
HODs who fail to act on misconduct will be hauled up too, says Chief Secretary to Govt
KOTA KINABALU: Department heads who fail to act on misconduct, whether committed by themselves or their subordinates, will be held accountable, warns Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.
He said efforts are ongoing to strengthen integrity and accountability within the civil service, including stricter enforcement against those who conceal wrongdoing.
'Action will be taken against any department head who does not act on misconduct or attempts to cover it up.
"They will be demerited by 15% and subjected to disciplinary measures,' he said after the closing ceremony of the Jelajah Taat Setia programme here on Friday (May 9).
He said disciplinary actions, under current regulations, may include salary increment freezes, promotion delays, or even termination, depending on the severity of the offence.
'These measures are in line with the Public Officers (Conduct and Discipline) Regulations 1993. We follow due process to ensure fairness and transparency.
Shamsul Azri noted that serious breaches among civil servants remain relatively low, less than 10% of the total workforce.
'Common offences include being absent from work without reason, travelling abroad without permission, or taking medical leave without proper certification,' he said.
He stressed that disciplinary proceedings are handled through a system with checks and balances involving an investigation committee, a disciplinary board and an appeals process.
'This ensures transparency and upholds justice throughout,' he said.
The event, which was launched by Sabah Chief Minister Datuk Seri Hajiji Noor, was attended by some 2,000 federal and state civil servants.
It included briefings on the values of Malaysia Madani and the importance of loyalty in public service.
Shamsul Azri also announced that the Malaysian Institute of Integrity is developing two major mechanisms to enhance governance and transparency, the Integrity Index and the System for Public Integrity Evaluation (SPINE).
Both are expected to be completed by October.
As chair of the Special Task Force on the Corruption Perceptions Index (CPI), Shamsul Azri said it is focused on elevating Malaysia's global standing by fostering integrity within the civil service.
He added that ongoing reforms aim to build trust and credibility at every level of government.

'This policy, led by the Ministry of Women, Family and Community Development, is not solely the responsibility of the ministry. The updated policy focuses on four key areas, namely economy, leadership, safety and well-being. Implementation began immediately following its launch on March 8 in conjunction with International Women's Day. Hanani said that in drafting the policy, the government strengthened engagement with ministries, agencies and NGOs to ensure it is embedded at the grassroots levels. At the same time, JPW, through its State Women's Development Offices, will continue to intensify advocacy and literacy programmes in communities. The DWN and PTPW 2025–2030 aim to enable women to participate meaningfully and realise their full potential through inclusive development and gender equality. The slogan 'Empowering Women, Strengthening the Nation' was adopted to reflect the role of women as national assets, capable of shaping the country's economic growth, given that they make up nearly 50 per cent of Malaysia's population. The policy also emphasises the importance of shared leadership between men and women in national development, in line with the demographic ratio of 111 men for every 100 women. 'This inclusive approach is crucial to ensure that policy and programme development remains people-friendly and socially inclusive. Gender equality is not just a moral goal, but a critical driver of economic and social progress,' she added.

GENERAL From Siti Radziah Hamzah SAMARKAND, June 23 (Bernama) -- Malaysia continues to strengthen its public sector to meet the evolving needs of its people while contributing meaningfully to the Sustainable Development Goals. Deputy Prime Minister Datuk Seri Fadillah Yusof said under the Tenth Malaysia Plan (2011–2015), Malaysia achieved major strides in digitalising public service delivery. He noted that over 10,000 government services, accounting for 77 per cent, were made available online, greatly enhancing access and convenience for citizens. 'We reduced licensing burdens at both federal and local levels by nearly 60 per cent and saved over RM9 billion through value management efforts and the abolition of more than 38,000 redundant positions, underscoring our commitment to prudent governance and efficient service delivery,' he said in his speech at the United Nations Public Service Forum 2025 here today. Fadillah said that one of the key pillars of the civil service's transformation was the adoption of H.E.M.A.T -an acronym made up of five core values, which Hijrah Tatakelola (Governance Transformation), Empati Rakyat (Empathy for the People), Minda Pekin (Progressive Mindset), Apresiasi Inovasi (Appreciation of Innovation), and Tadbir Urus Telus (Transparent Governance) – in its daily operations.. 'Introduced by the Director-General of Public Service, H.E.M.A.T encapsulates the spirit of responsible leadership and a renewed commitment to quality service delivery,' he added.
