New ATM rules from May 1, transaction charges to increase after free limit
The Reserve Bank of India (RBI) has updated the framework for ATM charges, which will be effective on Thursday (May 1). The changes will affect free transaction limits, charges for additional transactions, and interchange fees in the country's banking system.
According to the new rules, customers can use the ATM for a set number of transactions in a month, after which a fee will be charged. There will be three free transactions in metro areas and five in non-metro areas, and they will include both financial and non-financial transactions.
Once the transaction limit is reached, a customer may be charged ₹23 for every additional transaction that they make using the ATM and the Cash Recycler Machines (CRMs). But the charges won't be applicable for depositing cash through the CRMs.
While only the financial transactions will be counted when a customer uses their own bank's ATM, both financial and non-financial transactions will be counted for other banks.

The RBI's decision comes as there is a need to ensure the financial viability of ATM operations in the country. As per data reported by Livemint, India had 2,16,706 ATMs as of January 2025, including 1,30,902 on-site and 85,804 off-site units.
These ATM operations have been impacted by several factors, including rising operational costs such as maintenance, cash handling, and technology upgrades. These factors have made it necessary to adjust the fee structure to support continued ATM availability, giving relief to smaller banks and white-label operators.
The RBI's revision of ATM transaction charges, especially related to the withdrawal of cash, reflects a broader effort to balance customer convenience with the rising cost of ATM operations. While the fee increase is modest, it signifies an evolving financial ecosystem where digital transactions continue to gain traction and physical cash handling demands more robust infrastructure support.

Limit on duration for state debt STRIPS may dent demand, say insurers
The Indian central bank's attempt to create a market for separate trading of principal and interest for state government debt may be dampened by rules on the duration of bonds eligible for such securities, top insurers said. Earlier this month, the Reserve Bank of India enabled Separate Trading of Registered Interest and Principal of Securities (STRIPS) for state debt but said these securities can only be issued for bonds with a residual maturity of up to 14 years. With about half of state debt supply in longer-duration papers, the regulation could curb demand, mainly from insurance companies which are the biggest investors in STRIPS. "As far as life insurance companies are concerned, the demand is more for above 20-year papers. I expect the RBI to eventually remove the duration cap in state debt STRIPS and allow STRIPS even for 30-year papers," said Rahul Bhuskute, CIO at Bharti AXA Life Insurance. STRIPS allow dealers to sell principal and interest payments independently, enhancing liquidity in the state government securities by enabling distinct trading of these components. Until now, STRIPS were allowed only for central government securities, with no limit on duration. "Insurance companies have liabilities up to 40-plus years and hence preference is always towards STRIPS with longer maturities," said Sachin Bajaj, executive vice president and chief investment officer at Axis Max Life Insurance. Bajaj added that insurance companies primarily fulfill their 10-15-year demand through corporate bonds. Indian states raised ₹1.74 trillion ($20.06 billion) through the sale of bonds in April-June, of which over 50 per cent was borrowed through bonds with more than 14 years duration. Traders estimate another ₹8 trillion of state bonds will be issued over the next three quarters with a similar maturity pattern. STRIPS help insurers increase the duration of their asset portfolio as well as improve cash flow matching against certain liabilities, said Ketan Parikh, head of fixed income at ICICI Prudential Life Insurance. "Typically, insurance companies have a larger appetite for STRIPS beyond 15 years, while pension funds are more active in the 8-15 year STRIP segment," Parikh added.

Primarily, it enables MFIs to diversify asset allocation by assigning a greater proportion of their resources to products and services that extend beyond traditional microfinance. It gives NBFC-MFIs the flexibility to adjust without the fear of any regulatory repercussions. How the revised regulation benefits NBFC-MFIs: Strengthens financial stability by improving risk mitigation: By reducing reliance on microfinance loans, NBFC-MFIs are better placed to withstand market turbulence Boosts regulatory adherence: The regulation addresses the reasons that led to non-compliance among non-banking financial companies, microfinance institutions. MFIs must integrate digital tools such as mobile applications, automated credit assessments and other verifications to streamline processes and reduce in-person interactions. By leveraging technology, MFIs can scale up operations without being constrained by workforce limitations, while also maintaining a balanced human touch — necessary to reach the marginalised populace. A balanced approach In conclusion, the relaxation of qualifying asset norms will help NBFC-MFIs promote financial inclusion in a much more effective manner and also provide stability to the microfinance sector. The revised regulation is expected to enable MFIs to diversify their operations and increase access to credit for marginalised communities. Of course, challenges such as collections, portfolio quality, recovery practices, technology adoption and risk management need to be addressed. As the sector continues to evolve, it is essential for regulators, industry players and stakeholders to work together to ensure that microfinance reaches the most vulnerable sections of society and promotes financial inclusion and economic well-being among them — an important step to drive the country's economic growth. To achieve these goal, the sector has to find a balanced way to use technology, human touch and adherence to regulatory framework.
