sharp backlash from business leaders, who had been courted by senior Labour figures in the run-up to July's general election. Council tax bills set to rise in the south to fund the north
Council tax bills are set to rise across swathes of southern England to funnel more money to northern cities under radical Labour reforms to be set out on Friday. Angela Rayner, the deputy prime minister, will set out plans for a 'progressive' redistribution of local authority funding designed to ensure more Whitehall money goes to areas with the highest needs. She is expected to announce the move as a significant Labour reform designed to ensure that residents in poorer areas are not paying over the odds in council tax but receiving shoddy services in return. However, council chiefs warn the plans will be 'deeply divisive' as many wealthier areas in London and the home counties lose out. About half of councils' income comes from central government and Rayner will announce plans for a new formula for allocating the money based on local needs, including population, poverty and age. This will lead to more cash going to deprived areas after her department said that the link between funding and local needs had 'broken down' and that reform 'will enable local authorities who have had to scale back services the most to catch up'. Rayner has pointed to people living in cities in the north that are paying hundreds of pounds more in council tax than those in leafy southern areas. She said these residents were 'unfairly being asked to pay more for worse services'. The most extreme examples include the council tax for a three-bedroom semi in Hartlepool, which is more than an £80 million ten-bedroom mansion in Westminster. Government grants to councils will also now be based on calculations of what local authorities could raise if all areas charged the same rates of council tax based on their local mix of housing. The combination of the two changes will mean steep falls in grant income for wealthier councils, mainly in London and the southeast, forcing them to raise council tax rates to make up the shortfall or cut public services. While some councils fear a 'bloodbath' as income collapses overnight and they are pushed into bankruptcy, ministers insist they will not let this happen. They are expected to promise a cap on how much councils' grant income can drop by, transitional protections for those that lose money, as well as extra weighting for rural and coastal areas with higher transport costs. Rachel Reeves, the chancellor, insisted she will not change rules which limit councils to raising council tax bills by 5 per cent a year, unless they have permission from local residents in a referendum. However, officials acknowledge that more councils are likely to apply for exceptional permission to raise tax above 5 per cent as they struggle to balance the books. While insisting these will be judged on a case-by-case basis, ministers have signalled they will look more favourably on applications from wealthier areas with historically low council tax rates. Councils are also expected to get more freedom to increase fees and fines for services such as parking, and licensing which are often capped by central government. One senior figure in local government, briefed on the plans, said the move would be 'deeply divisive' and create significant winners and losers. 'There is no doubt at all that it is going to be polarising,' they said. 'For a lot of councils in richer parts of the country the current system works quite well for them and they're going to lose funding. 'A lot of councils in rural areas are also worried that they will see their funding diverted into deprived urban areas.' David Phillips, of the Institute for Fiscal Studies, said reform was overdue. 'It's been 20 years since we've had an effective system to allocate funding between councils so it is out of whack and the changes are going to be big,' he said. 'We would expect urban areas in the Midlands and north to benefit, and maybe some of the east London boroughs. But the Westminsters and Wandsworths of this world, which set very low council tax, will lose. If the referendum limit remains at 5 per cent they will be stuck, so the government needs to give them some flexibility to put up their council tax beyond that.' • Who pays council tax and how does it work? He added that home counties areas such as Hertfordshire, Surrey, Buckinghamshire, Wokingham and Oxfordshire could also lose out. 'Given the focus on equalising for council tax bases, which are much stronger in these leafier places, and reassessment of needs, you'd expect leafy areas to lose out and the more deprived areas to benefit,' he said. Phillips added that if the government 'goes to the maximalist side on redistribution, then it is making a trade-off to prioritise need over incentives for councils to tackle need and grow their council tax base. They needs to be clear they are making that call.' The Ministry of Housing, Communities and Local Government argues that the present system has resulted in 'perverse outcomes, where some authorities are struggling to provide basic services whilst others are better off'. A spokeswoman said: 'Individual councils remain responsible for setting their own council tax levels each year, and the government is clear that they should put taxpayers first.' Officials said the new system would 'ensure that government doesn't reward places that have been able to keep council tax levels low due to having stronger tax bases', and be 'fairer to local authorities and their residents where they have had to take difficult decisions historically on council tax, often due to having weaker tax bases'. They said that 'adjusting fully for ability to raise council tax' would 'make funding available in such a way as to enable local authorities to provide the same level of service, regardless of their tax base'. They argued that this 'promotes accountability' by allowing voters to judge councillors if they choose to hold down council tax by cutting services.
