‘We can't wait forever': GOP frustrated but unwilling to act on Trump's TikTok extension
President Donald Trump's latest move to keep TikTok alive is yet again frustrating congressional Republicans, many of whom object to China's continued involvement in the popular app but just want to be done with the whole drama. 'Not my favorite thing,' Sen. Josh Hawley (R-Mo.), along-time proponent of the ban, deadpanned, when asked about the president's plan to issue another extension. He spoke a day before the White House confirmed Trump signed a 90-day suspension of enforcement of the law requiring TikTok to divest from ByteDance, its China-based parent company, throwing another lifeline to the short-form video app. By Friday, some House lawmakers registered a note of resigned irritation. The extension — Trump's third since the law went into effect on Jan. 19 — is a unilateral decision not envisioned in the bipartisan law passed by Congress and upheld last year by the Supreme Court. Rep. Darin LaHood (R-Ill.), a member of the House Intelligence and China committees, told POLITICO. 'The national security concerns and vulnerabilities are still there, and they have not gone away. I would argue they've almost become more enhanced in many ways.' But Trump's extension of the TikTok law largely boxed out Republicans in both chambers who have shown little inclination — beyond stern words — to prevent him from making these postponements almost routine. Many GOP lawmakers saw themselves as granting the president space to cut a promised deal while the White House deals with urgent priorities, like trade negotiations and the Israel-Iran conflict. 'In light of everything going on, I think he did the right thing,' Sen. John Kennedy (R-La.), a China hawk who voted for the ban, told POLITICO of Trump. 'I have concerns about all kinds of things — that [the extension] is on the list — but it's not at the top of the list.' Though Trump has promised his TikTok negotiations areclosely tied to trade talks with China, Treasury Secretary Scott Bessent testified last week to a Senate panel that TikTok's sale was not currently a part of the negotiations with China, raising a further potential obstacle to Trump inking a deal in the near future. Sen. Lindsey Graham (R-S.C.), a close ally of the president and longtime national-security hawk said earlier in the week: 'The sooner we get that issue solved, the better,' without offering any ideas for further enforcement. 'I just want finality,' Senate Judiciary Chair Chuck Grassley (R-Iowa) told POLITICO. 'I want some certainty and just know that the Congress isn't being played when we make a decision [that the app] be sold.' Another member of the House China Committee, Rep. Zach Nunn (R-Iowa), told POLITICO, 'No more extensions. It's time to follow through.' Rep. Dan Newhouse (R-Wash.), also a member of the China panel, noted in a post on X Thursday the law only allows one extension of the compliance deadline, adding, 'I was proud to support the ban of TikTok and believe the law should be implemented as written.' With their comments, the lawmakers echoed House China Chair John Moolenaar (R-Mich.), who in early June called for the U.S. to 'let [TikTok] go dark' to bring China to the table to negotiate. He reiterated that stance on Friday. 'Delays only embolden the Chinese Communist Party,' Moolenaar said in a statement to POLITICO. 'I urge the administration to enforce the law as written and protect the American people from this growing national security threat.' Still, observers say Republicans are not exercising their leverage to demand the White House enforce the law they helped write, for example by withholding funding or congressional oversight hearings. 'I keep reading that Republicans are 'frustrated' and 'impatient' about their TikTok law being ignored, but they should stop complaining to reporters and take it up with Trump,' said Adam Kovacevich, founder and CEO of the pro-tech Chamber of Progress. Among the Republicans being undercut by the president is his own secretary of state. Marco Rubio — who as senator was one of the loudest critics of TikTok's ties to China, and a huge backer of the app's ban — has been conspicuously silent as Trump has repeatedly granted more time to strike a deal for its sale. 'You have to decide what's more important, our national security and the threat that it poses to our national security,' Rubio told POLITICO in March 2023, as Congress was considering a ban. 'You have to weigh that against what you might think the electoral consequences of it are. For me, it's an easy balancing act. I mean, there is no balance. I'm always going to be for our national security.' A spokesperson for Rubio at the State Department did not respond to a request for comment. Democrats — even those who support keeping TikTok online — say Trump's approach is the wrong one. 'These endless extensions are not only illegal, but they also put TikTok's fate in the hands of risk-averse corporate shareholders,' Sen. Ed Markey (D-Mass.) told POLITICO in a statement. 'This is deeply unfair to TikTok's creators and users. I'm prepared to work towards a solution, but Trump isn't coming to the table.'

North Carolina Gov. Stein vetoes his first bills. They are on concealed carry and immigration
RALEIGH, N.C. (AP) — North Carolina Democratic Gov. Josh Stein vetoed his first bills on Friday, blocking for now Republican legislation that would let adults carry concealed handguns without a permit and make state agencies and local sheriffs more active in Trump administration's immigration crackdown. Stein, who took office in January, issued his formal objections to three measures backed by the GOP-controlled General Assembly presented to him last week. The former attorney general also had the option to sign any of them into law, or let them become law if he hadn't acted on the legislation soon. The vetoed measures now return to the legislature, where Republicans are one House seat shy of holding a veto-proof majority. Its leaders will decide whether to attempt overrides as early as next week. Voting so far followed party lines for one of the immigration measures, which in part would direct heads of several state law enforcement agencies, like the State Highway Patrol and State Bureau of Investigation, to cooperate with Immigration and Customs Enforcement. But one House Democrat ended up voting for the other immigration bill that Stein vetoed. It toughens a 2024 law that required sheriffs to help federal agents seeking criminal defendants. GOP prospects for enacting the permitless concealed gun measure, a longtime aspiration for gun-rights advocates, appear dimmer, because two House Republicans voted against the bill and 10 others were absent. Gun bill would let 18-year-olds carry concealed handgun In one veto message, Stein said the gun legislation, which would allow eligible people at least 18 years old to carry a concealed handgun, "makes North Carolinians less safe and undermines responsible gun ownership." Democratic lawmakers argued the same during legislative debate. Current law requires a concealed weapons holder to be at least 21 to obtain a permit. The person must submit an application to the local sheriff, pass a firearms safety training course and cannot 'suffer from a physical or mental infirmity that prevents the safe handling of a handgun" to obtain the permit. No safety training would be required if getting a permit is no longer necessary. 'Authorizing teenagers to carry a concealed weapon with no training whatsoever is dangerous,' Stein wrote. Gun-control groups praised the veto. Conservative advocates for the bill say removing the permit requirement would strengthen the safety of law-abiding citizens. 'Law-abiding North Carolinians shouldn't have to jump through hoops to effectively exercise their Second Amendment rights," Senate leader Phil Berger said in a press release criticizing the veto and planning for an override vote in his chamber. Permitless carry is already lawful in 29 states, according to the National Conference of State Legislatures. North Carolina would also be one of the last states in the Southeast to implement that legislation. Immigration bills focus on state agencies, sheriffs One vetoed immigration bill would require four state law enforcement agencies to officially participate in the 287(g) program, which trains officers to interrogate defendants and determine their immigration status. An executive order by President Donald Trump urged his administration to maximize the use of 287(g) agreements. Stein wrote Friday the bill takes officers away from existing state duties at a time when law enforcement is already stretched thin. The measure also would direct state agencies to ensure noncitizens don't access certain state-funded benefits. But Stein said that people without lawful immigration status already can't receive them. The other vetoed bill attempts to expand a 2024 law — enacted over then-Democratic Gov. Roy Cooper's veto — that directed jails to hold temporarily certain defendants whom ICE believe are in the country illegally, allowing time for immigration agents to pick them up. The vetoed bill would expand the list of crimes that a defendant is charged with that would require the jail administrator to attempt to determine the defendant's legal status. A jail also would have to tell ICE promptly that it is holding someone and essentially extends the time agents have to pick up the person. Stein said Friday while he supports sheriffs contacting federal immigration agents about defendants charged with dangerous crimes that they are holding, the law is unconstitutional because it directs sheriffs to keep defendants behind bars 48 hours beyond when they otherwise could be released for a suspected immigration violation. With the veto of this bill, House Speaker Destin Hall said, Stein sided with the 'most radical elements of his party's base over the safety and security of North Carolinians.' Latino advocates and other bill opponents had urged Stein to veto both immigration measures. They say the legislation would cause Hispanic residents to feel intimidated and fear law enforcement.

Trump says the US doesn't have to meet NATO spending goal
President Donald Trump said Friday that the U.S. shouldn't have to abide by the same defense spending standards as the rest of NATO — potentially antagonizing leaders from the rest of the alliance days before he's to meet with them in The Netherlands. Trump has long demanded that NATO states spend 5 percent of their GDP on defense but has never said if the U.S. should be included in that or not. The U.S. is currently at 3.4 percent. 'I don't think we should, but I think they should,' he said, responding to a question about his 5 percent defense spending goal. 'We've been supporting NATO so long. … So I don't think we should, but I think that the NATO countries should, absolutely,' he added. The summit kicks off Tuesday in The Hague with the leaders of 32 member states coming together to plan spending goals and reaffirm NATO force structure and deployment plans. Most NATO states spend just over 2 percent of their GDP on defense currently, with a growing number having outlined plans to get to around 3 percent over the next year or two. Trump's spending demand has hovered over the alliance since his reelection however, and the alliance has come up with a novel solution: Call for 3.5 percent on defense, with the remaining 1.5 percent taken up by domestic infrastructure and cybersecurity spending. Trump's apparent opting out of the higher target is unlikely to sit well with Republicans on Capitol Hill who've pushed for larger Pentagon budgets and have clashed with the administration over defense spending. Both Sen. Roger Wicker (R-Miss.) and Rep. Mike Rogers (R-Ala.), the chairs of the Senate and House Armed Services Committees respectively, have been pushing to drive U.S. defense spending to 5 percent of GDP. They and other GOP leaders criticized Trump's budget plans for keeping annual defense funding flat, save a one-time investment from Republicans' megabill of spending and tax cuts. Hitting that goal would mean a roughly $1.4 trillion defense budget for the Pentagon. Only Poland, Estonia, Latvia and Lithuania have committed to 5 percent number so far, but most of the rest of the alliance is expected to follow suit at The Hague. There are outlines, however. The Spanish government, which is one of the lowest spenders on defense in the alliance, flatly rejected the 5 percent goal this week. In a letter to NATO Secretary General Mark Rutte obtained by POLITICO, Spanish Prime Minister Pedro Sánchez said his government 'cannot commit to a specific spending target in terms of GDP at this summit.' Other allies who have spent more on defense in recent years are also grappling with how to keep pumping more money into their militaries. 'We have to find a realistic compromise between what is necessary and what is possible, really, to spend,' Germany's defense minister, Boris Pistorius said this month during a NATO meeting in Brussels. Seth Jones, president of the defense and security program at the Center for Strategic and International Studies, said in a press call Friday that U.S. defense spending, at 3.4 percent of GDP, is 'lower than during any time during the Cold War,' and the Trump administration's defense budget as a percentage of GDP 'is likely to be lower than the Carter administration's defense budget in the 1970s.'
